Gabriel Zárate (16 April 1890 - 28 October 1951) was a Palian politician who was the dictator of Palia from 1924 to 1943. Prior to this he served as Chief of the Sphere Security Office, and became a member of the short-lived Second Triumvirate in 1924. His totalitarian dictatorship transformed Palia into an ultranationalist totalitarian state, and initiated the Second Great War on 19 May 1937. Before and during the war he pursued ideological goals which involved the persecution of Rubic peoples, Perendists, Morigers, religious minorities, and various other minorities, resulting in the mass murder of over a million victims.

Born in El Peral in Palia, a town on the border with Castelana, into a family of Vasco origin. He served in the First Great War, being discharged in the first year after a severe injury. After the war he developed revanchist far-Right views and joined the PPP y los JOL movement, commonly known as the Lanza Party, on January 1916. In 1918 he was placed in charge of the state's Security Office, which he would later rename the Sphere Security Office. In 1924 after the Assassination of Julian Sahagún he became a member of the ruling Second Triumvirate with Fernando Ros and Antonio de la Mora. After a two month power struggle he took power and established himself as the Mandatario, the autocratic dictator of Palia.
