The court system of government was first established by [[Iovinus, Latin Emperor|Emperor Iovinus]] in the 4th century AD, instituting a variety of civil and military titles, whereby noble rank was afforded based on membership in the [[Senate of Latium|Senate]]. By the 6th century and due to the loss of territory, a new court system was introduced and began to oversea the ancient and elaborate administration. This period saw the introduction of the new title ''comes'' (companion of the emperor), which was a prestigious rank afforded to offices within court. This rank was most notably associated with members of the newly established [[Sacred Assembly]], which became the Emperor's chief means of governing.

This period saw the rise of a new aristocracy, though continued to incorporate many of the [[Gentes Maiores]] families, such as the X, Y, and Z. Flavia Verrucosa Valentia Zoe Damiane was born on 17 September 1987 at University Hospital, in Caelimontium, [[Castellum ab Alba]], [[Florentine Verrucosus]] and [[Sydalon|Sydalene]] noblewoman Madeleine of Philippopolis. Her paternal grandparents are [[Consul of Latium|Latin Consul]] and statesman [[Josephus Verrucosus|Duke Joseph Verrucosus]] and businesswoman [[Damiane Vitruvia|Lady Damiane Vitruvia]]. Both her grandfather and father  served in the [[Senate of Latium|Latin Senate]] for the [[United Latium#History|Conservative Party]]. Her family owns the controlling stake of [[Verrucosus Holdings]]. At the age of 5, she was a flower girl at the wedding of her aunt [[Zoe Verrucosa]] to then [[Jason VI Augustus of Latium|Jason, Prince of Youth]].
 
She attended St Maria's School for Ladies, in Castellum, and earned her [[wikipedia:Baccalauréat|bac]] from Our Lady of Holy Wisdom, an all-girls school, in 2007. In April 2013, she was elected to Castellum Assembly as the twelfth ranked member of the Progressive Party list. Her position on the list initially drew controversy because her father was a Senator for the Conservative Party. She was the youngest member of the Assembly, at 26 years old. Verrucosa was known as a moderate early in her tenure as an Assemblywoman and often voted unexpectedly according to party whips.
 
During the 2015 Progressive Party leadership election, Verrucosa endorsed XXXX, who was eventually defeated by now leader [[Flavia Lepera]]. Verrucosa left the party in early 2016, citing disagreements with the direction Lepera was leading the party. She remained an independent until May, when she joined the [[United Latium#History|Conservative Party]] following [[Alexander Pompilius]]'s election as leader. She was placed on the United Latium closed list ahead of the 2017 election, and retained her seat. She was once again the youngest member of the Assembly. Prior to being placed on the 2017 United Latium list, she was a primary candidate for the Mayoral election of the same year. However, she failed to earn the nomination and endorsed the prospective party candidate.
