The first character of the PPC indicates the specific region that is concerned, while the number points to the Prefecture Postal Center that is administered by the Qwehyongine Republican Postal Service.

Receiving PPC Code

The Receiving PPC Code is the Code that is listed on a ticket. Unlike the Delivering PPC Code, it is not listed on a parcel label, which only contains the Delivering PPC Code. The tickets that the delivering Prefecture Postal Center has after processing a package is used purely for delivery purposes. While in transit, if the parcel is delivered to another Prefecture Postal Center that is not the destination, another parcel label containing the second PPC Code will be placed on the parcel.

Verification

The Verification Code is a Code that is listed on a ticket that is issued only to the Prefecture Postal Center. The person sending a package out will receive a ticket with the Delivering and Receiving PPC Codes but will not contain the Verification Code. This was done under the Nhiếp Guarantee and further reinforced in the 1992 Prefecture System creation in order to prevent third-party or private delivery companies from gaining any sort of ability to use Prefecture Postal Centers and to make companies and individuals use the Qwehyongine Republican Postal Service.

Special Cases

Due to the Triệu Island's somewhat autonomous nature, most domestic parcels that transfer from prefecture to prefecture in Trieu Island normally do not contain or require a verification code, despite being in violation of the Nhiếp Guarantee and Qwehyongine Republican Postal Service Guidelines. This is due to the Qwehyongine Republican Postal Service being used much less than third party and private delivery companies.

There are a total of 22 Regions that are recognized by the Qwehyongine Republican Postal Service. Regions are listed alphabetically and their prefectures are listed afterwards by numerical order dependent on their alphabetical order. The lowest value possible is C01 (An Phú Prefecture, Cửu Long Region) and the highest possible value being Y07 (Vũng Liêm Prefecture, Yêu Island)
