Sebastian Mertz, a Kirenian exile that had become part of the revolutionary movement had gathered a volunteer army of 5,000 men with the intention of overthrowing the Solstianan holdings in Werania. Nevertheless the two gave Mertz the go-ahead on the condition that his Volunteer Army give the appearance of approaching the expedition as if in defiance of the Cislanian crown, so to not spark a punitive reaction from Cislania's neighbours or Kirenia. | |||
The Volunteer Army arrived in Bonnlitz-Ostbrücken on the 2 June 1836. Frederick IX immediately organised a 12,000 strong detachment of the Bonnlitzer army under the command of Matthäus zu Thierse to face the Volunteer Army in the town of Brunnmund near the Wolfsfledan border. The Volunteer Army was bolstered by existing rebel forces and had high morale whilst the Bonnlitzer army was poorly led and subject to frequent desertions. Mertz however had an unexpected boon when a major revolt occurred in both Kottenwice and Gothberg, whose garrisons numbered 3,000 and 5,000 respectively. At the same time, Parliament was dominated by conservative [[Viridians (Estmere)|Viridians]] who remained wary of the liberalism associated with the failed Septemberist Revolt, and worried that any Weranian unification would be a threat to their landed interests. These views changed when Solstiana allegedly fired on an Estmerish vessel, mistaking it for a Cislanian one, which outraged the King and rallied Parliament. This led to the King and Parliament supporting a declaration of war on Solstiana on the 5 October 1836. The alliance between the Cislanians and revolutionaries frayed significantly from 1836 to 1840 as von Bayrhoffer was seen to exclude the revolutionary nationalists from power. Metz was forced to flee in March 1837 to Estmere after being accused of attempting to formant revolution in Cislania whilst at the 1838 elections the radicals saw their influence in the Cislanian Landtag dissipate with Müller losing his seat albeit retaining one in Bonnlitz-Ostbrücken. The radical newspaper ''Der Herold'' stated in 1838 that "''content with their sphere in influence in Bonnlitz and their representation in the landtag the Cislanian bourgeoise have abandoned the nationalist and republican cause and doomed Werania to live under the boot of reaction''". | |||
The nevertheless von Bayrhoffer remained intent on expanding Cislania's power but lacked a firm pretext to do so. Von Bayrhoffer as such turned his attention to the Grand Duchy of Prizen whom he saw as particularly susceptible to an internal crisis. The Grand Duke Frederick III was severely ill and had no successor to his throne; he only possessed two daughters and Prizen's {{wp|salic law|succession law}} forbid female succession. Von Bayrhoffer therefore lobbied Prizen's Landtag to grant the Cislanian Crown Prince, [[Adalbert of Werania|Adalbert]], the throne of Prizen upon the death or abdication of Frederick III. This was heavily opposed by a coalition of Weranian states led by [[Wilhelm IX of Roetenberg]]. Wilhelm IX saw the expansion of Cislanian power with alarm given that Roetenberg was the second strongest of the Weranic states and saw any further increase in Cislania's power as weakening Roetenberg. In this Wilhelm IX had a strong ally in the form of Kirenia who saw the expansion of Cislanian power as threatening their sphere of influence in Werania, with Kask-Jakobson indicating to Wilhelm IX that Kirenia would respond with force in support of Roetenberg if the Cislanians attempted to change the status quo. Frederick III in order to defuse tensions surrounding his succession was deliberately ambiguous on its development; he claimed that he had named a list of three successors in an enclosed letter that would be opened upon his death with the Landtag given responsibility for choosing his successor amongst them. This helped temper tensions between Cislania and Roetenberg. Nevertheless Kask-Jakobson had taken the initiative to shore up support for preventing Cislanian succession forcng an agreement between the monarchs of Roetenberg, Elbenweis and Wittislich to jointly support the candidature of a non-Cislanian prince in the event of Frederick III's death. | |||
On the 14<sup>th</sup> May 1841 Frederick III died, with the letter containing his three chosen successors being opened. The letter named Crown Prince Adalbert of Cislania, Prince Karl of Elbenweis and Duke Franz of Wittislich as Frederick III's choices. The anti-Cislania coalition under the direction of Kask-Jakobson agreed that Prince Karl of Elbenweis should be named successor and agreed to go to war with Cislania if Adalbert became Prizen's Grand Duke in a secret agreement known as the Elbdorf Concordance. The Prizen Landtag however was placed under enormous pressure by Cislania to install their candidate; in it reported that von Bayrhoffer offered to bribe members of the Landtag 3,000 marks each to vote for the Cislanian candidate although this accusation has never been proven. The threats of the Elbdorf Concordance led to a sense of crisis in Wiesstadt. Although some such as Karl Rudolf favoured a compromise von Bayrhoffer was aware that backing down would destroy the nationalist support that underpinned his administration and was worried that the Septemberists would attempt a revolution that could plunge Cislania into {{Wp|civil war}}. Von Bayrhoffer was supported by the chief of the army Karl von Littitz who was confident that Cislania's modern army would be able to defeat the powers of the Elbdorf provided that Kirenia did not intervene. Von Bayrhoffer and von Littitz thus took the risk of calling the Elbdorf Concordance's bluff by ordering Cislanian troops to enter Prizen to "''protect it from Roetenberger aggression''" on the gamble that they would be seen abroad as preventing unreasonable demands by the Elbdorf Concordance who von Bayrhoffer began to increasingly portray as aggressors. The movement of troops into Cislania led to the Elbdorf Concordance to demand that Cislanian troops withdraw or face war. When this ultimatum was rejected the Elbdrof Concordance states declared war on Cislana on the 28<sup>th</sup> June. | |||
The states of the Concordance had numerical superiority over the Cislanians numbering around 120,000 to the Cislanian's 80,000 with Roetenberg providing the largest congregant of troops within the Concordance at 37,000. As a result the Concordance was seen abroad to possess a decisive military advantage with one Kirenian politician Rasmus Padar commentating that "''the Cislanians, after years of provocations, have foolishly overplayed their hand. The only question military strategists are asking is how quickly they will be defeated''". However, these analysis's did not count for the vigorous military reforms that had been implemented by von Littitz - whilst the Concordance's conscripts often had to be equipped and trained from scratch following the order of mobilisation the Cislanian troops were well-drilled and trained, giving them oftentimes an advantage in both a strategic and tactical sense. The war saw a number of relatively new forms of warfare being experimented with in northern Euclea for the first time - the {{wp|Military railways|use of railways}} to concentrate troops during mobilisation and {{Wp|needle gun}}s to ensure rapid fire. Generally speaking these innovations had been more readily embraced by Cislania although the Concordance states had also developed their use, particularly in regards to the use of railways. The superiority of the Concordance on paper convinced the Kirenian king Juhan V that an intervention from Kirenia was not needed and so he refused to accept Kask-Jakobson's demands for Kirenian reinforcements. | |||

The Cislanian army was able to perform a rapid advance into Westbrücken and continental Roetenberg whilst the Concordance armies focused on an attack via Frankendorf and Ostdorf am Main, which would've negated any Cislanian industrial advantage and made a further advance into Wiesstadt easier. The first major battle of the war was the Battle of Salzbruck which saw a force of Roetenberger-Elbenweisen forces defeated by the Cislanians. The Cislanians thus begun attacking from two fronts - from the southwest via Salzbruck and from the northeast via Westbrücken hoping to entrap the Concordance armies in Innsheim. An attack from Wittislich into Bonnlitz was decisively defeated with the former quickly occupied by Cislanian troops. | |||
The Concordance armies realised to late that the Cislanians planned to entrap them in the Ostdorf am Main-Innsheim-Frankendorf triangle and so when confronted with the advances of three armies from Westbrücken, Salzbruck and reserve Landwehr units from Siegberg attempted to {{wp|sortie}} from offensive positions in Ostdorf am Main to more defensive positions in Innsheim. This failed when the armies were assaulted by the Cislanians at the battle of Gasthof in August 1841 which saw the Concordance armies decisively defeated. Whilst Frankendorf was being besieged the Cislanian armies were able to take the cities of Elbdorf and Bürchaft, effectively overrunning the majority of the Concordance's positions on the continent. The siege of Frankendorf would last three months until in early November 1841 Wilhelm IX's forces surrendered to Cislania, agreeing to an armistice. Cislania was given the right to occupy the entirety of the Concordance states whilst a final peace treaty was being decided. The debacle at Gasthof allowed factions in Kirenia to oust Kask-Jakobson from his position as plenipotentiary for the Weranian states as he became scapegoated for the collapse of Kirenian influence in the region over his ultraconservative and repressive approach which effectively ended Kirenia's hawkish policy towards the Weranian states and forestalled the possibility of a Kirenian intervention. | |||

Von Bayrhoffer however was aware that the defeated powers would be reluctant to agree to a centralised Weranian state and so sought to create a compromise wherein unification would be brought about through protecting the interests of both the monarchies and Cislania. Von Bayrhoffer as such offered to the Concordance powers the option of having their kingdoms join a federation of Weranian states wherein they would remain monarchs but answer to a higher emperor (in this case the Cislanian king) alongside a federal executive and legislature or face the continuation of the war. For the second option von Bayrhoffer heavily implied to the monarchs that the latter option would not guarantee their continuation as monarchs with the minister-president reportedly stating "''I can keep Müller, Bornemann and Metz occupied for only so long; if left to time they will inevitably push for their own desires onto Werania''". | |||
Due to the pressure of local nationalists, the fear of more radical action and a desire to enter a peace with Cislania the Concordance states agreed to accede to a Weranian federation. As such the Treaty of Frankendorf signed on the 10<sup>th</sup> March 1842 saw the formal declaration of the Weranian Confederation; a constitution was approved the same day by the Cislanian Landtag. Unification had resulted in a group of people loosely defined as Weranians but possessing different cultural, linguistic and religious traditions being grouped together under a single state and so necessitated both top-down and bottom-up initiatives by nationalists to create a coherent national identity. History of Werania |
Weranian Unification, known in Werania as simply the Einigung, was the process in which the previous divided kingdoms and city-states of the Weranian lands became the modern nation state of the Weranian Confederation which was declared on the 17th March 1842. The process is believed to have started with the Weranian Revolution of 1828 although has its roots in the 1785 revolution that had led to the dissolution of the Rudolphine Confederation and the creation of the Weranian Republic.
Inspired by a mixture of notions including nationalism, historical revisionism, republicanism, liberalism, secularism and democracy the impetus for Weranian unification following the republic's dissolution led to the start of the "Weranic Question" of whether a state for the Weranian people should emerge, if it should be a republic or monarchy and if it only consist of Weranian speaking lands or be enlarged to those who spoke common Weranic languages. During the early 19th century these questions led to an outpouring of nationalist activity in the Weranic states notably through the revolutionary secret society, the Septemberists.
By 1829 republican nationalists united with monarchists in the Kingdom of Cislania to jointly promote the cause of unification. Gaining the support of Estmere these liberal nationalists began to see Kirenia as the biggest obstacle to unification. From 1836 starting with the Septemberist Revolt in Bonnlitz-Ostbrücken to the 1841-42 Weranian War of Unification the pace of unification under the Cislanian banner rapidly increased with the Weranian Confederation being declared following the victory of Cislanian forces in 1842. The state further expanded with the Easter Revolution in the eastern Weranian states.
The final act of Weranian unification was the War of the Triple Alliance fought between Werania and Estmere against Kirenia, Gaullica and Soravia. Although the war had intended to unite the rest of the Weranic lands in Kirenia - considered to be the entirely Weranic speaking east marches and partially Weranian speaking Ruttland - into Werania, it failed to do so with Werania acquiring Ruttland alone. However the war did result in the survival of a unified Weranian nation confirming its presence permanently in Euclea.
Weranian unification is considered to have changed the balance of power in Euclea. It represented a decline in Kirenia and Solstiana whilst the creation of a unified Werania introduced a new great power on the continent that would compete with Gaullica, Soravia, Estmere and Etruria for influence. Weranian unification is still celebrated in Werania despite there still being debate as to whether its primary protagonists - Rudolf VI and Ulrich von Bayrhoffer - intended to unify Werania or whether unification was the result of ad hoc agreements pursued out of pragmatism and opportunism.
Brief Timeline
- 1785 - The Weranian Revolution. The Rudolphine Emperor Leopold III is overthrown by republicans and Weranic nationalists who declare the Weranian Republic. The revolution quickly spreads across the Confederation until the republicans are victorious creating a national convention under the leadership of the Brotherhood for the Rights of Man who supported a centralised republican state based on the Cult of Rationalism.
- 1789 - The republic after internal instability is embroiled in conflict with [neighbours]. Balthasar Hötzendorf is elected commander of the revolutionary armies by the National Diet ushering in a period of militarised republicanism.
