A Public Organization (Venadian: Народная Организация, transcript: Narodnaya Organizatsiya), usually referred to as NOs, are legally recognized non-governmental groups in Venadia who are involved in public debate and the political process. Most NOs are NGOs, but some other associations and trade unions also have Public Organization status in Venadia. The President is responsible for granting this status to groups, although may be vetoed by the Prime Minister and Prince.
Recognized Public Organizations have several benefits compared to fully independent groups. Public Organizations may challenge the results of elections, receive state-subsidies depending on membership, are tax-exempt, may propose bills to the Great Veche, are frequently consulted by legislative committees within their areas of expertise, may nominate independent candidates for the Great Veche without the regular deposit and may donate on par with private organizations to electoral campaigns. However, Public Organizations are also susceptible to more stringent audits by Venadian financial services.
Requirements
Only native Venadian groups may be recognized as Public Organizations, and require at least a hundred members who are Venadian Citizens. Application for Public Organization status goes to the President, whose decision may be overruled by the Great Veche. Public Organizations must remain at a hundred or more members to remain a Public Organization.
History
The system of recognized Public Organizations was formally initiated in Venadia in 1863, but have Venadia has a long history of non-partisan groups operating within the Venadian democratic process. The origins of Public Organizations is frequently considered to be the Political Clubs formed during the 17th and 18th century, largely by urban intellectuals, in order to discuss and refine political ideas and ideals, as well as to provide pressure for reform.
