The foreign relations of the Dominion of the Lubyak are handled almost exclusively by the executive branch of the Dominion. Overall direction is provided by the Governor-General of the Dominion who is advised and counseled by the Dominion Minister for Foreign Affairs. The Minister for Foreign Affairs also assumes day to day authority over the mechanisms of the Ministry of Foreign Affairs, which is the primary body for international and interstate relations within the Dominion of the Lubyak. As a regional great power in Borealia, the Dominion is a key player in many of the events unfolding across the region and its neighbours. Dominion foreign policy is often described as 'realist' and 'imperialistic' in its aims and methods, which has led to critique from many outside nations, including allegations that the Dominion wishes to build itself into a trans-regional empire.
Foreign Policy
Lubyakan foreign policy is institutionally realist, with direction from the Minister of Foreign affairs and Governor-General’s Office often interpreting political development within the region heavily via the logic of geopolitics and realpolitik. Although the Dominion lacks any official statement of its foreign policy, general impressions have seen it as predominantly concerned with creating and maintaining its own security. In general, the Dominion of the Lubyak is a status quo power, rather than a revisionist one, seeking to maintain the general balance of power within Borealia, although many accuse it of having more imperial ambitions. The Dominion is generally considered to be one of the ‘great powers’ of Borealia, with substantial hard power, both in the form of military force and economic strength. However, given that the Dominion is often viewed as solely acting in its own interest, it has very little of what most would describe as soft power.

Romani-Mars'i Union
Governor-General Lukas Alexandrov serves as the Chief Oathkeeper of the Romani-Mars'i Union, and has assigned the 17th Tank Army to serve as its contingent seconded to the Union Combined Military. The Dominion of the Lubyak also plays host to major military installations of the the Union.

Lubyakan Imperialism
One of the longest standing criticisms of the Dominion of the Lubyak is that the Dominion functions as an expansionist Imperial state, and the modern day Dominion, with its protectorates and relations are part of a plan to create a Lubyakan Empire. In traditional terms, the Dominion is an empire, as unlike a nation state, the Dominion rules over multiple nations of peoples, as shown by the well established ethnicities within the Dominion and the division of the Lubyakan military along ethnic lines. The inclusion of Ilan and the Taros Islands under the Dominion’s control only furthers these critiques. However, despite occasional calls for independence in Ilan, these states have generally voted and remained supportive of the Dominion’s oversight and administration.
However, recent Lubyakan moves have been the subject of exceptional critique, labeling it as the ‘creation of a sphere of influence’ or ‘expansion of an Empire’. These include the establishment of the Greater Borealian Security Pact (GBSP). The BPSP has been labeled as the centrepiece of a Lubyakan empire, expanding the Dominion's military reach and interest across the entire region. In addition, the Dominion has made occasional forays of expansion into neighbouring region, some of which--like Knightgave Haven--have been relatively successful, while others have been failures. Nonetheless, these moves and adventures have been labeled by some as evidence of ‘imperial ambitions’. Dominion officials have repeatedly denied these accusations, stating that the GBbSP is a collective security organisation, meant solely to promote stability and security within Borealias.
