The Educan Bureau of Heraldry is an office of the Syndicate of History & Tourism, and was created to consolidate the remains of the local feudal Heralds, and have a set policy on heraldry. Today, the bureau is what remains of the nobility of several of the provinces of Educandi, with titles being no longer recognized after 1422 (A.D., 1832), the bureau recognizes the right to have a coronet of a certain rank on a person's coat-of-arms. Arms used to be displayed on a persons identity card, but with the introduction of the Pan-Auroran Identity Card, this right has been dissolved. Now, the only official document bearing coats-of-arms are documents from the bureau, or sometimes, passports.
A person may claim a blazon by submitting an application to the bureau, and must cite either a historical and/or familial connection to an established coat-of-arms, or by asking for a new blazon to be made. Most applications are granted, except where the applicant either requested a blazon in conflict with one already on the register, or is requesting the right to display honors not attained by the applicant.