- 1801 - The Weranian Republic is dissolved after Kirenia, Estmerish and Soravia defeat it militarily. Its replacement however is far more truncated then the former states in the Rudolphine Confederation with seven kingdoms and two free cities being created.
- 1816 - The Central Revolutionary Federation commonly simply known as the Septemberists (Septembristen) is founded in Gothberg. A network of secret revolutionary societies the Septemberists would become one of the most influential groups agitating for Weranian unification based on a republican model.
- 1821 - Bloody Summer. A series of liberal insurrections across the Weranian states. Most are small scale and ineffective, but notably a liberal revolution in Cislania leads King Karl Rudolf to promulgate a constitutional monarchy, the first of its kind in the Weranic states.
- 1828 - The Weranian Revolution of 1828. Septemberist republicans raise up across Werania. A second republic is declared in Westbrücken, the heart of the pan-Weranic movement. The revolts are crushed with Kirenian and Estmerish assistance but the strength of pan-Weranicism is reaffirmed. There is also a shift in the central thrust of pan-Weranicism from republicanism to cooperation with the liberal monarchy of Cislania. During the revolution there is the appointment of Ulrich von Bayrhoffer as Minister-President of Cislania and the rise of the Pan-Weranic Party in the Kingdom. Reconciliation begins between the Cislanian monarchy and the Septemberists over the pan-Weranic cause.
- 1836-1837 - The Septemberist Revolt in Bonnlitz-Ostbrücken, then in a personal union with the Kingdom of Solstiana. The Septemberists supported by Cislania lead a successful uprising against the unpopular isolated regime in the region, with a free state being declared. King Karl Rudolf is invited to serve as king in a personal union. This initiates the Cislanian-Solstianan War. In response to the Septemberist Revolt the Kingdom of Solstiana demands Cislania end the personal union with Bonnlitz-Ostbrücken which leads to war between the two nations which ends with a status quo antebellum after Werania is able to confirm Estmerish particupation.
- 1841-1842 - Weranian War of Unification. Cislania and Prizen declare war on a coalition of Roetenberg, Wiittislich, Elbenweis and Westbrücken, considered to be in the Kirenian sphere of influence. Werania wins against them with nominal assistance from Estmere. The Treaty of Frankendorf sees the creation of the Weranic Confederation which also includes Roetenberg, Wiittislich and Elbenweis with Westbrücken being named the federal capital. Karl Rudolf becomes head of state with the regal name of Rudolf VI.
- 1843 - The Eastern Annexations. A nationalist revolution in Wolfsfled leads to the King of Wolfsfled to invite Weranian troops into the country in order to put down the rebellion in return for a referendum on joining the confederation. Wolfsfled votes in favour of joining and shortly afterwards Kolreuth also acceded to the confederation..
- 1852-1855 - The War of the Triple Alliance. Werania issues an ultimatum to Kirenia to surrender its Weranic regions. This leads to the War of the Triple Alliance between Werania and Estmere against Kirenia, Soravia and Gaullica that ends with Ruttland being ceded to Werania after Estmero-Weranian forces largely prevail over the Triple Alliance.
- 1856 - The Easter Revolution. A failed republican-socialist revolt is put down after the War of the Triple Alliance results in less land being ceded to Werania then was promised prior to the war. The suppression of the revolutionaries largely leads to the end of revolutionary and pan-Weranicist movements in the Weranian states and is considered to be the endpoint of the unification period.
Background
Weranian Revolution
Weranian unification can be traced back to the upsurge of nationalism that accompanied the 1785 Weranian Revolution that swept across the Weranic speaking lands of the Rudolphine Confederation. The revolution was preceded by the Rudolphine Emperor Leopold III's efforts to centralise the state undermining noble privileges which sapped support for the monarchy. When revolutionaries marched on the Palace of Hochgäu in September 1785 the noble armies failed to heed the Emperor's call to arms; he subsequently made the unilateral decision to abdicate being replaced by a regency led by Ignaz Bartuska. The revolutionaries declared a National Diet published the "Declaration of the Rights of Man" directly inspired by similar documents in Etruria and Rayenne; it delineated that every man in the territory was a citizen of Werania and the National Diet represented the people first and foremost. The revolutionary movement soon spread across the Confederation with revolutionary masses seizing power in many of the old kingdoms; by January 1786 the revolutionaries ruled most of the Weranic lands, with the confederation decisively defeated by citizens armies.
The most prominent revolutionary faction was the Brotherhood for the Rights of Man who were inspired by the revolutions in Rayenne and Etruria. The Brotherhood followed the Cult of Rationalism (Kult der Rationalismus) that amongst other things emphasised republicanism, centralisation, rationalism, intense anti-clericalism and militarism calling for the mobilisation of vast citizen-armies based on republican virtue. Although the Brotherhood and their supporters were more informed by republican and rationalist discourse their emphasis on citizens rather then subjects, use of the Weranian language, attacks on both the Catholic and Amendist churches and centralising reforms created a national identity based around the Weranic language and history.
The revolutionaries was early on wracked by internal troubles and tensions on its borders with Kirenia and Estmere, but conflict was avoided with the prospect of the revolutionaries restoring the former Emperor albeit as a constitutional monarch. However in April 1786 the former Emperor Leopold III led the March of the 100, an unsuccessful attempt to restore the monarchy to its full power. The former Emperor was imprisoned by the revolutionaries who on the 5 May declared the Republic of Werania formally ending the monarchy. The new republican government was soon dominated by Franz Xaver Dobrizhoffer and Sigmund Auerswald, considered to be the chief ideologues behind the Cult of Rationalism. The diarchy ordered the execution of the royal family and the mobilisation of citizen armies to defend the revolution against the neighbouring powers. This started the North Euclean Revolutionary Wars which pitted the republic against its neighbours as breakdowns in diplomacy between the traditional powers and the republic spiralled into war. The revolutionary armies often secured military successes thanks to the meritocratic officer promotions, the loyalty and devotion of troops to the Weranian Republic and the mass mobilisation of men via the massenaushebung.
In 1789 Balthasar Hötzendorf was elected as generalfeldmarschall of the revolutionary armies transitioning the republic to one based on militarised authoritarianism as much as the Cult of Reason, with Hötzendorf increasingly controlling the political nature of the republic. The constant war with Werania's neighbours made Weranian society incredibly militarised which necessitated the continued deployment of nationalist and revolutionary rhetoric.
As a result of the citizen armies, expansion of citizen's rights and constant atmosphere of revolutionary fervour nationalism amongst Weranic's flourished under the republic in a way the republic's rivals could not match. The role of Kirenia as an enemy of the revolution was particularly important in nationalist discourse; propagandists within the republic soon promoted the notion that the Kirenian monarchy was an oppressive force to the Weranic people of the nation and promoted the idea of dissolving the Kirenian state and annexing large sections into Werania on the basis of republican values and linguistic and cultural unity. Hötzendorf bemoaned the lack of Weranic unity prior to the revolution as being an un-rational, illogical state of affairs and stated that a unified state based on the power of the "natural citizenry" of Werania was necessary to rationalise Euclea's political boundaries.
However the military successes of the republic led to a coalition to form against the republic consisting of Estmere, Kirenia and Soravia who feared the republic's radical ideals and wished to permanently divide the Weranic lands so they did not pose a threat to the balance of power in northern Euclea. From 1799 to 1801 the republic suffered several catastrophic defeats and by March 1801 the republic formally surrendered after Kirenian forces occupied Westbrücken, ending the Weranian revolution and the republic as a whole.
Partition of the Republic
With the defeat of the republic the leaders of Kirenia, Estmere and Soravia met at the Kirenian city of Harimisaareke to discuss the partition of the Weranian Republic. The republicans had executed a substantial amount of nobles from the old Rudolphine Confederation, most prominently the majority of the house of Brücken who had ruled the confederation since the end of the Amendist Wars. As a result it was decided that the old confederation would not be restored in its entirety and that a new patchwork of states, partially based on the old system, would be created.
The new division was seen to benefit Kirenia who gained influence over the Weranic states. The House of Pühatera retained power in the Grand Duchy of Wolfsled whilst the restored Kingdom of Roetenberg, Grand Duchy of Prizen, Duchy of Elbenweis and Free City of Westbrücken were under informal Kirenian influence. The eastern states of Wolfsfled, Duchy of Wittislich and Free City of Kolreuth were also considered to be aligned with Kirenia, although less strongly then the former states. The Kingdom of Bonnlitz-Ostbrücken continued its personal union with the newly-formed Solstanian state whilst the Kingdom of Cislania was seen as friendly with Estmere. Although the majority of the new states were aligned with Kirenia the partition strongly favoured Cislania which emerged larger then it had been under the old confederation.
One important change that came from the republic's partition and creation of new states was the doctrine that the personal unions that had been common in the Rudolphine era would be increasingly reduced. The Emperor of Soravia which through the House of Ryksmark-Halte-Herdorf had held personal union with Wittislich surrendered the post of king of Wittislich to his brother. The intention of this was to prevent Kirenia asserting potential personal unions with Weranic states that would threaten the position of Estmere in the region. The exception was Bonnlitz-Ostbrücken's personal union with Solsitania, due to Solsitania being seen as a neutral buffer by Kireania and Estmere.
The new states were largely conservative in character. Wolfsfled was the sole monarchy that possessed a constitution which restricted suffrage to property owning males. Although the free cities of Westbrücken and Kolreuth were more liberal in character they still were governed by reactionaries who rejected Weranian nationalism, being under the heavy influence of their larger neighbours. Although liberal groups - particularly nationalist-minded students - lobbied for nationalist causes the rulers of the Weranian states largely created police states that imposed press censorship and attempted to reverse many of the gains made by the revolution.
Economically the partitioning powers attempted to break up the unified national economy created by the republic. This was only partially successful; although some states like Cislania and Wolfsfled were able to restore their national economies relatively smoothly in the case of Roetenberg, Elbenweis, Westbrücken and Prizen the four states agreed to enter a formal customs union. This customs union led to the greater construction of railways across those four states that soon began to link with similar railroad projects particularly in Cislania and Bonnlitz-Ostbrücken. The development of faster, cheaper rail travel would have an important impact of the development of a feeling of pan-Weranicism in the Weranic states.
Weranian Question
An important issue surrounding Weranian nationalist both during and after the dissolution of the republic was what constituted the Weranian nation. Under the republic such a proposition remained divisive - some within the Cult of Rationalism advocated "natural borders" that would've stretched from the Selmrer river in Estmere to the Sweta river in Kirenia, taking up most of northeast Euclea. Such a proposal was based less on nationalist or linguistic grounds but on the notion of rationalising borders around geographic features that would be centred around what was seen as the superior rationalist culture of Werania.
The notion of natural borders was however rejected by romanticists who came to become more influential in nationalist circles following the defeat of the republic. Romantic nationalists emphasised the unity of the Weranian people both through a shared sense of history stemming from the Rudolphine Confederation but must importantly through the Weranic language. The development of common folklore and national epics in Weranic became paramount for nationalists.
Simply deciding that the Weranian nation was based on language however was a tricky proposition. The Weranic language was poorly defined between what were dialects and fully-fledged languages. The Upper Weranic, particularly the Afuran Weranic dialects was commonly accepted as the mainstay of the Weranic language. Middle Weranic was spoken across the entirety of modern day Werania alongside eastern Kirenia with these areas considered to be part of the "core" of the Weranic state. Outside these regions, delineating the Weranic language was more tricky. Aldman, spoken in modern-day Alsland, southern Werania, north Estmere and northern Borland was considered to be related to the Weranic languages but there was fierce debate by nationalists of whether it was truly Weranic. Similar debates applied to Hennish (spoken in northern Gaullica) Dellish (spoken in Alsland) and Azmaran (spoken in Azmara). The debate of whether these were part of the Weranian nation animated debates on what were "Weranic". More extreme nationalists also debated whether Estmerish, Swathish or Solstianan counted, although they were generally marginalised.
Another precedent for the extent of the Weranic nation rested on the former borders of the Rudolphine Confederation and earmarked historical holdings such as Ruttland. The "Weranian Question" thus became whether these non-Weranic areas should be included within Werania, and how strict should the application of determining the Weranic language be in such a case. Those who supported a "Greater Werania" (Großostischland) often supported including languages such as Swathish, Aldman and Hennish under the Weranic umbrella as well as annexing non-Weranic areas under the logic of creating "living space" for Weranians (lebensraum). Conversely, those who supported a "Lesser Werania" (Kleinostischland) supported a Werania more closely based around Middle Weranic alone and the general creation of a more homogeneous state on the basis of it being more in line with creating a nation state rather then a de facto multi-ethnic empire. The Weranian Question would therefore influence the course of unification and the political debates held by its protagonists.
