The Homeland Operational Intensity Levels (HOI) are alert states used by the Chilokveri Armed Forces. Developed by the Armed Forces Council in 1988, the HOI Levels specify the state of military readiness for operations within Chilokveri territories from a scale of I (least alert) to V (most alert).

Levels

The five HOI levels are graduated based upon the expected threat of hostile attack towards Chilokver, which then informs the level of military readiness required. The precise implementation of HOI levels may vary across military commands and in state of readiness- while a level indicates the general response required, it serves only as a guide to the response appropriate for a situation rather than a direct order towards the degree of military mobilisation. For the purposes of military exercises which call for simulated increases in HOI level, the five HOI levels are referred to using code terms taken from the phases of mitotic nuclear division. This use of distinctively non-military terminology precludes any possibility of exercises being confused with genuine operational increases of the HOI level.

Readiness level Exercise code Declaration conditions Readiness description
HOI I PROPHASE Peacetime conditions Normal military readiness
HOI II PROMETAPHASE Above normal tensions with a possibility of potential attack Increased alert status and vigilance measures
HOI III METAPHASE Strong likelihood of enemy attack Air Force to be placed at 15-minute airborne readiness, specified military units mobilised as necessary
HOI IV ANAPHASE Localised warfare within or against regions under Chilokveri sovereignty Armed forces ready for deployment/military engagement within 6 hours, mobilisation of reserve forces
HOI V TELOPHASE Imminent nuclear war Maximum readiness
