Introduction

Background

On June 17, 2015, Queen Safa Nieves of Serman Island was overthrown and replaced by a provisional government composed of members of the Committee of Safety. The Queen's Head Advisor (Sir Theodore Cameron) conspired with the citizens of the island nation to overthrow the monarchy. After the overthrow, Lawyer Rayyan T. Ford, a citizen of Serman Island, became President of the Republic when the Provisional Government of Serman Island ended on July 4, 2015. Controversy ensued in the following years as the Queen tried to regain her throne, with factions seperating between the President and the Queen. A civil war eventually broke out, with both the Western Palace -the palace used by the Queen as a summer retreat previous to the coup and as permanent residency prior to the civil war - and the President's Mansion being destroyed, along with a lot of the nation's infrastructure. In the remnants of the Republic, the factions soon made a compromise and each sent a delegate to what remained of the original Palace.

The Convention lasted about 2 weeks and after a lot of debating, created a Federal Republic of 4 States that would elect a Governor-General to oversee the Federation and appoint advisors and Federal department chairs. Each of the states would also elect a Governor of their state who would act as the state representative and help to form National Laws, as well as to act as the Governor of their independent state, overseeing their state and appointing advisors and State department chairs. Each state was also to create a legislative branch within their constitution before they would be accepted into the federation. There were no strict requirements created at the convention on what the legislative bodies had to look like, expect that they had to be elected and that they had to serve equal to the Governor.

It took a year for all 4 of the states to ratify a Constitution, but on July 4, 2020, the state of after the Convention was held, the State of Winneth ratified their, officially ending the ratification of the 4 states into the Federation.

On August 1, 2020, the Federal Republic held their first election for Governor-General, a direct election that saw only 2 candidates emerge. One was Republic-President Rayyan T. Ford, and the other was Mark Cameron, the son of Sir Theodore Cameron. In a close election, Mark Cameron became the first Governor-General of Newolo, a name chosen to represent the new beginnings of the nation.

On January 1, 2021 Mark Cameron signed the Treaty of the Free, an agreement between the Federal Government and the Native Peoples of the Island, that created the Free Territory of Whithersia and allowed in to be an Incorporated Territory that would receive all of the benefits of the Federal Government, but would not have a Governor represent them in the Governate. Rather the Free Territory would be directly overseen by a Department Chair appointed by the Governor-General. The Free-Territory however would also not be bound by the requirements of the Federation's Construction as it wasn't becoming a state of the Federation. Therefore it was not required to have a legislative body, and it was allowed to create currency, declare war and train its own army, however, it had to submit any such plans to do so to the Department Chair for approval.
