Realm Councils (Fēþisc: Ēþelgemōt), also known as Shire Assemblies (Fēþisc: Scirdōmhūs), form the legislative branches for their constituent shires/states within the Federated Fire Territories. Unlike the federal legislature, the state legislature is unicameral. There are 22 Realm Councils, one for each shire, each comprising the Governor and elected district representatives.

Role

Serving at the people's pleasure, the Realm Council's district representatives form the state legislative branch of government, chaired by a Realm Council appointee known as Governor (Fēþisc: Steorend). Members of the Council are titled Elected Lord of the Realm (Fēþisc: Cēs-Ēþelweard), which is a position given upon election by the enfranchised populous. All Realm Councils convene to form the upper house of the Federated Fire Territories, collectively called the People's Council (ThG).

The total number of Realm Council seats is limited to 577, the distribution of which is tied to population. These Lords of the Realm are beholden to, represent, and implement the socio-political will of their constituents. While the 22 Governors act as the executive body within their state, chairing the Council during state matters and relinquishing it during federal matters to the Head of government.

Shires/state Councils:

Composition

Enfranchised members of electoral districts elect representatives, Elected Lords of the Realm, to their constituency's Realm Council. These positions are not subject to Crown approval, unlike some offices within Fyrland.

Historically chaired by the Protector of the Realm (Fēþisc: Ēþelgeborga), but today by the Governor, Realm Councils acted as the executive and legislative body within shires. Formally, Realm Councils are Courts of Devolved Crown Regencies, which requires the chair to hold the title of "Duke" (Fēþisc: Ealdorman). Under the Duke, members of the Court were required to hold the title of "Lord". Today all members of the Realm Council are given these prerequisite titles shortly after appointment.
