The Sergyar Gendarmerie Corps (SGC) is the constabulary force of the Empire of Barrayar on Sergyar. The Director General of Police Services Sergyar is subordinate to the President of Department of Public Security for discipline and organizational tasks and and to the Viceroy of Sergyar for operational and functional duties.

The SGC is as a result of two different approaches. To some extent it has a quasi-military ethos, with barracks, lethal weapons, a marked class distinction between officers and men, plus an uniform resembling a military uniform. However, it also follows civic police forces on the Northern Continent or on Komarr in using non-military ranks. The SGC is trained for police work, not war, and is not prepared to take on counter-insurgency duties.

The Gendarme is a sort of "defensor pacis", whose primary mission is to "keep and mantain the peace", the tranquillity and good order being the primary values, as relevant as enforcing law and fighting crime. Moving in a relatively friendly environment, Gendarmes must protect the natural liberties of faithful and loyal citizens: a suspect in custody remains innocent until proven guilty, and problems are solved using the Imperial legal system, where the rule of law is strictly enforced. Therefore Gendarmerie virtues and values are focused on iron discipline. However, the Gendarmerie is all but a "community police" force: its values, strategies, policies and world's views are typical of a "king's police", and Gendarmes' respectful manners are strictly limited to a non-political situations and to peaceful contexts.

Mission

A definition of the missions of the Sergyar Gendarmerie Corps is given by its Satutory Law: «The Imperial Gendarmerie contributes, on the whole territory, the guarantee institutions, the maintenance of peace and public order and protecting persons and property». In particular, the Sergyar Gendarmerie Corps is tasked with:

  • Security of spaceports and airports;
  • Anti-terrorism service;
  • Fight against drugs, organized crime and large economic and financial crimes;
  • Maintenance of public order;
  • Crowd control and other security activities;
  • Fight against urban violence and petty crime;
  • Traffic security and safety
  • Urban and rural policing;
  • Criminal investigations under judiciary supervision;
  • Sea and port security duties.

The Gendarmerie performs guarding government buildings and offices (in cooperation with the Internal Troops).

Veichles and equipment

Gendarmerie license identification codes begin with "SGC" (Sergyaran Gendarmerie Corps) and for traditional reasons Gendarmerie patrol cars are called "Hawks". Organization

The Sergyar Gendarmerie Corps is organized according to two basic criteria: territorial division and functional division, which interact with each other. Commands and Services manage the coordination of all functional specialties of the Gendarmerie, and the Territorial Commands are intended to coordinate the peripheral articulations of the majority of specialities.

Central Presidium

At the top of the Sergyar Gendarmerie Corps, there is a Central Presidium. It is the control, coordination and control body of all activities of the Corps. The Central Presidium consists of the Director General of Police Services Sergyar, the Deputy Director General of Police Services Sergyar and the Chief of Staff, together with the secretariats involved and the Central Committee of the Sergyar Gendarmerie Corps.

Director General of Police Services Sergyar

The Director General of Police Services Sergyar is selected in the following categories:

  • SGS officials ranking Inspector General;
  • Imperial Service officers ranking Major General/Rear-Admiral;
  • State Councillors, 2nd class;

The primary responsibility of the Director General, under the supervision of the Viceroy of Sergyar, is to exercise direct command on the Gendarmere, in particular by directing, coordinating and inspecting the corps, managing the acquisition, use and maintenance of human resources, materials and techniques necessary to achieve the goals of the Corps and interacting directly with the administrative authorities and public or private subjects. The Director General has the rank of State Councillor, 1st class, superordinate to the Inspectors General of the Sergyaran Gendarmerie Corps.
To carry out his/her functions, the Director General is assisted by three Deputy Directors:

  • First Deputy Director General - Vicar: is considered the first of the deputies and is responsible to replace the head if he/she is prevented;
  • Deputy Director General - Criminal Police Director: directs all investigations of criminal and judicial police;
  • Deputy Director General - Security Police Director: is the SGS terminal for all security activities.

Corps Staff

The Corps Staff is commanded by First Deputy Director-General - Vicar, assisted by the Deputy Chief of Staff. The Chief of the Staff directs and coordinates the work of various departments, submits to the Director-General the various issues, giving relevant particulars of the proceedings and decides the ones for which he or she has been delegated by the Director General.
The SGS Staff is divided into five units:

  • I Unit - "Force Organization": with control and address functions in organization, training, personnel government, disciplinary matters.
  • II Unit - "Use of Force": with control and address functions in operations.
  • III Unit - "Communications" with control and address functions in the telecommunications.
  • IV Unit - "Logistics": with a managerial role in forces support sector. The general planning of the logistics of the Central Presidium is made by Logistics here, while the Gendarmerie Logistics Command performs the activities.
  • V Unit - "Budget Planning and Control": with administrative and financial functions.