Early nationalist activity
Cultural and völkisch movements
The growth of national in the Weranian states was partly driven by attempts to construct a common Weranian identity around the Weranic language. The so-called "cultural movement" was led by romantic nationalists who sought to compile national epics and folklore that they determined were consistent across the Weranian people. The most notable of these was Marius Schwerdtfeger's Ostisch Sagen which was a compilation of various fairy-tales, legends and folklore across Weranian regions first published in 1815. The cultural movement also emphasised common artwork, historical monuments and sites coinciding with a greater awareness surrounding historical conservation.
This cultural movement emphasised the link between the Weranian people as both a cultural unit and a geographic one. The strongest expression of this was the völkisch movement which emphasised the organic link between the land and the race of those inhabiting it (the Volkskörper). This gave birth to a certain subset of Weranian nationalism which emphasised racial and cultural superiority of Weranians rather then the more rationalist notions of a unified citizenry.
Secret societies and the Septemberists
Following the fall of the republic the dominant strand of pan-Weranicism was associated with republicanism. Conservatives largely called for a return of the pre-revolutionary social system whilst moderates were largely content with the new status quo. As the new states carved out in 1801 were by and large police states that suppressed dissent the republican movement took on largely revolutionary themes and were often secret societies. These secret societies often based themselves off the Brotherhood for the Rights of Man and were often made up of a network of students, middle-class professionals and businessmen and some intellectuals.
The most prominent of these groups was also one of the most radical, that being the Central Revolutionary Federation which acquired the nickname of the "Septemberists" (Septembristen). Formed in 1816 in the city of Gothberg, the capital of Bonnlitz-Ostbrücken, the Septemberists were a loose network of revolutionary cells that operated across the entirety of the Weranic lands. The Septemberists despite their official name were not a unified group with a single political agenda instead being regional cells that operated largely independent from each other. However, the Septemberists did have a roughly common agenda that supported the unification of Weranic lands along republican, liberal lines.
Anti-clerical and anti-monarchist they were the most severely repressed of all the Weranic nationalist groups but this paradoxically increased their power. The severe repression the Septemberists were subjected to and the seemingly omnipresent role they played in the problems of the Weranic nations according to official propaganda heightened their standing as defenders of liberty. The harsh repression also meant that the Septemberists were a highly secretive organisation that had a whole internal culture that defined their members lives; this made Septemberists incredibly loyal to the Weranic cause and difficult to root out by authorities.
Neo-Rudolphinists
Whilst republicans remained the mainstream within the Weranic nationalist movement, there were others who were willing to work within the post-republic structure to advance the course of Weranian unification. Known as the neo-Rudolphinists due to their praise of the Rudolphine Confederation over the republic these were circles of intellectuals, aristocrats, journalists and businessmen that called for a moderate solution for the unification of Werania by emphasising reformist policies and cooperation with the ruling dynasties and princes of the region. Predominantly Catholic liberals the neo-Rudolphinists hoped that they could create a dual monarchy of Kirenia and a unified Werania that would through the development of a common culture eventually become dominated a homogeneous Weranian ruling class. The neo-Rudolphinists hoped the common Catholic heritage of the region alongside the threats of Soravia and Estmere would help encourage the Kirenian Weranic nobility to abandon their pretensions of a non-Weranic state and rule instead over the Weranic lands.
The neo-Rudolphinists were controversial amongst Weranian nationalists for their approach. Republicans saw cooperation with Kirenia as a doomed endeavour seeing Kirenian Weranic nobles as being unredeemedly Kirenicised and more generally rejected a monarchist Werania in principle. Other nationalist, particularly Amendists, saw the inclusion of Kirenia into a Weranian state as a betrayal of the nationalist cause due to the presence of so many non-Weranic people's within the country, particularly with the "dual monarchy, dual culture" approach. The Weranian nationalist writer Christopher Schönlein stated that the Kirenian Weranic nobility was "tainted by the blood and tongue of the lesser" and that a united Werania had to be based around Weranic-speaking people only. Liberals also rejected a confederal-monarchist Werania on the grounds of the absolutist nature of the governments of the region. Similarly, the Kirenian Weranic nobility often were at ease with their Kirenian counterparts and saw Weranian nationalism as threatening to their own positions as well as encouraging Kirenian nationalism that would destroy their civilisation. Others questioned whether eastern Kirenia was truly Weranic - although the region mostly spoke Weranic languages some linguists questioned whether Ardenian was a dialect of Weranic or a separate language, the latter implication making eastern Kirenia questionably a Weranic society.
Nevertheless neo-Rudolphinists remained influential in certain liberal circles who saw cooperation as the only path for unification of Werania. The neo-Rudolphinists would begin to enter pragmatic alliances with republican forces prior to 1828 with the hope that pressure from below would help lead to a top-down unification led by local monarchs.
Bloody Summer
The imposition of the various police states in the Weranic states and their systematic dismantling of the rights and liberties the Republic afforded was resented by many in the intellectual class in Werania and particularly the rapidly growing urban bourgeoisie who saw their economic and social gains reversed with the resurgence in the aristocracy across Werania. Economic growth amongst most of the Weranian states alongside the state of peace that accompanied the end of the republic however meant that the two decades following 1801 were marked by a decline in revolutionary activity as groups such as the Septemberists retreated into the political margins.
In June 1821 however this period of relative stability came to due to political events that transpired in the largest of the Weranic states, Cislania. The unpopular monarch Franz Joseph II had presided over an increase in the price of food following tariff increases which had caused uproar amongst the rural peasantry and led to revolutionary activists to increase their dissent to the regime. The dismissal by Franz Joseph II of several university professors at the Imperial Academy of Wiesstadt led to protests in the capital which soon morphed into a general revolutionary movement across Cislania as the national guard proved unable to stop discontent with the regime from becoming visible. The revolutionaries had conflicting goals; only a minority of radicals supported the restoration of the republic with the majority calling for the dismissal of corrupt ministers and the granting of civil rights.
On the 10 July revolutionaries presented Adalbert III with a list of demands that would've created an elected landtag and civil rights which would've shifted Cislania from an absolute to a constitutional monarchy. Unwilling to rule as a constitutional monarch but doubtful of his ability to contain the revolutionary fervour Franz Joseph II abdicated in favour of his son, Karl Rudolf, on the 14 July. Karl Rudolf, who was interested in liberal ideals agreed to adopt the demands in the so-called "July Charter". This precluded an elected Landtag with an electorate of the nobility and upper middle classes; a relaxation of press censorship; and the creation of the post of Minister-President. Elections were held in August which saw a coalition of moderate liberals appointed to power; this made the new King extremely popular and helped dispel unrest in the kingdom as radical groups faded from prominence.
The unrest in Cislania was soon repeated across the other Weranian states. Like with the Cislanian uprising these revolutionary movements were far from united in their causes with some wishing to simply end corruption and improve governance, others to create constitutional rather then absolutist states and others more radical republican goals with the aim of unifying Werania.
A series of riots and revolutionary fervour were noted to occur across the Weranic states particularly concentrated in the cities of Westbrücken, Elbdorf, Innsheim, Frankendorf and Obenfelden. The most notable of these responses was in Roetenberg - the Roetenberger King Wilhelm IV wrote to the Kirenian plenipotentiary for the Weranic states Urmas Kask-Jakobson for guidance on how to deal with the rebellions. Kask-Jakobson recommended a punitive approach and the reaffirmation of conservative, absolutist values stating that if the Weranic kings did not abide by this Kirenia would send its armies to put down the revolts.
As a result the Roetenberger army was deployed to crush the rioters with the other Weranian states following suit. The repressive actions that spanned the months of July and August led to the period to be known as the "Bloody Summer" (Blutiger Sommer) due to the intense violence of the repressive measures. Protests were forcibly broken up by force and radical leaders often rounded up, arrested and summarily executed. The states of Roetenberg, Prizen and Elbenweis each passed a series of decrees similar to each other which restricted academic freedom and revolutionary activity. These measures succeeded in the short term in weakening liberal movements but had the unintended side-effect of pushing discontent with the status quo further to the political extremes strengthening the radical Septemberists.
1828 revolution
Following the Bloody Summer, revolutionary and nationalist activity in Weranic lands increased hugely. The Septemberists became far more prominent as a revolutionary organisation as they increasingly became organised with the purpose of overthrowing the Weranic states, with popular radical speakers such as Wolfram Schlüter using more modern means to distribute nationalist propaganda. Between 1821 and 1828 the economy in northern Euclea declined due to potato blight which caused cases of starvation. The relatively ineffective response by Weranic governments further increased revolutionary activity which became ever more coordinated over this period.
Declaration
The immediate trigger for the 1828 revolution occurred in the city of Westbrücken which was already considered to be the centre of pan-Weranicist politics. A city prefect, Jonathan Bischof, on the 17 March ordered the execution of three students after they illegally held a speech calling for the end of monarchism in the Weranic states and unification under a republic. Bischof's order caused discontent amongst the city's denizens who protested the execution order and rallied in the streets to support growing calls for an overthrow of the city's conservative government. On the 20 March revolutionaries stormed the Palais Beinhoff and declaring a provisional revolutionary government.
The revolutions soon spread throughout the Weranian states in a similar manner as to what occurred in 1785 and 1821. In Roetenberg, Elbenweis, Prizen and Wolfslfed the monarchs of those states reluctantly granted constitutions as did the Mayor of Kolreuth making Bonnlitz-Ostbrücken and Wittislich the only Weranian states to lack constitutions. In the new constitutional states provisional governments were formed that became known as the "revolutionary governments".
By the 14 April 1828 most of Werania was under the control of revolutionary governments. These governments were mostly supported by the petite bourgeoisie and urban proletariat classes and dominated by middle class intellectuals - unlike the previous 1785 revolution a large mobilisation of the rural peasantry had not proved crucial in dislodging the ruling elite. The revolutionary governments were mostly of liberal and nationalist inclination, with a strong pro-republican bias.
On the 15 April the Septemberist leader Wolfram Schlüter declared in a Westbrücken beer house the existence of the Weranian Free State (Ostischen Freistaat) and of a National Diet. Despite pressure from other Septemberists Schlüter did not declare a republic as other revolutionary factions - most notably the neo-Rudolphinists - held out hope that the prince could be persuaded to peacefully unify into a Weranic state through some kind of agreement.
The declaration of a free state spurred movements across the remaining Weranic states to discuss the issue of unification. In Cislania King Karl Rudolf announced his government would not stand in the way of the revolutionaries and applauded the "cause for a Weranian nation". However the kings of Wittislich and Wolfsfled were more critical pressing the Kirenian plenipotentiary Kask-Jakobson for Kirenia to take action against the revolutionaries.
For Kirenia and Estmere the reactions to the revolutions were different. Following the declaration of the Free State the Esmterish Prime Minister Robert Fitzjames, the Marquess Moreland wrote to King Karl Rudolf to gauge his response. Fitzjames was in contrast to previous Estmerish administrations sympathetic to the cause of Weranian unification, believing that the "industrious Weranians have as every right a state as any free man", and saw a united Werania as a potential ally to counterract Gaullican influence, but was alongside the Estmerish King wary of a repeat of the revolutionary violence the republic had unleashed in 1785. Karl Rudolf responded to the Marquess with the promise that Cislania supported the move towards a liberal, constitutional Werania but one "tempered by moderation, not radicalism".
In contrast the Kirenian elite were divided. Emperor Juhan V was opposed to Weranic nationalism but was hesitant to use drastic force to suppress the rebellions; this was in contrast to plenipotentiary Kask-Jakobson who urged the Emperor to deploy the Kirenian army to stamp out the rebellion. Several neo-Rudolphinists in the Kirenian court also sympathised with the revolutionaries and toyed with the idea of inviting Juhan V to take the role as Emperor of the Weranic and Kirenian Lands.
Radicalisation
As May 1828 emerged the tenuous arrangements between the revolutionary governments and the reluctant constitutional monarchs were breaking down. The declaration of a free state and National Diet had alarmed the monarchs who saw a restoration of the republic imminent but had relented from acting due to the passive attitude of Kirenia to the revolutions and the fear of incurring popular anger by dismissing the revolutionary governments.
With pressure increasing on the revolutionary governments to come to a constitutional arrangement with the monarchies on May 16 the National Diet petitioned the Kirenian Emperor Juhan V to accept the position of Emperor of the Weranics and Kirenians who would be the monarch of the entirety of the Weranic peoples. The neo-Rudolphinists within the revolutionary governments hoped that a Kirenian-led Werania would be an acceptable compromise between the conservative Weranian monarchy and aristocrats and radical revolutionaries as well as garnering recognition from the other Euclean powers. The most prominent neo-Rudolphinist Johann von Glöckner passionately argued to the National Diet that a Kirenian Emperor of Werania was the only way in which a unified Werania would be restored and that the "Kirenian tounge will be replaced with our noble language in due course".
