However, the regions are only nominal as the 1971 Constitution provides greater autonomous authority to the governorates (محافظات muḥāfaẓāt, singular محافظة muḥāfaẓah) directly below the regions. The head of state and government of the United Arab Republic is President, which directly elected by the people every five years and can be re-elected for the second term.