General Secretariat of the Staff

The General Secretariat is the department of the Corps Staff dedicated to matters that are not competence of any other central or peripheral structures of the Sergyaran Gendarmerie Corps. It is responsible for all matters in which the Director-General is involved. It depends directly on the Chief of Staff, but is a parallel body to the Staff itself.

  • Press Office: the Press Office deals with press releases and public relations.
  • Administration and Careers Office: the Office is responsible for all matters of career and awards, medals and decorations awarded to men of the Gendarmerie.
  • Services Office: the department provides financial and other assistance to SGS members who suffer material losses for causes of service. It also provides loans to officers who need money to buy uniforms and equipment, and in some cases, pays their debts.

Central Committee of the Corps

The Central Committee has the function of advisory organ for the Director General. The Central Committee expresses its mandatory but not binding opinion on organization, recruitment, training and operations, planning and budget, use of personnel, allocation of human, economic and technological resources, coordination and organization. The Director General, on its own initiative or other members, may submit to the Central Committee any other matter of great interest. The committee is composed of:

  • The Director General, President;
  • Deputy Directors General;
  • All Inspector Generals, Members;
  • Two Deputy Inspectors General, appointed by the Viceroy, Members;
  • A senior officer and four junior officers, employees with administrative tasks.

The Central Committee also administers the accessory financial organ of the body, the Gendarmerie Corporation of the Family Support.

Gendarmerie Corporation of the Family Support

The Gendarmerie Corporation of the Family Support is a non-profit private entity, devoted to social and family support of the Gendarmes. The mission of the Coropration is to identify and develop timely solutions to the social needs of the family of Gendarmes, not covered by the institutions, and that are feasible to realize in terms of resources and technologies available for the Corporation itself.

Resources, Evaluation and Strategy Division

The Resources, evaluation and strategy Division (RESD) is a Division within the Central Presidium which isresponsible for the development of the doctrine and strategy of the Gendarmerie. It develops, coordinates and implements human resources policies, resources, and training. The Division also provides management control and technical control of the central and territorial articulations. It collects, uses, analyzes and disseminates statistics on crimes and offences recorded by all the Sergyaran Gendarmerie; RESD also has the task of operating as liason and transitional unit between the Central Command and the Administrative Service. Resources, evaluation and strategy Division includes four bureaus:

  • Central Bureau of Studies and Foresight
  • Central Bureau of budget and logistics;
  • Central Bureau of Personnel and Readiness;
  • Central Bureau of Technical control and Performance monitoring;

Central Inspection Bureau

The Central Inspection Bureau depends solely on the Director-General and is responsible for checking execution of orders and directives of the Viceroy and the head of the Corps, reporting on the activity of the peripheral organs of Public Security, checking the efficiency of services and proper asset management and accounting and watching safety and health at work.

Administrative and Legal Service

The Administrative and Legal Service is concerned with the economic and organizational issues of legal, bureaucratic, disciplinary, judicial, and so on. The Administration and Legal Services is responsible for administrative management of each unit and the whole Corps. Administrative and Legal Service officers in commands and units serve as:

  • The Head of Administrative Services reports directly to the Commander
  • The Head of Financial Management
  • The officer in charge of the Catering and Legal Platoon Commander

The functions of the Service are expressed at the management level, management and inspection and are summarized in the administrative and logistical support aimed at ensuring the best quality of life in the military, whether in garrison, in practice, or operation, national and abroad.
In particular, materials logistics activities carried out by means of study, research and technical development in the areas of catering, clothing, equipment, and in the barracks and general services. The ALS personnel ensures administrative units and departments of the Corps, ensuring the regulation of remuneration and the number of staff and advises legal and legal-administrative control of the bodies. National Administrative Centre

Gendarmerie Logistics Command

The Gendarmerie Logistics Command, together with its subordinate units, provides logistics support to the Gendarmerie units; this Command executes activities of supply, storage, delivery, maintenance and renovation of the authorized materials. The Logistic Command meets the logistical needs of the Gendarmerie, in liaison with other commands in matters within their own competence. The Command also conducts monitoring and analysis of assets and new technologies on the market, serves the needs of the Gendarmerie, ensures a pprovvigionamento, administration and management of all resources and performs activities related to the needs of personnel accomodation. Under the Logistic Command are the following central Services:

  • General Affairs and Planning Service (GAPS)
  • Management, contracts and supplies Service (MaCSS)

The transporting facilities of the Command are used for delivering the supplies to the relevant units and the goods purchased by the various commands are conveyed to the relevant units with the fleet of that Command.

