The Unitary Republic of Septi and Picisola is an island country and it's territories located in the Tiberan Sea on Regnum. It consists of three islands and a territory in North !Africa, the largest of the islands being the island of Septi. It is otherwise known as "The Duchies" due to it's early history and formation originating in the close alliance between two Duchies against common enemies. It is administered in a Diarchy, a cooperative united government between two equal States, the Island of Septi, and the Island of Picisola, both of which are governed by elected Presidents, elections being held every two years. The states have their own seperate Legislature & Justice branches, whilst the Diarchy itself has a "Supreme" Legislature kept in check by the two justice branches of Picisola and Septi. The Duchies maintain the largest ports in the Tiberan Sea region.
Nationhood of The Duchies originates in the 12th Century in the form of Merchant Republics apart of the !HRE who had successfully staged a coup against their original rulers on the Islands, and with their success declared independance from the !HRE shortly after. Discussions between the Merchant Families on the two islands lead to the formation of a Diarchy to protect themselves from any retaliation from the HRE. In the 14th Century, patronage from nobles from the very !HRE they left, as well as the success of Mediterranean trade spurred the economic growth of the Duchies, allowing them to expand across the sea with trade posts on coastal islands, as well as create two satellite states, one in !NorthAfrica, Afipunta, and one on Lontesta, which would later become one of the island territories incoporated into Picisola.
"The Rights of State & Man", the Constitution of The Duchies, was ratified in 1698 amid the increasing push amongst Nobles and the Middle Class to embrace the Ideals of the Enlightenment. This Constitution has defined the rights of the Diarchy, and the rights of Men and Woman defined in two categories as Citizens or Territorials. Both are protected equally by law, but Territorials are not afforded the right to vote or representation in Legislative assemblies, among other privildges that Citizens enjoy but Territorials do not, such as gun ownership.
Since the Millenium Crash, the Duchies has been hurt among the worst due to it's reliance on trade imports and exports as an industry and major economic activity. Unemployment across all industries plummeted, but thanks to a number of job programs and investments, a full recovery has been made. Though it has certainly hurt it's influence in the Tiberan Sea as a major trade partner, allowing for other nations in the theatre to close in on it's position, it is keeping competitive with new logistics technologies, innovations, and improved construction of newer, larger ports.
