Noel Harvey (6 December 1928 – 18 September 1970) was an Allieuan-born Zamastanian spy. He is best known for his espionage work in Gladysynthia between 1965 and 1970, where he developed close relationships with the Gladysynthian political and military hierarchy, reported on a covert nuclear weapons program, and uncovered multiple Gladysynthian spies operating in Zamastan. Though he was initially successful, his activity became increasingly risky and he expressed a sense of impending danger to the Zamastanian Intelligence Service in 1969. A year later, Harvey's true allegiance was uncovered by Gladysynthian intelligence and he was convicted by the Gladysynthian government under pre-war martial law. After being sentenced to death, he was publicly executed by firing squad in Mönusÿnthys on September 18th, 1970. The incident contributed to the sharp escalation of hostilities between Zamastan and Gladysynthia just a week before the outbreak of the Second Danaska War.

Early life

Noel Cohess Harvey was born in Porte-Lyon, Allieu, to Parker and Mirrim Harvey. His father Parker was a Zamastanian citizen. Noel sought higher education at the University of Porte-Lyon, and later the University of Tofino. He was fluent in six languages.

Harvey is said to have aided Gladysynthian expatriates who were taking part in espionage for a resistance movement within Gladysynthia. Harvey housed them in his apartment complex in Porte-Lyon during his college years. Two members of the spy ring were caught during one of their returns to Gladysynthia and sentenced to death, but Harvey's association with them was never uncovered by Gladysynthia's intelligence network.

Career

The Zamastanian Armed Forces recruited Noel in 1957 and placed him in military intelligence, where he became a counter-intelligence analyst and a translator.  His work bored him and he attempted to join the Zamastanian Intelligence Service, but he was offended when the ZIS rejected him, and he resigned from military counter-intelligence. For the next two years, he worked as a filing clerk in a Providence insurance office.

Enlistment with ZIS

Looking for an intelligence officer to infiltrate the Gladysynthian government, the ZIS recruited Harvey after coming across his name while looking through the agency's files of rejected candidates, after none of the current candidates seemed suitable for the job. For two weeks Harvey was put under surveillance and was judged suitable for recruitment and training. Harvey was then informed that the ZIS had decided to recruit him and underwent an intensive six-month course at the ZIS training school. His graduate report stated that he had all the qualities needed to become a field agent.

Espionage in Gladysynthia

He was then given a false identity as a Gladysynthian businessman who was returning to the country after living in East Chanchajilla. To establish his cover, Harvey moved to Vilanja in 1964. In Vilanja he moved among the Gladys community, letting it be known he had large amounts of money to put at the disposal of the Asa'aria Party. At this time the Asa'aria Party was illegal in Gladysynthia but the party seized power in 1965 under Duncan Thomas.

Harvey moved to Mönusÿnthys in February 1965 under the alias Farruco Lence. The ZIS had carefully planned the tactics that he was to use in building relationships with high-ranking Gladysynthian politicians, military officials, influential public figures, and the diplomatic community. Harvey continued his social life as he had in East Chanchajilla, spending time in cafes listening to political gossip. He also held parties at his home for high-placed Gladysynthian ministers, businessmen, and others. At these parties, Harvey "dispensed free-flowing liquor and prostitutes" and highly-placed officials would openly discuss their work and army plans. Harvey would pretend to be drunk to encourage such conversations, to which he paid close attention. He would also lend money to government officials, and many came to him for advice.

Harvey provided an extensive amount and wide range of intelligence data for the Zamastanian Armed Forces between 1965 and 1970. He sent intelligence to Zamastan by radio, secret letters, and occasionally in person; he secretly traveled to Zamastan three times.

Harvey made repeated visits to the southern frontier zone around the Tariel Heights and the Picotheca oil sands, providing photographs and sketches of Gladysynthian positions. Harvey was also able to find out that the Gladysynthians were finalizing their nuclear weapons program.

Discovery

In May of 1970, Harvey met with Premiere Duncan Thomas as part of a Asa'aria Party conference, and found favor with him. He was subsequently invited to numerous Asa'aria Party events at the allowance of Thomas and other prominent Gladysynthian government figures, allowing Harvey with extensive connections to relay to Zamastan. However, around this time Thomas' Security Minister Nicolau Cales grew a dislike of Harvey over his continued insistence to discuss about sensitive military topics. Cales had previously overseen a purge that uncovered numerous members of the Gladysynthian resistance and sympathetic government figures, and had suspicions that Harvey may be associated with the resistance.

Harvey expressed fear of discovery to the ZIS on his last secret visit to Zamastan in December 1969, and he stated that he wished to terminate his assignment in Gladysynthia. The purposes of that visit were to pass on intelligence and to enable him to witness the birth of his third child. Despite this, however, Zamastanian intelligence asked him to return to Syria one more time. Before leaving, Harvey assured his wife it would be his last trip before he returned home permanently.

In August 1970, Gladysynthian officials, who used UCSS-made tracking equipment and were assisted by Beleroskovian experts, increased their efforts to find a high-level spy. They observed a period of radio silence, in the hope that any illegal transmissions could be identified. They successfully detected radio transmissions and were able to triangulate the transmitter. Gladysynthian security services led by Cales broke into Harvey's Mönusÿnthys apartment on 19 August and claimed to have caught him in the middle of a transmission to Zamastan.

Death

Harvey was found guilty of espionage by a military tribunal and sentenced to death under martial law. He had been repeatedly interrogated and tortured.

Zamastan staged an international campaign for clemency, hoping to persuade Gladysynthia to not execute him. Zamastanian Secretary of State Clay Jackson led a campaign urging Mönusÿnthys to consider the consequences of hanging him. Diplomats, prime ministers, parliamentarians, and Pope Arnold X tried to intercede. Jackson even appealed to the UCSS. The governments of Caspiaa, Quetana, and North Kandson tried to persuade the Gladysynthian government to commute the death sentence, but the Gladysynthians refused. Esmee Harvey attempted to appeal for clemency at the Gladysynthian Embassy in Viitaniemi but was turned away.

Harvey was publicly executed by firing squad in the central square of Mönusÿnthys on 18 September 1970. The execution was recorded on 35 mm film. On the day of his execution, his last wish to see a priest was respected by the prison authorities. He was also allowed to write a final letter to his wife.

Burial

Gladysynthia refused to return Harvey's body to his family in Zamastan, and his wife Esmee sent a letter to Duncan Thomas in November 1971 asking his forgiveness for Harvey's actions and requesting his remains. In February 2007, Nual offered to act as a mediator for their return.

Former ZIS Director Marcus J. Wild claimed in August 2008 that the Gladysynthians had buried Harvey three times to stop the remains from being taken back to Zamastan via a special operation. Gladysynthian authorities repeatedly denied family requests for the remains.

In 2018, a Gladysynthian democratic activist group posted a video on FriendSpot showing Harvey's body after his execution. No film or video was previously known to exist of the execution.

Return of remains

In November of 2024, Harvey's remains were repatriated to Zamastan in an agreement with the Gladysynthian government. Harvey, along with another Zamastanian soldier's remains kept by Gladysynthia following the Second Danaska War, were exchanged for the remains of a Gladysynthian soldier.