However the prospect of Juhan V accepting was marginal at best. Whilst some in the Kirenian elite were supportive of the neo-Rudolphinist cause the majority were either firmly supportive of a multi-ethnic Kirenian state or wanted to further Kirenicise the state, not rule over millions of Weranians whose demographic majority would eliminate the Kirenian population. As well as this far from encourage other Euclean powers to accept a unified Werania a Kirenian annexation of the territory was heavily opposed by Estmere who feared becoming encircled by Kirenia and Gaullica. As such on May 20 Juhan V rejected the petition calling the National Diet "mad, mad as march hares!".
Following the rejection by Juhan V the compromising elements of the revolutionary governments lost legitimacy. On May 26 the King of Roetenberg Wilhelm IV dismissed the revolutionary government and attempted to form a cabinet of conservative ministers. This triggered the revolutionary government to mobilise revolutionary militias to storm the royal palaces and declare the abdication of the monarchy on May 28, creating a republic. From May 28 to June 3 these militia's led by the Septemberists repeated this action overthrowing the monarchies in the states that had revolutionary governments (Elbenweis, Prizen and Wolfslfed). This led to the revolutionary government in Westbrücken to declare that the Free State would henceforth be governed on a republican basis and that Werania was "free from the tyranny that has dominated since 1801".
The declaration of a republic unleashed a wave of popular revolutionary fervour but also of intense violence has had occurred in 1786 following the March of the 100. The actions of the revolutionaries - and pressure from the now-exiled monarchs - proved decisive when Kask-Jakobson approached Juhan V to use force to put down the "rebellion of the feeble-minded". Juhan V exasperated with the actions of the revolutionaries approved Kask-Jakobson's proposal calling up 100,000 men to march on Westbrücken to put down the revolution.
Suppression
The news of the mobilisation of Kirenian troops to put down the revolution led to the National Diet to petition Estmere and Cislania to send troops to defend against Kirenian forces. Cislanian King Karl Rudolf dithered and deferred to Estmerish Prime Minister the Marquess Moreland. Moreland indicated in the Estmerish Chamber of the Commons on the 8 June that Estmerish forces would defend liberty "if the call comes" but deplored the idea of another war in northern Euclea.
In response to the Estmerish Kask-Jakobson threatened that any action to support the revolutionaries would constitute an attack on Kirenian interests and that Kirenian forces would not hesitate to "bring order to northern Euclea". Kask-Jakobson did not have the authorisation of either Juhan V nor the Kirenian army to make such pronouncements but his bluff worked; on the 13 June Moreland stated that Estmere would not support the revolutionaries.
The Kirenian army meanwhile with the support of loyalist forces from the Weranian states made fast progress in defeating revolutionary forces. The revolutionary militias were unorganised and in contrast to 1786 were not mass forces whilst the support for the revolutionaries more narrow. The army crushed revolutionary forces in Roetenberg and Elbenweis after two months and in Wolfsfled after three, with Westbrücken finally surrendering to Kirenian forces on the 18 September 1828.
The former revolutionary states were placed under martial law with Kask-Jakobson having unofficial control over their affairs. Revolutionary leaders were arrested with many exiled or imprisoned - the most high profile such as Wolfram Schlüter were executed. The constitutions that the revolutionaries had promulgated in March were repealed. Although the restored monarchies promised to uphold a more enlightened absolutist framework in reality they regressed into the police states of the post-1801 order albeit with repression now even more draconian. Westbrücken, which had been the centre of pan-Weranicism and revolutionary politics was placed under permanent military occupation by Roetenberg with a military governor running the city in lieu of its own government. For all intents and purposes the revolution had been completely crushed.
Aftermath
The failure of the 1828 revolution was a major setback for the unification movement but did lead to nationalists and revolutionaries to learn important lessons that would serve them well in the future. Unification through a revolutionary uprising as had occurred in 1785 was a dead-end as it would be met by overwhelming Kirenian military force applied in a punitive manner, as had occurred in 1821 and 1828. The neo-Rudolphinists were entirely discredited as it became clear that Kirenia was intractably opposed to Weranian unification particularly as long as Juhan V gave a free hand to hardliners such as Kask-Jakobson to direct Weranian policy. The staunch opposition from Kirenia to any form of unification as such settled the Weranic question decisively in favour of a kleinostischland rather then großostischland. Conversely Estmere who had been a traditional opponent of unification and the revolutionaries emerged as a potential ally, albeit a reluctant one that would have to actively courted by the nationalists.
The most important lesson learnt from the 1828 revolution was that republicanism was not sufficiently powerful to overcome the military might of Kirenia and that an alliance with liberal monarchies coupled with a standing army that could compete with Kirenia would be key to realising unification. In practice this meant persuading the Cislanian King Karl Rudolf to support the Weranic cause - Cislania's liberal direction alongside Karl Rudolf's sympathetic view to the revolutionaries during 1828 meant that he was seen as most likely to lend support to leading unification. The fact Cislania was the strongest of the Weranic states alongside its alliance to Estmere meant it also had the most chance of militarily facing Kirenia although this would still be a daunting prospect.
However this abandonment of the republican cause and the failure of the 1828 revolution would fundamentally turn the unification movement to be far more conservative then it had been in the pre-1828 paradigm. The liberal bourgeoisie would have to compromise with the entrenched aristocracy and monarchy to realise a Weranian nation-state that would in turn place a unified Werania as a far more illiberal, less positivist state then envisioned by previous unification movements.
Path to unification
Rise of Cislania
Although the 1828 revolution failed to gain traction in Cislania itself, during 1828 there was disquiet with the administration of moderate conservative Carsten zu Gottschall. During the zenith of the revolution in April 1828 King Karl Rudolf dismissed zu Gottschall as Minister-President instead appointing Ulrich von Bayrhoffer in his place. Von Bayrhoffer was a liberal who had connections with the revolutionary movement but was also a skilled diplomat who focused on increasing the clout of Cislania in Weranic affairs. During the revolution however Karl Rudolf took the reigns of government resulting in an excessively cautious approach to the revolution.
Although von Bayrhoffer had connections to revolutionary movement he was mostly perceived as a wily pragmatist. Von Bayrhoffer promoted a unified Werania led by the Cislanian state but recognised that in the post-1828 context that the unification would be dependent on Cislania's ability to posture itself as a crucial part in the balance of power of northern Euclea. As such von Bayrhoffer supported vigorous economic modernisation and industrialisation whilst giving wholehearted support for Karl Rudolf's ongoing process of administrative rationalisation. Cislania as such acquired the nickname of the "bourgeois kingdom" as the middle class dramatically expanded as a result of the reforms pursued with the industrial revolution in Werania first arriving in Cislania.
Von Bayrhoffer also focused on securing Estmerish approval for Weranian unification to transcend party lines. Sympathy for the Weranian cause was much stronger amongst the more liberal Constitutionalists then the more reactionary Traditionalists. Following the 1831 election the Constitutionalists lost power to the Traditionalists under Cecile Filmore-Richards, the Count Warrington. Von Bayrhoffer was determined to secure Traditionalist support for Cislania. To do this von Bayrhoffer exploited mutual tensions between Estmere and Gaullica in Coius to secure Estmere's favour proclaiming Cislania stood in "full support" for Estmerish aims over disputes in northern Bahia. Von Bayrhoffer also supported Estmere's claims in eastern Kirenia to pivot Estmere to support Cislania as a check on the other. These efforts were successful albeit came with the cost of Gaullica souring on the prospect of a united Werania and more trenchantly formulating an alliance with Kirenia.
In order to drum up their support for their modernising agenda Karl Rudolf and von Bayrhoffer encouraged their supporters in the Landtag to form their own political faction who would become known as the Pan-Weranic Party (Allostischer Partei). The pan-Weranicists sat in the middle of the Cislanian political spectrum being opposed by the anti-unification conservatives on the right and the pro-republican Septemberists on the left. Although the pan-Weranicists relied on the conservatives to continue to publish treatises supporting monarchism they entered a pragmatic alliance with the Septemberists with the common goal of furthering Weranian unification. The Cislanian Septemberists became marked by their pragmatism and willingness to work with the establishment relative to other Septemberist cells in Werania, although the relationship between von Bayrhoffer and the Septemberists particularly the influential polemicist Klemens Müller could be strained at times due to von Bayrhoffer's perceived caution and conservatism. The period between 1828 to the next breakthrough in Weranian nationalism in 1836 saw on the one hand the moderate Weranian nationalists focusing on bolstering Cislania's position as the most powerful of the Weranian states whilst on the other hand radicals such as Müller sought to rebuild the Septemberist revolutionary cells that had been dismantled by the Kirenians in 1828.
The political reforms being spearheaded by Karl Rudolf and von Bayrhoffer coincided with a shift in the Cislanian army towards a more modernised, innovative force. Cislania had been one of the earlier adopters of the concept of a general staff which had been implemented under the Weranian Republic and whom Cislania had continued in order to replicate the success of the republican army. The teaching of war strategy in Werania largely emphasised a "scientific approach" as had been expounded by the former republican government.
In 1834 a new Chief of Army Staff was appointed, Karl von Littitz, after heavy lobbying from von Bayrhoffer. Von Littiz had long been sympathetic to the Weranian nationalist cause and attempted to position Cislania as the pre-eminent military power in northern Euclea. Unlike the scientific approach taken by his predecessors which emphasised precise planning von Littitz supported the idea of auftragstaktik, which stressed objectives of military operations and the timeframe for their implementation but allowed deviation from local officers from the strict application of the plan as long as they met the overall strategic objective. This was considered to be a radical innovation within the Cislanian army and would enable Cislania to retain a strategic edge over its rivals in the development of military strategy.
Karl Rudolf also had heavily pushed for a modernisation of the armed forces and their restructuring which was heavily supported by von Littitz. This modernised including an expansion of universal conscription for men to two years and to reduce the offensive capabilities of the reserve force (the landwehr) to make them a purely defensive force whilst retaining the regular army as a premier offensive force. Parliamentary control over military spending was also reduced although never entirely ceded as von Littitz had recommended. These military reforms were incredibly contentious with conservatives who supported the old, aristocratic-focused army and radicals who demanded a dominant role of the landwehr and other citizen-militia's over professional soldiers united in their opposition; however the strong alliance between Karl Rudolf, von Bayrhoffer and von Littitz enabled their implementation and ultimate vindication.
Septemberist Revolt and Solstianan War
Unlike the other Weranian states, the Grand Duchy of Bonnlitz-Ostbrücken had largely been spared the intense nationalism that had arisen in the 1820's. This was partly due to Bonnlitz-Ostbrücken in contrast to the other Weranian states being largely Amendist, particularly its historical centre Bonnlitz, rather then Catholic which encouraged a sense of Bonnlitzer exceptionalism based on its Amendist status. The personal union with Solstiania also was seen as a point of pride for the Sondermont dynasty that ruled the Grand Duchy leading to a general emphasis on a multicultural approach rather then nationalism. The Solstianian monarchs governed Bonnlitz-Ostbrücken as centralised, authoritarian state that nevertheless did not rely on censorship nor a police state like the other Weranic states. This allowed Bard I some flexibility in regards to the events of 1821 and 1828 which saw Olav II and Olaug I navigate republican sentiment by pragmatically adopting fiscal and governmental reforms whilst maintaining their political power.
Despite this Bonnlitz-Ostbrücken remained one of the least industrialised of the Weranic states. The commercial elite of the personal union preferred to funnel capital into Solstiana rather then Bonnlitz-Ostbrücken which led to the state to be passed over in these decisions. This made Bonnlitz-Ostbrücken comparatively underdeveloped and heightened discontent with the middle classes, who resented their less prominent position in commercial and political life relative to Cislania to the south.
In order to dislodge the monarchy the Septemberists under the leadership of Sebastian Mertz had been assembly a volunteer army that sought to "defend the interests of the people". Due to the relatively less repressive atmosphere in Bonnlitz-Ostbrücken relative to the other Weranian states in the post-1828 context this volunteer army saw ample recruitment in Bonnlitz-Ostbrücken which helped conflate opposition to the monarchy with Weranian nationalism.
By 1836 the new Solstianan King, Bard I, became highly unpopular in Bonnlitz-Ostbrücken after passing a serires of tariffs that were seen to favour Solstiana over Bonnlitz-Ostbrücken. In May 1836 riots in the capital of Gothberg was forcibly repressed by the National Guard; this led to an upsurge in revolutionary action across the country as large peasant uprisings emerged.
