Werania has since the creation of the Ahnemunde Confederation by Lothair in 900 had 49 heads of a state either serving as a confederal leader, monarch, consul or a member of a directory.
From 900 to its demise in 1754 Werania was governed by the Ahnemunde Confederation, a confederation of kingdoms, dukedoms, bishoprics and principalities that owed allegiance to the Emperor of the confederation. Although the emperor was officially elected by the most powerful members of the confederation in practice it was a hereditary position passed between various noble houses. Under the Schwarzollen and later Kotzauberg-Gofkecht dynasties the confederation was centralised to the result it was made a de facto single entity under the authority of the emperor.
Following the Weranian Revolution and the creation of the First Republic of Werania the new state was ruled by a triumvirate known as the National Convention elected by the Assembly of the People annually; over time the National Convention became dominated by Balthasar Hötzendorf and the Ostiner faction. The National Convention was overthrown in 1756 with the head of state being the single Consul of the Republic elected by the Assembly of the People.
Following the collapse of the Republic in 1760 the Treaty of Wertsberg created "the Kingdom of Werania", which was ousted by the Second Republic in 1782 which was itself dissolved in 1797. In 1864 under Sigismund the Kingdom of Werania was declared with the Schwarzollen-Brücken dynasty serving as the ruling family. Since 1864 the Weranian head of state has held the ex officio titles of the Archduke/Archduchess of Cislania, Rötenberg and Ruttland, Duke/Duchess of Bonnlitz, Häfkopf, Prizen, Wittislich and Wolfsfled and Prince/Princess of Kolreuth and Westbrücken.
The current head of state is Queen Charlotte II, the third female head of state in Weranian history.
