Antawaylla Arotinco Ñaccha (July 13, 2095 - May 29, 2184) more commonly known as Tawa Arotinco, was a Carinansian politician, judge, and lawyer. She was kidnapped on March 13, 2184. She remained missing until over two months later, when her corpse was discovered in the northern Altiplano in May 2184. Her body was exhumed and placed on display in the Central Square of Nojawa, and used to justify three raids against the HLST, and a bombing campaign over the La Plata mountain range to kill all guerrilla soldiers, ending the tensions by passing a Haiyato Investment Act and Platencia Investment Act later that year.

As President, she was elected on a small electoral plurality of 3.1%, with 47.8% of the popular vote against Orlando Aguila. She began her term with high approval ratings, peaking at 64.2%. She adopted a decentralised approach regarding her administration, appointing various technocratic cabinet members. She convinced the Union Socialist party leadership to also appoint meritocratic candidates to party-lists, initially resulting in poorer performance in local elections, but which quickly resulted in more state legislators and provincial councilors from the party. An unexpected global economic slump triggered by the 2155 eruption of Mount Nokanigan in Aurelia, resulted in temperatures in Carinansia falling by an average of 7 degrees lovett, causing poor agricultural performance and global food shortages as Arotinco temporarily prevented all foodstuff exports.

Government food supplies had been mostly sold during the first term of Julio Serrano to inflate the government revenue stream, with only sufficient food for 7 months of domestic consumption instead of seven years as is legally required. She had been attempting to replenish it since March 2154, but subsidies granted to corporations had been predominantly used for stockholder dividends, and minimal progress had been made. She was blamed for this, and her approval ratings began to rapidly decline into 2156. National tourism numbers fell drastically during this time, harming many local economies across the country. Before the 2157 election campaign, Julio Serrano secretly convinced Bitencourt International, Co. to back him in his planned Foodstuff Act in exchange for not cooperating with Arotinco, resulting in a massive failure in her Rebuild Farms Initiative.
