Jesús Raul Fonseca de Santos, known simply as Raul Fonseca, is an Auratian politician and economist currently serving as the Chief Director of the Global Institute for Fiscal Affairs (GIFA). Previously Fonseca was the 38th president of Auratia, having served from 2008 to 2015.

Fonseca was born in Villadad, a city in the Auratian state of San Esteban, and was raised in an upper middle class family. Fonseca attended the University of Puerto del Rey. While in Puerto del Rey, Fonseca married Bia Freire, who was training to become a nurse. At the University of Warminster in Estmere, Fonseca received a PhD in economics and became an economics professor. Fonseca served as an economic advisor to the Commonwealth Bank leadership and helped formulate the bank's policies following the Auratian economic crisis. Fonseca became the University of Puerto del Rey's President in 1996. He was the third longest serving president of the institution until he was selected to become president of Auratia, a mostly ceremonial role. He was invested on 2 April 2008.

As president, Fonseca would preside over the leadership of Premier Walter García and would see the first two years of incumbent Premier Germán del Caserío until Fonseca's term ran out in 2015. Fonseca would return to working at the University of Puerto del Rey until he was selected to become the Chief Director of the GIFA, the position he holds today. He is the first Auratian to hold the post. As the head of GIFA, Fonseca represented the institution at the 2020 IES Baiqiao Summit.

On account of his position as leader of GIFA, Fonseca is among the most recognizable Auratians internationally.
