The National Council is a four voting-member, six non-voting member council that acts as the Head of Government of the Federation of the Alezian Union along with the Premier (who acts as Head of State and "1/5th of Head of Government"). The establishment of the national council was enacted as part of the Reunification Treaty of 2021 between the government of North Alezia and the government of South Alezia before reunification as an agreed method to maintain the strength of reunification through ensuring that no region were unrepresented in the daily activities of the Alezian Union.

The National Council was inspired by the previous (and still ongoing albeit in a reduced regional state) directorial government of the Federation of North Alezia which was the State Council existing from its' independence in 1958.

Powers, Duties, and Responsibilities

Due to its' powersharing agreements, the Premier and the National Council tends to work together in exercising its' power as a collective Head of Government. Together with the Premier, the National Council is responsible for:

• Conducting foreign policy of the Federation of the Alezian Union;
• Appoint ambassadors and international representatives;
• Represent the Federation of the Alezian Union at the international stage, such as organizations in which the country is in or is in the process of accessing into;
• Negotiating and denouncing international issues relating to the Federation of the Alezian Union;
• Ratifying treaties representing the Federation of the Alezian Union under the consent of the National Parliament;
• Discussing the result of proposals sent by the National Parliament and voting upon it;
• Returning rejected proposals with Councillor Recommendations back to National Parliament;

Other than acting as the Head of State, the Premier acts as the Chairperson of the National Council who acts as the moderator and the person who maintains decorum in the National Council. However, the Premier does not have the right to vote except for a tiebreaking vote should a voting procedure resulted in a tie. This right only applies in the case that the number of voting councillors (regions of the Alezian Union) are even. If the number is odd, the Premier does not have this privilege. In the National Council, the Premier is treated as "first among equals" with the exception of the right to maintain decorum and the right to vote to break a tie.

Members

Members of the National Council are the governor of each areas that are represented by them. This means that the members of the national council are elected in their respective gubernatorial, territorial, or mayoral elections. And as such, the requirements for one to be a Councillor is the same as being a Governor, Mayor, or similiar positions. Normally, the Premier and the National Council are elected and sworn in at the same time. However, either side may relinquish their duties mandatorily or voluntarily early which may prompt early elections.

Due to the large size of the Alezian Union, normal weekly meetings are done through secret and protected virtual conference. However, in extraordinary or bi-monthly meetings, the National Council meets at the Council House in Metropolitan Zafizamarrah's Government Way.

National Councils are divided to those who can vote and those who can't. While non-voting councillors can't vote, they still participate in discussions and can still propose amendments and Councillor Recommendations.

Constitutional conventions

Since members of the National Council are elected by regional elections, councillors from different parties may compose the governing National Council. This makes the National Council a "voluntary grand coalition". Certain rules of decorum at the National Council requires councillors to avoid personal attacks and "act for the good of the Federation".

While members are allowed to vote against a legislation proposal by Parliament, the National Council has an unofficial tendency to vote "Yes with rights" instead in order to maintain government stability, decorum, and speed. With the "Yes with rights" vote, the councillor agreed to vote the proposal into Nakaz (Law Mandate) if the parliament can agree to add alterations which are normally minor to the Parliament.

The "Continuity" Law

The Continuity Law refers to Legacy Nakaz 08/1971 which requires that the National Council must continue with all voting members present at all times. If one is unavailable, no legislation may be legalized. Normally, transferring the responsibility of a councillor only applies when the old councillor gives the responsibility of their government to the new councillor. However, in the case that a transfer is not possible such as due to the transfer happening before the election, the Councillor must give their position to the rarely mentioned "Emergency Councillor". However, due to the relative safety of the Alezian government, the law has never been used.

The Continuity Law also refers to the inability for the Premier to disband the National Council fully. However, should the National Council can't operate, the Premier takes its' responsibility and vice versa.
