The Kingdom of Finium, also known as Randsrinnan and Great Brachlon, is a constitutional monarchy in Gaia. Most of the three million inhabitants speak Fritergic, though centuries of exposure to other Cardian cultures have had a strong influence on the nation and language. Finium is bordered to the north by Brilliania and to the south by the Sea of Pomoria. As a constitutional monarchy, Finium's head of state is the king, whose palace is currently in Hallsind, making it the capital. The administrative institutions of the state are all nominally part of the palace, but their main offices are variously located in the other cities of Finium such as Amirre, Untar, and Haurnsa.

Finium's valley regions known as Brachlon have been inhabited by pre-Hesurian peoples since the iron age. During the late 5th century, however, there was an expansion of Hesurian peoples from Erdara from which most modern Finians descend. Specifically prominent among the Hesurians who came to Finium were the Versanxii, the Rend (or Rennish), and the Metaxii. Finium was briefly unified by the Sargasons of Angpern, who led a coalition to resist incursions from the Iparinans of Hirteland. After the Sargasons lost power, however, Finium was divided by neighboring nations.

Finium today lags behind the rest of Cardia in economic development and political freedoms, in a large part due to corruption from drug cartels and an extant aristocracy that controls much of Finium's private land. Despite consistently failing to reduce widespread poverty or combat patronage in the government, Finium is still viewed by many as a romantic, feudal country and thousands of visitors stay at restored castles or travel the Brachlon region every year.

History

Geography

Finium is divided into two regions roughly north and south of Lake Kust. The Brachlon valley is a glacial valley with the Hirteland moraine to the west and the Lartan ridge to the east. The main river of the area is Gulthaderes, which is also the name of the river basin that feeds it. The Gulthaderes is fed by many springs to the east and west and is susceptible to flooding, though centuries of human habitation have greatly reduced the threat of flooding. The immediate vicinity of Lake Kust and a greater region to the west and south is wetland. East and west of Lake Kust is a coastal plain that encompasses the regions of Metaxy and Evinnovinne.

Finium ranges from a dry summer climate in the south to a temperate continental climate to the north.

Politics

Finium operates as a constitutional monarchy, officially within the Cardish model of kingship. The historical position of "Anx" among the Hesurian migrants, however, has continued to influence the state unofficially. The Royal Court is the official government of Finium, which is composed of a milieu of dignitaries and functionaries. There are many ceremonial posts which exercise discretionary or advisory powers over government offices. For example, the Royal Avenor is a constitutionally undefined office with traditional authority over the king's stables. The modern Avenor is now a semi-retired senior member of the civil service who can provide legally qualified advice to public servants on the administration of depreciating assets. There are many comparable offices with specific advisory capacities called "Nestabre" (translated as niche vermin or nest rats), most of which are appointed by the king through consultation with various bodies.

The two most important members of the Royal Court are the Kunthstian or "Proclaimed Officer", who represents the interests of military veterans and members of legally recognized paramilitary organizations, and the Hauhstian or "High Officer", who is the popularly elected chief executive officer. The primary responsibility of the Hauhstian is to refer matters from the Royal Court to the Allsthing, the publicly elected legislative body of Finium. The Hauhstian almost always refers issues to the Allsthing when requested and may occasionally refer issues of his own discretion. The Hauhstian is therefore often considered the intermediary or auditor if the Nestabre.

The Hauhstian, as the head of government, is the origin of most of Finium's legislation. The Haustian requires both royal assent and the confirmation of the Alathing. The Alathing is single legislative body of Finium and has the power to oversee the administration of government and to pass laws. The Alathing also has the power to hear petitions when they are referred to that body by the Haustian.

Military

The armed forces of Finium are organized under the Kunthstian, who is the command-in-chief, and is composed of the army and navy, each of which also has some limited air capabilities. Service is entirely voluntary, except for criminals who may be ordered to military service as punishment for a crime. There are about 3,000 members of the navy, who operate coast guard operations and also assist in search and rescue operations around the Pomorian Sea. There are approximately 3,000 active service people in the army, who most perform reservist duties along with the 5,000 reservists.

In addition to the regular military forces of Finium, there are over 240,000 members of paramilitary and chivalric militia groups, many of which predate the modern constitution. Unlike the legal military of Finium, some of these organizations are not tied to the monarchy, which is the central constitutional body of Finium, but are instead related to some self-defined code. The Kunthstian represents these groups in government, but is not their commander-in-chief, except for the Warden Warriors. The Warden Warriors claims over 100,000 members and is an organization exclusively for veterans--they have a very strong impact on national politics.
