Since 1940, State Chairman has been appointed by the other members of the State Presidium or their predecessor with there being no set-term limit for the role. The exception was in 1970, when the State Chairman Sun Yuting came to power in a coup d'état. The role of State Chairman has historically fluctuated in important with at times it functioning as a de facto dictatorship and others being less powerful then the premier.

As of 2019 there are three living former State Chairman. The last State Chairman to die was Jiang Xingzhou in 2018, who served from 1988 to 1993.
