The 2018 Borean crisis, alternatively known as the 2018 Namo-Luziycan crisis or the 2018 Nantai crisis, began in October 1, 2018 when Luziyca announced a referendum on the status of Nantai, an area mostly controlled by Luziyca and claimed by Namor. The referendum was a break from the Luziycan government's previous policy of discouraging any changes in the status quo in Nantai as defined by a 2012 diplomatic agreement with Namor that recognized Nantai as "Namorese territory under Luziycan administration." According to Luziycan President Damir Agapov, the referendum in Nantai was a response to a string of Namorese provocations against Luziyca, most notably Namor's suspension of a military hotline with Luziyca on the 120th anniversary of the end of the First Namo-Luziycan War.

Namorese President-General Antelope Shohai condemned Luziyca's referendum as a breach of previous agreements between the two countries and severed diplomatic ties with Luziyca on October 5. After several repeated calls for the referendum to be canceled, Namor imposed a no-fly zone over Nantai with the stated purpose of cutting the region off from metropolitan Luziyca. The move prompted Bethlehem to suspend all direct flights with Namor and stoked fears of a military conflict.

Tensions started to de-escalate after Ainin offered to mediate talks between Namo and Bethlehem to prevent the breakout of conflict. Namor agreed to talks on the condition that Luziyca halted “all moves aimed at undermining Namor’s sovereignty and territorial integrity;" in the meantime, it restored contact with the Luziycan military. In turn, Luziyca declared the referendum in Nantai to be non-binding. Negotiations began in the Charline Islands, ending with a resolution on November 21. Namor agreed to "include the Namorese people living under Luziycan administration" in a "peaceful solution" to the Nantai Question, while Luziyca recognized the "sovereignty of the Namorese people over Nantai," granted Namor access to Nantai's waters, and acknowledged the jurisdiction of the Supreme People's Court of Namor in matters related to Nantai's external relations.

The crisis ended in earnest when the referendum in Nantai was held on its scheduled date, December 3, with a majority voting for Luziycan sovereignty. However, the referendum was boycotted by the Namorese government and pro-Namorese groups in Nantai while the Luziycan government did not act upon its results. Namor called off its no-fly zone over Nantai shortly afterwards.