These revolutionary movements were not nationalist or republican; by and large they demanded the dismissal of corrupt ministers, the end of the tariffs and measures to be put into place that would improve the lives of the people. However they were quickly seized upon by the Weranian nationalist movement; in a speech to the Cislanian Landtag Klemens Müller applauded the actions of the "gallant Bonnlitzers facing the forces of tyranny". There was also evidence that the Septemberists had planned the revolt in advance; it would later transpire that some of the rioters were paid for their actions.
Sebastian Mertz, a Kirenian exile that had become part of the revolutionary movement had gathered a volunteer army of 5,000 men with the intention of overthrowing the Solstianan holdings in Werania. Mertz was a republican and high-profile Septemberist leader who had carved a reputation for himself as a charismatic adventurer who was in the informal employ of the Cislanian monarchy. Mertz approached Karl Rudolf and von Bayrhoffer with permission to use Cislanian railways to cross via Wolfsfled into Bonnlitz-Ostbrücken with his army to attempt an invasion of the territory as it was mired in revolution. Both the king and Minister-President were hesitant - the Bonnlitzer army at the time stood at 50,000 men and was commaned by Solstianan officers, who were seen as being more then capable of defeating Mertz's army. Nevertheless the two gave Mertz the go-ahead on the condition that his Volunteer Army give the appearance of approaching the expedition as if in defiance of the Cislanian crown, so to not spark a punitive reaction from Cislania's neighbours or Kirenia.
The Volunteer Army arrived in Bonnlitz-Ostbrücken on the 2 June 1836. Frederick IX immediately organised a 12,000 strong detachment of the Bonnlitzer army under the command of Matthäus zu Thierse to face the Volunteer Army in the town of Brunnmund near the Wolfsfledan border. The Volunteer Army was bolstered by existing rebel forces and had high morale whilst the Bonnlitzer army was poorly led and subject to frequent desertions. To the shock of many the Volunteer Army defeated the Bonnlitzr force at the Battle of Brunnmund swelling its size to 10,000 men as Bonnlitzer army defectors and revolutionaries joined the army. This further increased to 12,000 as they took the city of Geldfurt on the 17 June.
As a result of the Volunteer Army's advances Bard I order a more decisive strategy for Bonnlitzer forces at the next major engagement. Assembling an impressive force of 30,000 men Bard I directed Bonnlitzer general Pål Odegaard to order the army to undertake a stand at the fortress town of Bohenme against the Volunteer Army, who aggressively recruited revolutionaries to increase their number to an impressive 22,000 men. Unlike the Bonnlitzer army however only the defectors from the Bonnlitzer army plus the original volunteers from Cislania could be called professional soldiers, with the rest being poorly trained revolutionary militia's. As such Mertz had to be extremely careful in his application of forces during the battle.
Mertz however had an unexpected boon when a major revolt occurred in both Kottenwice and Gothberg, whose garrisons numbered 3,000 and 5,000 respectively. Frederick IX was forced to send 10,000 of his 30,000 men to bolster these positions leading to Mertz to commerce the attack on Bohenme. A revolt within the city by its population soon confounded the general Pål Odegaard and faced with the overwhelming force of the Volunteer Army fled the city on the 3 August to Gothberg. Odegaard's intention was to muster his 18,000 remaining troops to rout the rebels but his flight from Bohenme discredited the Solstiana in the eyes of the population; the armies in Kottenwice, Bohenme and Gothberg all surrendered to revolutionary forces. Odegaard himself was denied access to Gothberg being forced into exile by a provisional government set up in the city.
With Odegaard and the Solstianans ousted on the 7 August Mertz entered Gothberg to cheering crowds. A regency was declared with a revolutionary government headed by Mertz taking power and elections scheduled for September. Many in Bonnlitz-Ostbrücken expected the creation of a constitutional monarchy rather then unification into a Weranian state despite the prevalence of Septemberists in government. A series of liberal decrees were passed including the separation of church and state, land reform that significantly expanded the power of the peasantry, the end of food tariffs and the merging of the revolutionary armies with the remnants of the Bonnlitzer army.
The revolutionary action had been relatively contained up until this point due to the belief that the Solstianan armies would defeat the rebels. The new reality spurred Kask-Jakobson to lobby Juhan V to invade Bonnlitz-Ostbrücken and restore the Solstianans to power. Juhan V however vetoed this idea on the basis that Bonnlitz-Ostbrücken was not in the Kirenian sphere of influence. A declaration by the provisional government that it would restore some form of monarchy in Bonnlitz-Ostbrücken rather then a republic also sapped support from Kirenia and other Weranic states to take punitive action against Bonnlitz-Ostbrücken.
Despite this pan-Weranic fervour grew during the existence of the provisional government. In September Klemens Müller arrived in Gothberg where he passionately called for the immediate unification of Bonnlitz-Ostbrücken and Cislania and the adoption of a revolutionary constitution. When the elections came on the 8 September 1836 Septemberist and pan-Weranic deputies secured an overwhelming majority. Mertz as head of the government offered Karl Rudolf the position of Grand Duke of Bonnlitz-Ostbrücken, effectively creating a personal union between Cislania and Bonnlitz-Ostbrücken. Karl Rudolf pressured by the Cislanian Landtag and popular demand accepted the crown on the 17 September 1836.
The acceptance of the Bonnlitzer crown was loudly protested by Solstiana, with Bard I stating that the move alongside the insurrection generally constituted a destruction of the Harimisaareke system. Bard I subsequently declared war on Cislania on the 19 September 1836 for its confirmation of the personal union with the stated purpose being to reverse the Septemberist revolt and restore the personal union. Solstiana had scant land forces but maintained a large navy; Cislania meanwhile had the reverse, with its small navy being comparably impotent.
The Cislanian government whilst not expecting that Solstiana would alone be able to retake Bonnlitz-Ostbrücken did believe that a lack of external support for Cislania would enable outside powers - notably Kirenia - to agree with the Solstianan government and attempt to reimpose Solstianan authority or at least reverse the personal union with Cislania in regards to Bonnlitz-Ostbrücken. As a result shortly after the war was declared von Bayrhoffer lobbied for Estmere to recognise the personal union and assist Cislania against Solstiana.
Though the Estmerish Prime Minister, Marquess Hillingdon, was privately in favour of intervening on behalf of the Cislanians, he was prevented from publicly advocating for this. King James III was concerned that any aggressive action would lead to a Kirenian intervention, and had personal qualms with an intervention due to his family ties with Bard I. At the same time, Parliament was dominated by conservative Viridians who remained wary of the liberalism associated with the failed Septemberist Revolt, and worried that any Weranian unification would be a threat to their landed interests. These views changed when Solstiana allegedly fired on an Estmerish vessel, mistaking it for a Cislanian one, which outraged the King and rallied Parliament. This led to the King and Parliament supporting a declaration of war on Solstiana on the 5 October 1836. Solstiana denied it had fired upon the vessel and accused the Cislanian and Estmerish governments of a false flag attack. This was suspected for some time, and it was confirmed in later document releases that the incident had been arranged by von Bayrhoffer and Marquess Hillingdon to force the King and Parliament to support Estmere's entry into the war.
Estmerish intervention made the naval war far more dramatic as Estmere sent its northern fleet to engage with Solstiana's, backed in a supporting role by Cislania's fleet. The Solstianan fleet was decisively defeated in the Battle of Perovo Sea, with two-thirds of the fleet being destroyed and rest docking in Kvitastrott. Estmere to force a surrender from Solstiana performed a bombardment of Kvitastrott on the 29 October 1836 - although they were targeting the docked fleet a large amount of civilians were killed in the bombardment, putting huge pressure on Bard I to surrender. Subsequently on the 3rd November the Solstianan government announced it would cease hostilities with Cislania and Estmere by recognising the personal union between Cislania and Bonnlitz-Ostbrücken with the house of Sondermont dropping claims to the kingdom.
The war shifted the balance in the Weranian states. It had showed the power of popular nationalism with the fast collapse of Solstianan authority in Bonnlitz-Ostbrücken from the Septemberist invasion as well as the weakness of monarchist support. The personal union with Cislania however indicated the growing cooperation between the Cislanian crown and Weranian nationalists who were increasingly distancing themselves from republicanism. Nevertheless the success of the Septemberists entrenched the view of radicals such as Mertz and Müller of the essential revolutionary nature of the Weranian cause, a fact that worried the reactionary governments across much of the other Weranic states. The defeat of Solstiana also removed its influence from the region whilst Estmere's increased, with Estmere now being seen as the key great power favouring the Weranian cause. Cislania was seen most to benefit however with both Karl Rudolf and von Bayrhoffer accruing substantial legitimacy both abroad and amongst Weranian nationalists.
Weranian War for Unification
The personal union between Cislania and Bonnlitz-Ostbrücken whilst being seen as a boon for the nationalist cause was still perceived primarily as an expression of power for Cislania, whose commitment to the nationalist cause was still disputed. Both Karl Rudolf and von Bayrhoffer remained deliberately ambiguous as to whether they supported the cause of Weranian unification lest they incur the opposition of Kirenia. Although earlier historical accounts of Weranian unification such as Greger Lange's Von Bayrhoffer in Werania indicated that Weranian unification was always the end goal of von Bayrhoffer more modern accounts stress that both Karl Rudolf and von Bayrhoffer were opportunist in their aims albeit saw the domination of the Weranian states by the House of Schwarzollen-Brücken as the guiding principle in Cislania's foreign affairs at the expense of Kirenia.
The alliance between the Cislanians and revolutionaries frayed significantly from 1836 to 1840 as von Bayrhoffer was seen to exclude the revolutionary nationalists from power. Metz was forced to flee in March 1837 to Estmere after being accused of attempting to formant revolution in Cislania whilst at the 1838 elections the radicals saw their influence in the Cislanian Landtag dissipate with Müller losing his seat albeit retaining one in Bonnlitz-Ostbrücken. The radical newspaper Der Herold stated in 1838 that "content with their sphere in influence in Bonnlitz and their representation in the landtag the Cislanian bourgeoise have abandoned the nationalist and republican cause and doomed Werania to live under the boot of reaction".
The nevertheless von Bayrhoffer remained intent on expanding Cislania's power but lacked a firm pretext to do so. Von Bayrhoffer as such turned his attention to the Grand Duchy of Prizen whom he saw as particularly susceptible to an internal crisis. The Grand Duke Frederick III was severely ill and had no successor to his throne; he only possessed two daughters and Prizen's succession law forbid female succession. Von Bayrhoffer therefore lobbied Prizen's Landtag to grant the Cislanian Crown Prince, Adalbert, the throne of Prizen upon the death or abdication of Frederick III. This was heavily opposed by a coalition of Weranian states led by Wilhelm IX of Roetenberg. Wilhelm IX saw the expansion of Cislanian power with alarm given that Roetenberg was the second strongest of the Weranic states and saw any further increase in Cislania's power as weakening Roetenberg. In this Wilhelm IX had a strong ally in the form of Kirenia who saw the expansion of Cislanian power as threatening their sphere of influence in Werania, with Kask-Jakobson indicating to Wilhelm IX that Kirenia would respond with force in support of Roetenberg if the Cislanians attempted to change the status quo. Frederick III in order to defuse tensions surrounding his succession was deliberately ambiguous on its development; he claimed that he had named a list of three successors in an enclosed letter that would be opened upon his death with the Landtag given responsibility for choosing his successor amongst them. This helped temper tensions between Cislania and Roetenberg. Nevertheless Kask-Jakobson had taken the initiative to shore up support for preventing Cislanian succession forcng an agreement between the monarchs of Roetenberg, Elbenweis and Wittislich to jointly support the candidature of a non-Cislanian prince in the event of Frederick III's death.
On the 14th May 1841 Frederick III died, with the letter containing his three chosen successors being opened. The letter named Crown Prince Adalbert of Cislania, Prince Karl of Elbenweis and Duke Franz of Wittislich as Frederick III's choices. The anti-Cislania coalition under the direction of Kask-Jakobson agreed that Prince Karl of Elbenweis should be named successor and agreed to go to war with Cislania if Adalbert became Prizen's Grand Duke in a secret agreement known as the Elbdorf Concordance. The Prizen Landtag however was placed under enormous pressure by Cislania to install their candidate; in it reported that von Bayrhoffer offered to bribe members of the Landtag 3,000 marks each to vote for the Cislanian candidate although this accusation has never been proven. On the 17th June in an atmosphere of great tension the Prizen legislature by an overwhelming majority of 114 votes to 18 voted to crown Adaldbert as the Grand Duke of Prizen, vindicating von Bayrhoffer's efforts.
