The Council of the People of the National Council of the Republic of Sawbrania (Sawbranian: Consil ꜵv dhe Folks ꜵv dhe Nacional Consil ꜵv dhe Republik ꜵv Ssavbrʎnie) is the lower house of the bicameral National Council of the Republic of Sawbrania. Some people raise issues with how the system on elections and the functionality of the parliament is established, sometimes classifying the legislature as a toy parliament.

The elections are held every 5 years, always starting on Friday at 14:00 (2 PM) and ending at 14:00 (2 PM) on Saturday. Every party or electoral coalition has its own ballot (Electoral list), which is marked with a red stripe (the Council of the Republic ballots use a blue stripe). It features the header with the name of the electoral districts (a number from 1 to 40) and words "Candidates for the Council of the People", followed by the listed times when the voter can vote, and the party name.

The list on the ballot consists of 41 names (always listing the full legal name, age, employment and gender) - 1 for the local constituency (which is listed above the rest and is listed as the "District candidate") and 40 for the nationwide elections. A voter can give up to 5 preferrence votes to the candidates he wishes to see elected. Preferrence votes are given by circling the number in front of the favored candidate. If a candidate gets more than 5% of the preference votes given, they skip and move to the top of the list. A preference vote can be given to the regional candidate as well - if they do not succeed in their respective constituency, they will move on to their party's list based on the number of the preference votes they recieved.

A voter can not use multiple ballots to give preference votes to candidates from more than one party, as such vote would be counted as invalid.

The mandates are distributed using a mixed electoral system, which combines a total of 70 single-member constituencies, which use the First-past-the-post voting, and a single 40-member constituency, which encompasses the whole country, in which the mandates are assigned using the D'Hondt method.
