The Scepter 4 (S4), also known as Special Branch, Section 4 (Dutch: Speciale Afdeling, Sectie 4) is the paramilitary arm of the Atmoran Federal Police. According to the BPOL, Scepter 4 "is a group of highly-trained BPOL members capable of employing specialized weapons, equipment, and tactics to resolve extremely high-risk situations." Scepter 4 is also mandated to assess the situation and determine whether extreme danger or the presence of small arms cannot be easily resolved by BPOL officers on general duties or by other police forces throughout Atmora. Scepter 4 offers consulting services to its fellow officers such as firearms files and shootings that involve police officers.

S4 teams operate as a floating work-site team, which allows them to be called up for duty from their residences and not in an BPOL office. They also operate under a threat-based priority system if multiple emergency calls require S4 presence. S4 teams are legally bound to operate in Atmora and overseas when required.