The nomination of Adalbert was greeted with outrage amongst the states of the Elbdorf Concordance who demanded that the Landtag rescind the offer of the throne to Adalbert and for Prince Karl to become Prizen's Grand Duke. Failing that the states of Elbdorf Concordance threatened to invade Prizen and Cislania on the basis that the latter had upended the Harimisaareke system and was intent on creating a hegemony in northern Euclea. Kask-Jakobson promised the Concordance military aid to this end intensely lobbying the Kirenian government to send two divisions into Cislania to remove Karl Rudolf and von Bayrhoffer from power.
The threats of the Elbdorf Concordance led to a sense of crisis in Wiesstadt. Although some such as Karl Rudolf favoured a compromise von Bayrhoffer was aware that backing down would destroy the nationalist support that underpinned his administration and was worried that the Septemberists would attempt a revolution that could plunge Cislania into civil war. Von Bayrhoffer was supported by the chief of the army Karl von Littitz who was confident that Cislania's modern army would be able to defeat the powers of the Elbdorf provided that Kirenia did not intervene. Von Bayrhoffer and von Littitz thus took the risk of calling the Elbdorf Concordance's bluff by ordering Cislanian troops to enter Prizen to "protect it from Roetenberger aggression" on the gamble that they would be seen abroad as preventing unreasonable demands by the Elbdorf Concordance who von Bayrhoffer began to increasingly portray as aggressors. The movement of troops into Cislania led to the Elbdorf Concordance to demand that Cislanian troops withdraw or face war. When this ultimatum was rejected the Elbdrof Concordance states declared war on Cislana on the 28th June.
The states of the Concordance had numerical superiority over the Cislanians numbering around 120,000 to the Cislanian's 80,000 with Roetenberg providing the largest congregant of troops within the Concordance at 37,000. As a result the Concordance was seen abroad to possess a decisive military advantage with one Kirenian politician Rasmus Padar commentating that "the Cislanians, after years of provocations, have foolishly overplayed their hand. The only question military strategists are asking is how quickly they will be defeated". However, these analysis's did not count for the vigorous military reforms that had been implemented by von Littitz - whilst the Concordance's conscripts often had to be equipped and trained from scratch following the order of mobilisation the Cislanian troops were well-drilled and trained, giving them oftentimes an advantage in both a strategic and tactical sense. The war saw a number of relatively new forms of warfare being experimented with in northern Euclea for the first time - the use of railways to concentrate troops during mobilisation and needle guns to ensure rapid fire. Generally speaking these innovations had been more readily embraced by Cislania although the Concordance states had also developed their use, particularly in regards to the use of railways. The superiority of the Concordance on paper convinced the Kirenian king Juhan V that an intervention from Kirenia was not needed and so he refused to accept Kask-Jakobson's demands for Kirenian reinforcements.
The Cislanian army was able to perform a rapid advance into Westbrücken and continental Roetenberg whilst the Concordance armies focused on an attack via Frankendorf and Ostdorf am Main, which would've negated any Cislanian industrial advantage and made a further advance into Wiesstadt easier. The first major battle of the war was the Battle of Salzbruck which saw a force of Roetenberger-Elbenweisen forces defeated by the Cislanians. The Cislanians thus begun attacking from two fronts - from the southwest via Salzbruck and from the northeast via Westbrücken hoping to entrap the Concordance armies in Innsheim. An attack from Wittislich into Bonnlitz was decisively defeated with the former quickly occupied by Cislanian troops.
The Concordance armies realised to late that the Cislanians planned to entrap them in the Ostdorf am Main-Innsheim-Frankendorf triangle and so when confronted with the advances of three armies from Westbrücken, Salzbruck and reserve Landwehr units from Siegberg attempted to sortie from offensive positions in Ostdorf am Main to more defensive positions in Innsheim. This failed when the armies were assaulted by the Cislanians at the battle of Gasthof in August 1841 which saw the Concordance armies decisively defeated. The remaining armies under the command of Wilhelm IX retreated to the Frankendorf fortress beginning the siege of Frankendorf. Whilst Frankendorf was being besieged the Cislanian armies were able to take the cities of Elbdorf and Bürchaft, effectively overrunning the majority of the Concordance's positions on the continent. The siege of Frankendorf would last three months until in early November 1841 Wilhelm IX's forces surrendered to Cislania, agreeing to an armistice. Cislania was given the right to occupy the entirety of the Concordance states whilst a final peace treaty was being decided. The debacle at Gasthof allowed factions in Kirenia to oust Kask-Jakobson from his position as plenipotentiary for the Weranian states as he became scapegoated for the collapse of Kirenian influence in the region over his ultraconservative and repressive approach which effectively ended Kirenia's hawkish policy towards the Weranian states and forestalled the possibility of a Kirenian intervention.
Proclamation of the Confederation
In drafting the peace treaty the impetus for unification became overwhelming for Cislania. Although Cislania had entered the war to consolidate its position amongst the Weranian states the rapid defeat of the Concordance's armies had led to an outpouring of nationalist fervour that demanded the unification of the defeated powers into a single Weranian state. Upon the news of the armistice the radical deputy Alois Bornemann exclaimed "now it is time, time to seal the unification of Werania and reverse the humiliation of Harimisaareke".
Von Bayrhoffer however was aware that the defeated powers would be reluctant to agree to a centralised Weranian state and so sought to create a compromise wherein unification would be brought about through protecting the interests of both the monarchies and Cislania. Von Bayrhoffer as such offered to the Concordance powers the option of having their kingdoms join a federation of Weranian states wherein they would remain monarchs but answer to a higher emperor (in this case the Cislanian king) alongside a federal executive and legislature or face the continuation of the war. For the second option von Bayrhoffer heavily implied to the monarchs that the latter option would not guarantee their continuation as monarchs with the minister-president reportedly stating "I can keep Müller, Bornemann and Metz occupied for only so long; if left to time they will inevitably push for their own desires onto Werania".
Due to the pressure of local nationalists, the fear of more radical action and a desire to enter a peace with Cislania the Concordance states agreed to accede to a Weranian federation. As such the Treaty of Frankendorf signed on the 10th March 1842 saw the formal declaration of the Weranian Confederation; a constitution was approved the same day by the Cislanian Landtag. The Weranian Confederation was formally declared on the 17th March 1842 in the newly-assigned capital of Westbrücken when Karl Rudolf was crowned as the Holder of the Federal Presidency (i/e monarch) of the confederation under the regel name of Rudolf IV. The name was intended to invoke that of the first emperor of the Rudolphine Confederation whilst the use of the number sought to portray the new Weranian state as the successor of the Rudolphine state. Von Bayrhoffer became the first Federal Chancellor (another title taken due to its Rudolphine connotations) whilst calling elections for the newly created Bundestag to be held. Westbrücken was chosen as the federal capital due to its association with the Weranian nationalist movement. The new flag was based off of a flag used by the Weranian army during the republican period whilst the new anthem, Was ist des Ostischen Vaterland?, was a popular nationalist song.
The new Weranian state was a federation, with each of its members having an elected landtag and monarch with the exception of Westbrücken which was governed in a republican manner as it had been for centuries. The Confederation through its national symbols and titles went to great lengths to claim heritage to both the Rudolphine Confederation and Weranian Republic whilst not directly emulating either, thus attempting to satisfy both conservatives and republicans. The new state was intended to give equal representation to its states with the head of state - the Holder of the Bundespräsidium (Federal Presidency) - being elected from the monarchs of the nation. However this system was dominated by Cislania - as Cislanian monarchs held the thrones of Cislnia, Bonnlitz-Ostbrücken and Prizen it had a majority within the federal presidency and so dominated the new state.
Irrendentist Course
Although the unification of the "core" Weranian lands had been achieved, many Weranians (regardless of the definitions used to denote them) lived outside the borders of the new confederation. This led to the development of an intense sense of irredentism amongst the populace with the foreign policy of the new confederation proscribing the reclamation of Weranian lands outside the confederation as a top priority. Wolfsfled and Kolreuth were seen as the main targets of further unification alongside Ruttland and the Zinngebirge Basin located in Kirenia.
The new confederation had three political factions that advocated different foreign policy's. The conservatives called for rapprochement with Kirenia and Soravia, deemphasising the links with Estmere and repudiating further expansion. The radicals meanwhile supported further national expansion, often supporting greater Weranicist ideas particularly in regards to Kirenia. The final and most dominant strain was the moderates grouped around von Bayrhoffer who supported a strong alliance with Estmere and a gradual expansion of "core territory" that nevertheless had international support.
Eastern annexation
The retention of the monarchies in Roetenberg, Wittislich and Elbdorf under the Confederation meant that the prospect of a peaceful annexation of Wolfsfled was widely considered to be likely by those in the Weranian government. Von Bayrhoffer stated that "all we do is wait and the fruits of victory will tumble into our mouths", a widely considered view amongst the moderates who believed that nationalist pressures in Wolfsfled would lead to ascension into the confederation sooner or later. Grand Duke Albert III of Wolfsfled decided to announce that he would not oppose integration but appealed to Estmere and Kirenia to ensure that the "rules of nations" was respected and that an "unjust annexation" was avoided.
Radicals did not trust the pronouncements of an inevitable unification of Wolfsfled and Kolreuth, and more generally were still more likely to see the Weranian government as insufficiently committed to pan-Weranic aims. The radical paper Der Herold called for "patriots and nationalists to agitate and revolt so we can realise the unification of Wolfsfled into Werania under a republican system in due haste. The Septemberists which had been marginalised following the defeat of Solstiana in 1837 began to organise in Wolfsfled with the intention of instigating a revolution that would overthrow Albert III and integrate a radical Wolfsfled into Werania. Wolfsfled although it had an elected legislature had a restrictive franchise whilst the monarchy and clergy retained enormous influence in governance, making it fertile ground for nationalist activity.
In 17 March 1843, on the first anniversary of the declaration of the confederation, demonstrations broke out across Wolfsfled demanding Albert III immediately accede Wolfsfled into the confederation. Some of the more radical demonstrators called for the abdication or overthrow of Albert III and the creation of a "free state" that would accede to a "republican Werania". The demonstrations spurred similar events across Werania with pan-Weranicism reaching a fever pitch.
The governments in both Malstadt and Westbrücken panicked at the notion of these nationalist demonstrations leading to a revolution. Hoping to seize control of the situation the Weranian government sent an ultimatum to Wolfsfled - they would send a division to Wolfslfed to put down the demonstrators, in return for Wolfsfled to accede to the confederation through a referendum. Grand Duke Albert III, already supporting the idea of joining Werania, agreed to the Weranian proposal on the 6 April 1843. Weranian troops were quickly dispatched to Wolfsfled, leading to the demonstrators to abate. A referendum held on the 20 April 1843 saw 98.5% of eligible voters approve of union with Werania, with Wolfsfled joining the confederation on the 22 April. The Weranian governments actions split the nationalist movement during the crisis - radical republicans bemoaned the suppression of the protests and the alliance between the Weranian government and the old order in Wolfsfled, whilst moderates saw the government's action as a shrewd move to peacefully integrate Wolfsfled into the confederation.
Shortly following the absorption of Wolfsfled the city state of Kolreuth saw its assembly vote in an overwhelming margin to join the confederation on the 17 May 1843. With the annexations of Wolfsfled and Kolreuth the last of the Harimisaareke system's states had been eliminated, representing a major political and ideological victory for the nationalist movement.
War of the Triple Alliance
The integration of Wolfsfled and Kolreuth spelled a temporary end for the nationalist movement as administrative unification became the main priority for the new government. Rudolf IV in particular wished to ensure that the institutional nature of the new state was stable and was acutely aware that the rapidity of Weranian unification had unnerved the great powers, particularly Kirenia and Soravia. Rudolf IV was also an ardent liberal in domestic affairs and so was more concerned with ensuring that the church would not undermine the new state despite anti-clerical actions by the central government, leading him to disavow further expansionism for the rest of his reign. In 1847 Rudolf IV dismissed von Bayrhoffer as Chancellor due to his expansionist views, replacing him with a more conciliatory administration under Anton von Reuss, a general who had served at the Siege of Frankendorf during the War of Unification.
Pan-Weranicists however continued to agitate for the annexation of Weranian land in Kirenia, particularly the regions of the Zinngebirge basin, Garz, Zittau and Ruttland. The pan-Weranicist movement became once again the domain of the radical left who advocated for a successful uprising in Kirenia that would also trigger a republican revolution in Werania, enabling the creation of a single Weranian republic across both countries. The Kirenian and Weranian government both feared these republican movements and repressed them, enabling a temporary respite from the pan-Weranic movement.
