The Stat of Elde or simply Elde is a Member State to the Union of the United Kingdom of Ahrana, as a member of the Union the Stat of Elde is a legal entity of Ahrana that is Federal Governed by the Confederal Government in Moskovo.

History

The land that is now the Grand Duchy of Elde was elevated to Ducal status in 1604 by the Monarch's Royal Council. The House of Chayka was on the Ducal Seat for 260 years before the Ducal Status was elevated again by the Monarch's Royal Council in 1864. At the time of elevation in rank among the other Member States of the United Kingdom of Ahrana to Grand Duchy, Elde was the only one to reach Grand Duchy, while others were either Dukedoms or Kingdoms. Elde was seen as a special area to the Ahranaian Imperial Crown due to the connections to the old times. The Dukes of Elde, however, had started to modernize the lands in the 1700s to help make the lands the crown jewel in the Ahranaian King's belt. The House of Chayka would rule the lands of Elde for another 41 years before the House of Elde would be placed on the Ducal Seat. The House of Elde would go on to rule the lands of Elde even after the Grand Duchy left the Union.

In 1912 the Nationalists came to power in the Government of Ahrana. Because of this change, the Grand Duchy of Elde and the Kingdom of Uppsund did not wish to remain a Member State of the United Kingdom of Ahrana while Nationalists held power again. Nationalists had gained power in the 1850s till the Monarch intervened and sacked that government in the name of Peace and Stability, however this time that would not be the case. In 5 June 1912 that the Nationalists declared the United Kingdom of Ahrana a Republic under the control of the Nationalist Government.

Since the independence of Elde the Government went on a rapid modernization effort to turn Elde into Modern Economy as well as Infrastructure and many other things, as the Ahrana went through wars and strife's and famines Elde was prospering. In the 1980s however the economy of Elde hit a crash and the entire system destabilized, aid came from Uppsund and Ahrana respectfully in hopes that everything would recover. It would take 12 years for the Grand Duchy to recover from the Market Crash of 1981. Since 1993 the Economy has gently met the demands that have been asked, and in 2002 it was announced by the Government that Elde had officially recovered and was on its way to beat what the economists thought was impossible. Since 2003 the economy has been ranked higher than Uppsund and Ahrana for eighteen years.


Government

The Stat of Elde is a Member State to the Union of Ahrana and therefore has the right, much like the other Member States of the Union, to have a Regional Constitution outlining its Government, Rights of the People, and whatever is not dictated to the Federal Government per the Federal Constitution. The Stat of Elde is headed by a Federal Appointed Governor-General, currently granted to the House of Elde, who acts as the representative of the Monarch in the Member State and holds not executive power. All Executive Power is invested in the Executive Council of Moskovo-Peterburi which is a Seven Member Council.

Governor-General

The Governor-General of the Stat of Elde is appointed by the Monarch, Federal Chancellor, State Councilor, and the State Parliament for a four-year term, this term is not capped on the length of appointment to office. The Governor-General by law cannot be affiliated to any Political Party while in Office, a Member of the Federal Government or Regional Government, besides the office of Governor-General. Within the Stat of Elde the House of Elde is guaranteed the Office of Governor-General unless the people of Elde vote the Duke of the House of Elde from Office.

The Governor-General holds no Executive Power but is purely a Ceremonial position. The authority the Governor-General holds are signing all Regional Laws into effect, heads the Regional Executive Presidium at the end of every year, opens the regional parliament on the behalf of the Monarch and the Regional Executive Council, and acts as mediator between the Federal and Regional Governments.

Executive Council

The Executive Council is a seven-member Council headed by a Council President that is rotated ever year among the Seven Members who in turn serve a Seven Year Term. The Executive Council is the sole Executive Authority in the Regional State and holds the authority to create and stop any legislation from being passed, with approval of the courts. The Council is the Regional Head of Government. the Council President is decided by who was in the Executive Council by length, meaning the most senior person in the Council is the President and is then rotated by that system.

Judicial

The Judiciary of the Stat of Elde is set up by the Federal Judiciary having three levels of courts at the Regional Level: Regional Supreme Court, Municipal Court, and City Court. Each of these three Courts are headed by a panel of three judges that are nominated by the Executive Council, veted by the Regional Parliament, and Elected by the People to a seven-year term renewable three times only.

Furthermore within Elde there are Judicial Jurisdications that have been allowed to remain within the Stat of Elde:

Constitutional Jurisdiction

The Constitutional Jurisdiction is headed by the Superior High Court which has Three Justices that head the Court, this Court is the highest Court in the land and is the only Constitutional Court in the Duchy. The Court only handles matters of Constitutionality and none other cases, the Constitutional Court may also intervene in any matter it deems Unconstitutional.

Private Jurisdiction

The Private Jurisdiction is divided up into three Courts, those being the Justice of the Peace, District Court, and Superior Court, which are headed by one Justice in each Court. Inside those Courts, there are smaller sub-Courts that help run the judicial process.

Social Jurisdiction

The Social Jurisdiction is made up of two levels, those being the Arbitration Council for Social Security and Superior Council for Social Security that is headed by One Justice Each.

Administrative Jurisdiction

The Administrative Jurisdiction is made up of the Administrative Council that is headed by one Justice.

Military Jurisdiction

The Military Jurisdiction is made up of the War Council, Court of Appeal and the High Military Court that is headed by One Justice each.

Foreign Relations

By Constitutional Law the Federal Government oversees the International Representation of all Member States within International Organizations, but the Member States do reserve the right to have Embassies and Ambassadors in foreign nations and International Organizations to work with the Unions Ambassadors. All Ahranaian Embassies have a Federally Appointed Ambassador and an Ambassador from Each Member State within that Embassy appointed by the Regional Executive Council. Furthermore, a Regional State may create treaties with foreign nations if it does not conflict the interest of the Federal Government or National Security for the entire Union.
