Rhaga is the capital of Emmiria and the 2nd largest city in the country after Hazarabad. With a population of 14.8 million residents in the city and 24 million in the larger metropolitan area, it is generally considered to be one of the most populous cities on Iearth, as well as one of the most populous city on the continent of Adula. It is downriver on the Hayr River from Al-Makkah, the holiest site in Islam. Destroyed and rebuilt multiple times throughout history, most recently in the Barretoan Wars and Zanjana War, Rhaga became the capital of Emmiria in 1933 after it was moved from Hajaria in a move by the government to centralize the administrative aspects of the country and be closer to significant Islamic cultural sites.

The city is the center of national government, economic, cultural, and historical centers. The Emmirian Consultative Assembly, National Museum of Emmiria, Emmirian Armed Forces Headquarters, and the Bank of Emmiria are all located within the city. Rhaga has an international airport (Amjad al-Shahin Airport), a domestic airport (Rhebaan Airport), a central railway station, a rapid transit system, Rhaga Metro, a bus rapid transit system, trolleybuses, and a large network of highways. Plans to relocate Emmiria's capital from Rhaga to another area, due to air pollution and earthquakes, have so far not yet received approval.