In 1850 Rudolf IV died and was succeeded as Cislanian King and head of state of Werania by his son Adalbert. Adalbert was in contrast to his father far more authoritarian minded and supportive of the pan-Weranic cause. Shortly after being crowned Adalbert dismissed von Reuss as chancellor replacing him with von Bayrhoffer who returned to lead a cabinet with a heavy pan-Weranicist leaning. Adalbert's assumption of power was greeted with distrust by Kirenia, Soravia and Gaullica who saw the restoration of the pan-Weranic cause as threatening the balance of power in northern Euclea.
Adalbert was convinced the only way to prevent radical and republican forces in Werania staging a second revolution was to complete the pan-Weranicist project through the annexation of Weranian land in Kirenia. Aside from the annexation of Weranian territory in the region Adalbert saw a war with Kirenia as inevitable with the purpose of "satisfying the Weranian desire to finally on the fields of battle defeat and expel the vile Kirenian from our land". From his ascension to May 1852 Adalbert and von Bayrhoffer began to disseminate pan-Weranian propaganda which whipped up a climate of popular nationalism in the country.
A diplomatic crisis engineered by Werania helped prove the impetus for war. The Weranian foreign minister Karl Ludwig Adolf von Augsberger in April 1852 sent the Kirenian ambassador to Werania, Aleks Puusepp, a memorandum that proposed the creation of a condominium in Ruttland to help "set right the wrongs of the Ten Years' War". Puusepp declined the proposal but the proposal was leaked to a prominent Ruttish journal Laisvė, which claimed that the Kirenians had accepted the plan. This caused rioting and anti-Weranic violence in Šilokrautė that in turn caused a wave of anti-Kirenian sentiment in Werania. Von Bayrhoffer accused the Kirenian government of "failing to protect the Weranian people and acting without honour or respect" and that it had given Werania "every provocation under the sun". Due to popular outrage Werania sent an ultimatum to the Kirenian government - popularly known as the Elmsberg ultimatum - that demanded that most of eastern Kirenia be ceded to Werania. The ultimatum was rejected by Kirenia leading to Werania to declare war on the 24 May ordering a general mobilisation on the same date.
In comparison to Werania who continued the same military modernisation policies spearheaded by General von Littitz in the 1830's the Kirenian army was largely still structured along the lines it had maintained during the revolutionary wars and so was unprepared for the Weranian advance. Weranian forces would win decisive victories in Ruttland throughout the summer of 1852 at a speed which surprised external observers with Weranian forces soon advancing on the key city of Abajas. The rapid Weranian advance alarmed Kirenia's allies in Euclea who feared a Kirenian defeat would lead to the de facto collapse of the country and Weranian domination of north Euclea. Key amongst those who feared such an outcome was the Gaullican government who saw a strong Kirenia as a key factor in containing Estmerish power in north Euclea. As a result Gaullica declared war on Werania in August 1852 alongside Soravia whom also had a pact with Kirenia and was keen to ensure that the liberal constitutionalism that Werania promoted was also defeated in north Euclea. As a result of these two declarations of war Estmere followed suit unwilling to see its Weranian ally defeated by the reactionary "Triple Alliance" and to maintain its powerbase in northern Euclea.
Following the Gallo-Soravian and Estmerish interventions the war saw both sides make both advances and suffer defeats. Werania would lose the battles of Königsberg, Rückstadt and Bereheim to Gallo-Soravian forces whilst Estmero-Weranian armies would beat their Gaullican counterparts in northern Hennehouwe and Gaullica. The most decisive battle of the war however was the Battle of Trierberg in modern-day Ruttland which saw the Soravian armies led by General Jan Herko decisively routed by Estmero-Weranian forces with the retreating army being again defeated at the Siege of Rokrika. The defeat of the Soravian army was a humiliation for Emperor Ivan VI who concluded a white peace with Werania and Estmere. Soravia's exit from the conflict led to the Triple Alliance to lose their numerical advantage and throughout the reminder of 1855 the war ground to a stalemate with neither side pressing any advantage.
By December 1855 both alliances were facing increasing economic difficulties incurred by war debts, pressure from peace activists, exhaustion within the armies and a lack of progress made. With both sides believing the enemy possessed the means to win the war before the other an armistice was declared following the unsuccessful siege of Aimargues, leading to the neutral nation of Etruria to host the Congress of Torrazza which decided the terms of the peace between the warring powers. The Weranian delegation led by von Bayrhoffer was confident of annexing the majority of the eastern marches of Kirenia, predicting that at a minimum that Werania would acquire Alsland and greater Ruttland (including the Zinngebirge Basin). However at the Congress Estmere failed to support the majority of Werania's territorial claims, instead focusing on granting the independence of Kesselbourg and Hennehouwe from Gaullica. Werania was also distrusted by the other parties for its activities with the Kirenian and Gaullican delegations calling for as little territorial concessions from Kirenia to Werania as possible. Ultimately Werania would from the Congress gain greater Ruttland which despite its large non-Weranian population contained the most industrialised part of Kirenia, the tin-rich Zinngebirge basin. As a condition for this cessation however Werania agreed not to launch any wars of aggression or expansion in northern Euclea and to ensure a policy of "peace and cooperation with Kirenia".
Easter revolution
The declaration of the Torrazza Accords outraged the pan-Weranicists and republicans who had voraciously demanded that secession from Kirenia of the entire area outlined in the Elmsberg ultimatum be non-negotiable. Bastian Fischart, the famous Romanticist poet and author who had been crucial in mobilising republican opinion in favour of the government during the war wrote in Der Herold that "once again the narrow bourgeois mentality of von Bayrhoffer and his tragicomic liege Adalbert has denied the Weranian proletariat in Kirenia the liberty they have fought for in favour of maintaining bondage to Estmerish aristocrats" and called for the "patriots who believe in the values of Werania and the revolution - freiheit, gleichheit, brüderlichkeit - to throw off the shackles of this Torrazza peace and restore our rightful freedoms". Fischart's words were emblematic of the republican movement which was capitalising over public discontent stemming from the devastation wrought by the war, high bread prices and war taxes in favour of political reform either through peaceful or revolutionary means.
Shortly following the signing of the Torrazza treaty protests broke out in Westbrücken calling for the resignation of Chancellor von Bayrhoffer, the repeal of wartime taxation policies and the annexation of the entire eastern marches of Kirenia. The Weranian government panicked and on the 22 April 1856 send the National Guard to suppress the protesters in Westbrücken which resulted in the death of 12 people. The Tuesday Massacre as it became known inflamed public opinion with protests soon spreading to various other cities. In Wiesstadt where republican sentiment had been growing in the past decade the protests became more violent as some elements of the national guard defied orders and sided with the protesters.
On the 27 April the protesters in Wiesstadt stormed the Katterburg palace, the symbol of Adalbert's rule, where they declared the formation of a new Weranian republic. The professional revolutionary Sebastian Mertz, the hero of the 1836 Septemberist revolt in Bonnlitz-Ostbrücken, was invited to be the republic's head which he accepted despite being almost blind. The revolutionary action took the central government by surprise who feared a full-blown civil war especially as the peasantry were continued to be seen as lukewarm to the new Weranian state. The government quickly dispatched an army led by Adolf von Hoetzsch to surpass the revolutionaries despite the military remaining reluctant to spill Weranian blood so soon after the ruinous Triple Alliance war.
The government however benefitted from increasing divisions amongst the revolutionaries, whose older republican members such as Metz clashed with young socialists like Ludwig Vollmar with those who straddled the two such as Fischart struggling to reconcile the factions. A well publicised albeit falsified report of revolutionaries summarily executing the cardinal Conrad Clemens von August (who in actuality was detained in the Wiesstadt cathedral's wine cellar) turned rural support firmly against the revolutionaries assuaging the government's fears of an insurrection in the countryside. The revolutionaries also were poorly prepared for a military confrontation - a majority of the republic's leading figures were intellectuals, journalists and writers with only Metz having substantial military experience. Revolutionaries militia's had formed in Wiesstadt but they were disorganised and poorly armed.
Von Hoetzsch, a firm political conservative, supported a strategy of attrition against the revolutionaries hoping to inflict the maximum amount of suffering towards republican forces to permanently stunt their appeal. As such his forces moved slowly and methodically in their attacks on Wiesstadt, often using artillery to continually attack working class districts to spread terror amongst their inhabitants. This strategy backfired; it not only was militarily ineffective but led to many neutral residents to take up arms for the republic due to their disgust at von Hoetzsch's actions. In an act of defiance to the monarchy the republicans burnt down the Katterburg palace on the 17 May.
The burning down of the Katterburg palace was seen as a personal insult by Adalbert who demanded von Hoetzsch destroy the revolutionaries as quickly as possible. As a result von Hoetzsch ordered his forces to perform an overwhelming assault on the city whilst shooting those associated with the republicans on sight. Although republican forces attempted to resist they were largely ineffective against von Hoetzsch's regulars. Many of the leading figures of the republic - such as Fischart and Vollmar - fled to Azmara whilst Metz would be captured and executed. On the 19 June the republic was no more as the last districts of Wiesstadt were seized by von Hoetzsch's forces.
In the weeks that followed von Hoetzsch's forces would preside over mass executions against the former republicans whilst clamping down on their insistutions - Der Herolds office in Wiesstadt was blown up in retaliation for the burning of the Katterburg palace. It's estimated that around 10,000 people in Wiesstadt were killed by government forces in this period as retaliatory measures for being republicans.
The government of von Bayrhoffer was dismissed by Adalbert who appointed a conservative, Ferdinand Karl von Schillingsfürst, as Chancellor. Republicans would continue to face legal repression until 1871 when Chancellor Ludwig Gustav von Middendorff issued an amnesty to it's former members allowing many republicans and revolutionaries to either be released from prison or return from various exile's.
End of unification
The Easter Revolution, its bloody suppression and the dismissal of von Bayrhoffer marked the de facto end of Weranian unification in the external sense. Although pan-Weranicist sentiment would continue to be influential in Weranian politics it lost its radical and revolutionary edge as Weranian republicans fought instead for the restoration of their political rights. A strong alliance between the monarchy, clergy and conservative landowners who opposed further territorial expansion in northern Euclea would dominate politics for the next decade when wealthy industrialists started to become prominent.
Increasing Kirenisation in the Kirenian eastern marches, the dominance of the Ruttish issue in Weranian politics (particularly after the 1857 Jurgaitytė Uprising) and the rise of socialism all led to pan-Weranicism to decline as a political current. It would only be revived following the Great Collapse predominantly by conservative nationalists who supported notions of "blood and soil" nationalism which would eventually lead to the Kirenian-Weranian War, the third and final attempt by a unified Weranian state to annex eastern Kirenia.
Inner unification
Although unification in the territorial case was largely completed by 1843 with the addition of greater Ruttland in 1856 the new Weranian nation was not considered to be on a cultural, political and economic level unified. Unification was largely imposed on the terms set out by Cislania, with Cislanan officials soon pushing for the "Cislanisation" of public administration. The extent to which this process of centralisation was successful was debated with some provinces retaining strong identities and patterns of governance. Generally speaking it was observed that whilst military and economic unification was imposed quickly administrative unification was much slower whilst cultural unification was far more haphazard in nature.
This process is generally known as the inner unification (Innere Vereinigung). The process of creating a unified Werania in economic, cultural, political and societal terms was surmised by Bastian Fischart as "Ostischland wurde gemacht. Jetzt bleibt es Ostischer zu machen" ("Werania has been made. Now it remains to make Weranians".)
Political and administrative issues
The integration of Weranian states from 1842-1843 brought together a myriad of different political, economic and legal systems. The continued use of the republican legal code in the majority of the Weranian states helped foster integration as the Cislanian one with various adjustments became the federal legal code superseding provincial variants. This provided a strong basis for further integration in the administrative sense almost always with Cislania taken as a model. The political system created by the confederation was dominated by Cislania. Three states - Cislania, Bonnlitz-Ostbrücken and Prizen - took up over half the population and the majority of representatives in the Bundestag whilst being ruled by the Cislanian monarchy, thus assuring Cislania had political control over the nation.
Military integration was fiercely contested between Cislania - which insisted on the provincial militaries to accede to a federal army - and the other provinces, most notably Roetenberg who defended the idea of maintaining separate armies. A compromise was agreed that said that the armed forces of the provinces could continue to retain some autonomy as long as they implemented reforms that emulated Cislanian military principles and would accede to control to a federal high command in wartime. This system was abolished in favour of full centralisation following the War of the Triple Alliance.
Economic integration was more straightforward. Roetenberg, Elbenweis, Westbrücken and Prizen already were in a customs union prior to the declaration of the confederation and had substantial links with Cislania's industrial economy. The adoption of federal taxation and customs laws were mainly taken from Cislania with elements of the quadrilateral customs union also added. The integration of Ruttland however was more contentious as it enforced the free market, industrial economy of Cislania with a protectionist, agrarian economy causing the latter to collapse.
