Administrative divisions of South Neviersia
South Neviersia is a divided into four levels of administrative divisions, with their powers defined in the Local Administration Structure Act of 1981. They are, from the highest to the lowest: the State itself, 11 regional authorities, 82 administrative counties, and 738 districts. Districts may be further divided into wards. Despite being classified as a unitary state, South Neviersia's system provides a high degree of decentralisation to the regional authorities.
Local Government Lainerova is a cross-national local government association operating across South Neviersia and Allevarrian Neviersia in the Republic of Allevarres. It works to give local government a voice in the respective national governments on behalf of the local councils and the communities they serve.
Regions and regional authorities
South Neviersia is traditionally split into 9 regions, of which one region extends into Neviersia and Allevarres. Since the 1981 reformations and the establishment of the Local Administration Structure, South Neviersia is split into 11 regional authorities.
Section 7 of the South Neviersian Constitution gives regions the ability to form a Ghémente Régionale (Regional Authority) by ratifying a Home Rule Agreement (HRA) with the government. A HRA grants regional authorities the power to govern and legislate on matters of regional interest, consistent with the laws and values of the nation. The agreement may encompass matters related to regional development, public services, local governance and other affairs that directly affect the well-being and interests of the residents within a given jurisdiction. In exceptional circumstances where a regional authority acts against the nation’s best interests, values or laws, or for other reasons deemed necessary, the government may temporarily suspend or even revoke the regional authority’s HRA and consequently bring the region under direct government administration. While this has never happened to date, there have been a few instances where talks of an HRA suspension have taken place, notably during the 1970s cross-border conflict in East Coast-Allevarrian Neviersia.

Counties and districts
The 9 historical regions are split into 63 traditional counties, 58 of which are in South Neviersia. The remaining five counties, all part of the East Coast region, are in the Republic of Allevarres (Finnetoora, Konnedry, Maccloy and Tyvère) and the Kingdom of Neviersia (Kesolia). After the 1981 reformations, the 58 county councils of South Neviersia were superseded by 82 administrative county councils, although South Neviersians still refer to the traditional counties in everyday - particularly sports-related - discussions. As a result of Irish influences, the word "county" usually precedes the county name, such as "County Epping". Previous naming conventions include placing the word "county" after the county name (e.g., "Epping County") or the suffix "shire" (e.g., "Eppingshire"). Some of the newer counties created in 1981 often drop the name "county", such as "Otāhei Peninsula" instead of "County Otāhei".
The increase in county councils after the 1981 reformations is primarily attributed to city or district councils being granted the same powers as county councils and operating separately of the county jurisdiction they were in. In some cases, the boundaries of an administrative county may transcend multiple traditional counties; for instance, the city of Davenport was formed from 9 districts of County Davenio and the Iniedon-Davenport district of County Iniedon.
27 of the 82 administrative counties have unitary status, meaning the council has combined powers of a county and its districts, effectively replacing the pre-1981 district councils. There are 60 unitary districts in total. The remaining 55 administrative counties are split into 678 non-unitary districts, which retain their own district council.
