Everàrd Torsièl is a Montecaran politician who is currently the President of the Esquarian Community. He has served as a member of the Esquarian Parliament since 2011 and is a member of the Social Democrats, though is not affiliated with a national party as Montecara is a non-partisan democracy.

He stood as a candidate for President of the Esquarian Community in April 2016 after the Social Democrats won a plurality of seats in the Esquarian Parliament election several weeks prior. He was elected President by unanimous consent on 26 April 2016.

Background

Torsièl holds a laurea and laurea magistrale in economics from the University of Montecara. He joined the Montecaran Union of Academics (UMA), a trade union, as a graduate student and was elected treasurer of the University of Montecara local in 1986. After graduation, he went to work for the union as an economist and was involved in negotiations with the Montecaran government over working hours and tenure during the 1990 general strike in Montecara.

After working for UMA's economics unit from 1987 to 1997, Torsièl was elected to represent the union at the Global Alliance of Trade Unions. He remained at this position until he was elected to the Esquarian Parliament in 2011.

Presidency

After his election as President of the Esquarian Community in April 2016, Torsièl embarked on a campaign to raise the profile and effectiveness of the Community, which despite its 25-year history had yet to enact what he called "fundamental pillars" called for by the Treaty of the Esquarian Community.

Esquarian Charter of Human Rights

Torsièl's first major project was the drafting and ratification of the Esquarian Charter of Human Rights, an instrument called for by the founding treaty of the EC but never actually put into place. He succeeded, with the Charter coming into effect on 7 August 2016 followed by two additional protocols regarding the regulation and abolition of the death penalty and economic, social and cultural rights.

Esquarian Summit participation

Torsièl became the first President of the EC to be invited to an Esquarian Summit when he participated in the 2016 meeting, a sign of the rising profile of the Community in international affairs. At the Summit, he called for increased international cooperation on preventing climate change, fighting terrorism, encouraging trade, and reducing stocks of biological and chemical weapons. His proposal for a global carbon tax, which proved too controversial for the Summit to adopt, was used as the basis for the EC's Climate Change Act 2016, which created a mandatory carbon tax and tariff for all Community member states.

Greenwich Area integration

Upon the disbanding of the Esquarian Union, Torsièl oversaw the transfer of the Greenwich Area to the Esquarian Community and received the original copy of its treaty from EU President Lilyana Paskaleva on 12 January 2017.

Namor association agreement

Torsièl worked with President-General of Namor Antelope Shohai to create the Namor-Esquarian Community Association Agreement, signed by the two presidents on 3 January 2017. This agreement brought Esquarium's most populous nation into association with the EC for the first time in history.