Ruttish question
The annexation of Ruttland into Werania following the War of the Triple Alliance would complicate the process of Weranian unification and come to dominate Weranian politics for the next decade. Greater Ruttland including both the historical county and the Zinngebirge Basin had been annexed into Werania due to its economic potential with rich arable farmland and the tin deposits in the basin, its strategic value allowing for Werania to surround the Alsland region of Kirenia as well as remove much of its coast, its historical role as a part of the Ruldophine Confederation and its ethno-lingustic makeup which included a large amount of Weranian speakers. However Ruttland also included a large amount of Ruttish people who had under Kirenian rule enjoyed partial autonomy and had traditionally enjoyed a close partnership with Gaullica due to their strongly Catholic profile. Many nationalists in Werania believed the annexation was done entirely on economic grounds noting that the wealthier but less-ethnically Weranic Ruttland had been prioritised in the peace of Torrazza over the poorer but more ethnically Weranian region of Alsland.
The annexation of Ruttland saw the region brought into the confederation as its own province, the kingdom of greater Ruttland, with the Cislanian king ruling the province. Although there were plans to create a local assembly it was decided instead that the monarchy would rule through a reichsstatthalter in order to better facilitate the integration into Werania. "Reichsstatthalter rule" in Ruttland soon became unpopular being regarded as a foreign imposition on the region. The economic integration of Ruttland was a chaotic affair with the dismantling of the Kirenian protectionist tariffs severely undermining the Ruttish economy. Linguistic policies that discouraged the speaking of Ruttish and local Weranian dialects were also extremely unpopular. In 1858 the journalist Helmuth Vonderscheer noted that "the province will be lost, utterly lost" due to the "incompetent and arbitrary nature of the reichsstatthalter's rule"
In June 1861 the Weranian police forces in Lipliškės attempted to arrest 8 young Ruttish nationalists for ostensibly planning to assassinate the reichsstatthalter, Hans Wilhelm von Weikersthal. Popular protests soon followed with one of those wanted, Nida Jurgaitytė, calling for patriots to take up arms against Werania. A large amount of Ruttish troops deployed in the province turned against the Weranian administration starting the Jurgaitytė rebellion with a provisional government of Ruttland being formed.
The rebellion took the Weranian government by surprise who soon became terrified that Gaullica would recognise the aspirations of the Ruttish people for an independent nation. Indeed at the news of the uprising the Gaullican press had begun to paint the Ruttish insurrectionists in a favourable light with Jurgaitytė compared to Saint Chloé. The Weranian foreign ministry was quick to persuade Estmere to issue a condemnation of the rebels in order to forestall foreign intervention.
The Weranians learning from the indecision that had led to the mass bloodshed of the Easter Revolution promptly moved a large army to conquer Ruttland whilst appealing to ethnic Weranians in the province to support the government or at least give little aid to the rebels. The Ruttish rebellion was ill-timed; by 1861 the Weranian army had recovered for the War of the Triple Alliance and was quick to make sure it controlled the battlefield focusing on manoeuvre warfare to disorient Jurgaitytė's forces. However it appeared as if the Ruttish could prevail when Weranian forces were forced to retreat following the defence of Šilokrautė after suffering surprisingly high casualties in August 1861.
However the Ruttish saw a severe setback when Jurgaitytė died after succumbing to a wound she had received at the battle of Bereheim. Her death led to the Ruttish armies to devolve into infighting allowing the Weranians to successfully regroup and encircle Šilokrautė. After a month holding out in October 1861 the Ruttish forces surrendered, ending the rebellion.
The end of the Jurgaitytė rebellion led to the topic of reforming the Ruttish internal governance to dominate the political agenda. The position of reichsstatthalter was subsequently filled with ethnic Weranians from the province who would preside over the creation of a provincial legislature. However unlike other provinces the Ruttish legislature was weak with the reichsstatthalter able to veto any legislation it passed, continuing discontent. The repressive linguistic policies were maintained although unenforced with their status remaining in limbo. The creation of the Young Ruttland Party which advocated for more Ruttish linguistic rights and partial reform programmes of Chancellors Ludwig Gustav von Middendorff (1870-1874), Ažuolas Kuzmickas (1880-1883) and Konrad von Höhnel (1892-1900) would help resolve some of the issues regarding Ruttland although it was only following the Great War would the position of reichsstatthalter be abolished in favour of a minister-president that governed with the confidence of the provincial legislature.
Creating a nation
Although administrative unification of Werania continued consistently following 1842 the process of creating a Weranian nation proved a lot harder. Unification had resulted in a group of people loosely defined as Weranians but possessing different cultural, linguistic and religious traditions being grouped together under a single state and so necessitated both top-down and bottom-up initiatives by nationalists to create a coherent national identity. This was accomplished to some extent through a mixture of standardisation of linguistic and cultural traditions, historical revisionism regarding the history and character of the Weranian people, the assimilation of minority groups, creating a consensus on religious tolerance and defining common external enemies, notably Kirenia and Gaullica.
Standardisation of the Weranian language had begun under the republic but accelerated following unification. Standard Weranian was adopted as the language of government and education being entirely based on Cislanian dialects. This was controversial particularly in western Werania (which tended to speak Elbenian and Roetenberger) and southern Cislania (where Aldman was spoken). Standardisation of the language helped reduce much of the mutual unintelligibility between dialects (particularly Bonnlitzer dialects which the central government worked hard to reduce) but was criticised for attempting to eliminate many unique linguistic features that had endured for centuries. Minority languages like Ruttish also were under heavy pressure to be replaced with Weranian entailing Weranisation, although this was counterproductive instead sparking the Ruttish linguistic movement that led to a revival of the language particularly in its written form.
Religion also posed a problem for the new state. The majority of Weranains were Solarian Catholics but there were also significant minorities of Kasperists, Gospelites and Witterites. Initially the Weranian government was highly secular for its time and sought to bridge these religious divides by deemphasising the role of religion in Weranian national identity in favour of more linguistic themes. The conservative turn after the Easter Revolution led to an abortive attempt to tie Solarian Catholicism to the ideal of Weranian nationalism although this remained underdeveloped due to the continued presence of a large population of Amendists (consistently a third of the population) and the generally secular establishment with religious politics only developing through the Catholic Social Party following the passage of universal male suffrage.
Legacy
Historiography
The creation of a nationalist historiography had an important role in the construction of a Weranian nation following unification. The republican nationalist movement was keen to write history showing a more or less coherent Weranian polity existing throughout the ages, recasting the Rudolphine Confederation from a largely multi-ethnic institution to a precursor of the Weranian state. Through this they portrayed the Weranian revolution and republican period less as a nationalist construct but one that put forward liberty and justice albeit at the expense of order, culminating with the Weranian Confederation which reflected a balance of order and liberty. Key to this also was the presentation of Weranian unification being inevitable and Cislania as its only real vehicle.
A key figure in this historiography was Conrad Albrecht Schröder, a republican philosopher who linked the creation of the Rudolphine Eidgenossenschaft against the Verliquoian and Estmerish states, the revolution that deposed the monarchy and the 1842 war of unification as being consistent in that the Weranian people inevitably united against their common enemies (Gaullica, Estmere, Kirenia and Soravia) in defence of their civilisation. The influence of this historigraphy meant that Rudolf IV and von Bayrhoffer took many steps to show the continuity between the Rudolphine Confederation, the Weranian Republic and the new Weranian Confederation through the appellation of the regel name "Rudolf IV" (both invoking Rudolf the Great and continuing the regel numbers of the Rudolphine Emperors), the use of flags, symbols and songs from the republican period and the use of Westbrücken as a federal capital.
The völkisch movement presented a different approach to nationalist historiography which downplayed notions of civilizational continuity and an inevitable movement towards unification in favour of the Weranian nation emerging as a revolt against the rationalism and modernity of revolutionary Euclea. In this the history of Werania and its development towards a coherent identity was based in the ideal of blood and soil and in defending the heimat against "impure" elements.
Whilst the republican and völkisch histographies differed in their conceptions of the core of the Weranian nation and its continuity over time both adopted essentially romantic ideals that saw the Weranian people as a historically coherent unit and defined as much as to what they were not as what they were, a departure from the notions of civic nationalism that defined the republic. In this a syncretic historiography emphasising the consistent presence of a Weranian nation emerged from both schools, helping lead to a sense of nationalism across the country as the idea of "Weranians" being a historical consistency becoming accepted fact for many decades.
Nevertheless some have said that the decades following unification saw political elites struggle to create a unified sense of nation, with historians such as Emanuel Landsberg claiming that unification only "deepened provincial identities through the construction of the federal system, in contrast to the republican centralisation". Landsberg claimed only the shared Weranian hardships during the Great War when it appeared they would be dominate by Solarianite Gaullica did the confederation "finally have a national identity to call it's own".
Traditional approaches to the historiography of unification saw it's success mostly as a top-down process initiated by Cislanian elites. The most famous proponent of this view was Greger Lange whose 1865 Von Bayrhoffer in Werania proposed a great man theoretical approach emphasising the central roles of von Bayrhoffer, Rudolf IV and Karl von Littitz in the unification of Cislania. Although rejecting the centrality of individuals in unification Nemsovite historians tended to concur it was a mostly top-down process. The Weranian socialist philosopher Ludwig Vollmar claimed the process of unification was merely the Cislanian bourgeoise enforcing it's own cultural hegemony over the rest of the region forcing it to adopt the same capitalist, bourgeois democratic social structure particularly in comparison to the Weranian revolution with its cultural and social experimentation.
More recent historiography regarding unification however has emphasised bottom-up pressure and the centrality of the role of popular nationalism. Florentin Nachtigall in is 1986 book "Re-examining Unification" emphasised that the role of the popular uprisings of 1828 and 1836, the development of pan-Weranian literature and language and the continued invocation of the revolution and its principles by citizens, political parties and other social institutions played the decisive role in moving political, religious and military leaders towards unification.
Cultural
Weranian Unification largely coincided with the romanticist movement in Werania departing from the enlightenment rationalism of the republican period. The nature of the political currents of the time - revolutionary, nationalist and radical - intersected with the romanticist emphasis on emotion before reason and in challenging the orthodoxies of the past through individualist tendencies. Romanticists thus gained a distinctive within the Weranian nationalist movement that helped facilitate unification.
Romanticist writers such as Philipp Sömmering and Ferdinand Becker wrote nationalist books and poems that yeaned for the formation of a unified Werania whilst Antoine Eberlin would gain popularity for writing plays that bemoaned the foreign domination of Werania. The opera writer Friedrich von Rossier's magnum opus, Liebesverzicht, is often seen as one of the most ambitious attempts to craft a modern national epic for Werania by combining various folklore across the region into a single whole.
The cultural historian Gérard Parmentier states that during the unification period the Weranian artistic scene was "overwhelming in its approval for Weranian nationalism and its invocation of a Weranian artistic tradition, to the extent that the romanticist movement in Werania blends seamlessly with the nationalist one." Parmentier further extrapolated that unification had the side-effect of prolonging the influence of the romanticist movement in Werania, with Gaullican realism only making inroads in the early 1870's.
Pan-Weranicsm
The rather haphazard path of Weranian unification meant that even by its conclusion following the War of the Triple Alliance many Weranians remained outside of Werania, particularly in Kirenia. This gave rise to the pan-Weranicist movement in both Werania and Kirenia, with many calling for the integration of all Weranian speaking peoples into Werania. The failure of Werania to secure the eastern marches in the War of the Triple Alliance the continuing disputes surrounding the Ruttish question and the advent of Kirenisation led to pan-Weranicism to decline throughout the second half of the 19th century although pan-Weranicist currents continued to exist.
The Great Collapse in 1913 and the 1919 April Revolution in Kirenia led to a revival of pan-Weranicism. Weranian politicians considered annexing the areas of Garz and Zittau in Alsland following the declaration of independence of the the Dellish Republic during the April Revolution whilst groups such as the Weranic Syndicalist Union openly called for pan-Weranic goals. The Great War meant that pan-Weranicism dropped off the political agenda but following it's conclusion pan-Weranicism underwent a revival in Werania. Combined with anti-socialism this pan-Weranicism was often openly racist seeing Weranians as racially superior with the desire to create a racially-pure volksstaat commonly expressed. These feelings were a factor in starting the 1949-50 Kirenian-Weranian War which saw Werania defeated and Kirenia annex the mostly ethnically Weranian Zinngebirge basin. Since the Kirenian-Weranian war pan-Weranicism as a political current has declined in Werania with its advocates tending to be located on the fringe of Weranian politics such as the far-right Weranic Völkisch Freedom Party.
