Andraid (Javol: Andraid, pronounced: []; Rugrese: Andræd, pronounced: []), officially the Metropolis of Andraid (Javol: Metropol d'Andraid, Rugrese: Storstad Andræd) is the capital and most populated city of Vetonia as well as of the state of Vellavia. As of 2016, the metropole of Vetonia (city proper) had a population of 1,685,422 people, while the city's metropolitan area has an estimated population of ?,???,??? people. Andraid is located in central Vellavia, in the Central Vellavian Plain.

Founded approximately on the year 15 BCE by Setentrian retired legionnaires as Anderitum, the city became a hub for trade in the northernmost areas of the Setentrian Republic. something

After independence in 1917, the new government greatly expanded the city's limits beyond the old, medieval city centre, changing the city's ethnic composition to a majority-Javol city. In 1918, with the approval of the new Constitution, the city became the legal capital city of the new, unitary republic and was granted its self-government charter in 1920. The new regime's centralised government benefited Andraid socially and economically, as it further enhanced its role as the economic and social hub of Vellavia.

Andraid is the financial, economic, social and cultural hub of both Vellavia and Vetonia. The Metropolis accounts for 11.6% of the country's gross domestic product while only having 7.1% of its population. Major firms like ? and ? establish their headquarters in the city, and the city is home to Vetonia's most significant banking institutions, like the ? and ?, as well as the country's largest stock exchange by capitalisation, the ?. The city is also often considered as a hub for Hallanic firms, like ?, in Cardia. The city also is home to the country's federal government institutions, like the Presidency, the National Assembly or the supreme federal courts. Major cultural institutions, like the ? and the ? are also located in the city. As a result, Andraid is considered a Beta+ city by the Assembly of Nations.

Etymology

The name of the city, "Andraid" derives from the Classical Setentrian name for the settlement on the city's current location Anderitum. The most widely-accepted theory about the origin of the city's Classical Setentrian name is that it has a !Celtic origin. It would derive from the !Celtic words ande and rito, to which the Classical Setentrian termination -um was added. The term ande (also and- or ando-) is an intesifier meaning 'large'. Rito in !Celtic meant ford or more generally, a shallow crossing in a river.

The element rito- shows up consistently in Vellavian and Tosandrian toponimy, indicating continued !Celtic linguistic influence in Late Vulgar Setentrian and proto-Javol. The persistence of rito would explain the existence of particles like -or (or -ort), -roit or -rait in the names of towns like Grenort, Gesort or Longroit.

Alban Carpenter is the current Municipal President (mayor) of Andraid.

The city and district government of Andraid is organised according to the Capital City Regime Act of 1920. According to the 1920 Act, the city is organised as a parliamentary system with a clear division of functions between the executive branch and the legislative branch.

The executive branch is formed by the Municipal President (President municipal, Stadspræsident) and the Municipal Council (Consail municipal). The Municipal President is the city's equivalent of a mayor and the Municipal Council is formed by the mayor and the other eight councilmembers. Both the mayor and the members are elected by the Municipal Assembly and can be dismissed by a vote of no confidence.

The city's legislature and key decision-making body is the Municipal Assembly (Assemblia comunala). The Assembly is formed by a hundred members elected from the city's ten districts every six years according to a system of proportional representation. The Municipal Assembly operates along the lines of the federal parliament, with most work being carried out by portfolio-specific committees. The Assembly holds delegated legislative authority in both areas related to district and urban policy matters and has the power to initiate legislation, unlike all other district assemblies.

As a result of the city's large population, each of the city's districts has its own District Council and a District President (Veguer) elected together with the city's assembly every six years.
