The Federation of Arenor was the political process in which the Arenoran countries of Arenland, Oritanth, Schaltenkuut and Galdsilten agreed to federate and establish the Commonwealth of Arenor, creating a system of federalism in the Arenoran Isles. The last member to join the Commonwealth was Nort-Offeat, a partioned state of the former Kingdom of Offeat which was divided by the Vogoci Agreement to resolve the concurrent Offeat Troubles. Each member state retained their original systems of government and legislatures, but agreed to the formation of a federal government tasked with managing the general affairs of the nation as a whole. The Commonwealth was officially founded on 2 August 1934 with the ratification of the Constitution of Arenor.

The concept of a united Arenor was popularized by the Arenoran general Hansa Arrentau who in 987 united the five islands to repel an invasion by foreign militias. Since then, the Arenoran Question became a key topic among politicians, philosphers and legislators. Formal discussions of federation only began to arise after the passage of the Arenkau Pact, signed in the aftermath of the Fifth Arenland-Oritanth War, which established a national framework of co-operation among the nations of Arenor.
