The Strategic Intelligence Service of the Senatorial Republic (Arcadian: Servizio di Intelligenza Strategica) is a civilian foreign intelligence service of the Arcadian central government, officially tasked with gathering, processing, and analyzing national security information from around the world, primarily through the use of human intelligence (HUMINT). As a principal member of the Arcadian Intelligence Council, the SIS technically reports to the Chairman of the Intelligence Council, though the Chairman's power is often disputed. Intelligence is often given to the Senate Speaker's office.
Unlike the Department of Counterterrorism and Counterintelligence (DAC) and Intelligence Branch (RI) of the National Guard , which is a domestic security service, the SIS has no law enforcement function and is officially mainly focused on overseas intelligence gathering, with only limited domestic intelligence collection. The SIS serves as the national manager for the coordination of HUMINT activities for Arcadian intelligence. It is the only confirmed agency authorized by law to carry out and oversee covert action without the consent of the Senate. Some evidence points to the SIS exerting political influence through its tactical divisions on regional managers. The SIS was also instrumental in establishing intelligence services in several Arcadian allied countries. It has also provided support to many foreign political groups and governments, including planning, coordinating, training, technical support, and has allegedly involved in several regime changes in the region and planned assassinations of foreign leaders.
Since 2018 the SIS is organized under the Office of the Chairman of the Intelligence Council (UPCI). However, the PCI's ability to control the SIS is disputed.
The SIS has increasingly expanded its role, including covert paramilitary operations. The Cybersecurity Division, has officially shifted focus from counter-terrorism to offensive cyber-operations.
