Fratanica is made up of 15 first-tier administrative divisions: there is 1 self-autonomous capital city (Viras) and 14 provinces. These provinces are further divided into a second-tier, consisting of rural districts (<150,000), urban districts (>150,000, less than 500,000), and metropolitan areas (>500,000). The third tier consists of municipalities and townships. The fourth and final tier represents the sub-municipal divisions, divided into towns (>10,000, less than 50,000), cities (>50,000), and boroughs (<10,000).

An additional first tier classification has been proposed for large metropolitan cities, however this has not been put into effect as of yet.
