Background
The referendum was proposed by Satavian Labor politican Johan de Vilock, and was accompanied by a white paper on self-governance for the islands. de Vilock's proposal was passed by the House on it's second reading, and later by the Senate. When the results of the referendum were confirmed, the Parliament of Satavia passed the Naua Roa Free Association & Independence Act, 1989 early the next year.