Central Office of Security Police

The Central Office of Security Police (COSP) is the unit attached to the Deputy Director General - Security Police Director tasked to support him or her to implement the coordinate the Sergyaran Gendarmerie Corps with the security and intelligence organization of the Empire, in order to ensure the SGC compliance with the national security strategy. A secondary but still important task of Central Office is to maintain coordination relationships with the Central Department of Criminal Police.

Territorial Control Service

Central Department of Criminal Police

The Central Department of Criminal Police is the central unit that implements the coordinated and comprehensive analysis of the activities developed by the investigating bodies of the Gendarmerie; this ensures the uniformity of the investigative and operational activity, and the rational use of available resources in the fight against crime. The Central Department depends on the Deputy Director - Criminal Police Director, which provides links between it and the other departments. The Central Department also ensures the flow of information between all detective and/or operational units of the Corps.
The Department has among its tasks the coordination of investigations at the planetary level, with particular reference to the capture of the most dangerous fugitives and mafia-type criminal organizations. In order to fulfill its tasks, the Cenral Department of Criminal Police is further subdivided into four branches: of these, the Central Operational Division and the Crime Analysis Unit are the largest and most important, while the two central offices perform a support role to COD.
An important feature of the Central Department of Criminal Police is that the Department has several specialized units, which cover the same areas of certain other major commands: in this case, these units act in a double way. On one hand, they operate as link between the Central Department and the corresponding command: for example, the (central) subdivision which deals with environmental affairs act as a permanent link and liason with the Forestry Command, allowing the flow of information and operational guidelines and "suggestions" towards the relevant Command and providing it of Central Department-elaborated analysis; on the other hand, these units represent the media through which the "functional command" (in this example the Forestry Command) submits to the attention Central Department major cases, requiring a wide and co-ordinated effort.

Office of General Affairs

The Office of General Affairs encompasses skills working directly with the Director of the Criminal Police. It consists of a staff that has the task of coordinating and linking the various activities of the Central Department developing programs and acts as a coordination and liaison for all thoseinvolved Department. The Office of General Affairs plays a general direction role, in order to ensure the common essential services related to logistics management, staff training and professional development.

Central Operational Division

The core of the Central Department is represented by the Central Operational Division, which in turn is organized into a Secretariat, with organizational functions, some Central Bureaus, providing specialized services, and several Central Sections, mirroring the Chancery detective units, in order to ensure ready and steady linking work. Each Central Section consists of three echelons: detectives, analysts and liasion officials; the latter ones take care of the linking work, both between the other offices of the Corps and between ministerial facilities. Sections are:

  • Antiextortion
  • Offences against the person
  • Crimes against children and sex offenders
  • Crimes against property
  • Offences against the Public Administration and Tax - Tax Police and Custom Service
  • Widespread crime
  • Fugitives.

Each Central Section consists of a Chief (a senior officer), three Deputy Chiefs and between 40 and 60 gendarmes.

Central Antidrug Services Bureau

The Central Antidrug Services Bureau (CASB) is an organization within the Central Operational Division through which the Director General implements the directives issued by the Government of the Empire for the prevention and control of trafficking narcotic drugs or psychotropic substances. The Bureau is the ultimate beneficiary of all information and data on the drug. The Bureau coordinates investigations on a planetary scale, acting as the planetary partner with other agencies of the Empure of Barrayar.

Central Firearms and Explosives Bureau

The Central Firearms and Explosives Bureau (Ce.F.a.F.B.) is an organization within the Central Operational Division whose responsibilities include the central investigation and prevention and investigation co-ordination of offences involving the illegal and violent use, manufacture, and possession of firearms and explosives. CEFAFB, as a bureau, consists of several different Offices, each having its own respective role, commanded by a senior officer. The Central Bureau interacts mainly with the Environmental Investigation Service and, within the EIS, with the Central Investigative Section of Environmental-Forestal Police (CIS-EFP), which is the counterpart within the Gendarmerie Forestry Command.
From the organizational point of view, the Central Bureau consists of a Bureau Command, an Investigation Department and a Environmental Analysis Centre. The Investigation Department is divided into several sections:

  • A Central Operational Section, which has essentially investigative tasks in investigations broader expressions concerning environmental crime particularly large or international aspects;

Crime Analysis Unit

Chancery Command
