The Council of Ministers of Marirana (Etrurian: Governo della Marirano) is the executive government of the Federative Republic of Marirana. It is led by the prime minister and composed of six senior ministers and nine junior ministers, known as secretaries of state. Ministers lead governmental ministries whilst secretaries lead secretariats which have more specialised roles than Ministries.

The government consists of six ministers and nine junior ministers, known as secretaries of state. The entire fifteen member government is chaired by the Prime Minister. A smaller and more powerful executive body, called the Council of Ministers is composed only of the senior ministers, though some Secretaries of State may attend Council meetings and is chaired by the president rather than the prime minister.

The current government was formed by general Enzo Alfano in 2016.

Composition and formation

Members of the government of Marirana are appointed by the Prime Minister of Marirana with the approval of the President. Following the selection of ministers and secretaries the government as a whole is placed to a confidence vote to both houses of the Parliamentary Assembly. If the government fails to get the approval of the House of Councillors the government is not inaugurated; if its fails to get the approval of the House of Senators the president may request the prime minister to submit a new cabinet. If the House of Senators rejects the cabinet again but the House of Councillors approves the cabinet the House of Councillors vote takes precedence. If the president vetoes a minister but the House of Councillors votes in favour of such a candidate the House of Councillors choice takes precedence again except for the position of Prime Minister, where the president's selection always takes precedence. If the government loses a vote of confidence in the House of Councillors the entire government resigns and the president must appoint a caretaker cabinet until the House of Councillors can approve of a new cabinet.

The government itself is composed of ministries and secretariats, which the president can create with executive orders. Under Giorgio Macciocchi the government maintained 6 ministries and 9 secretariats. Lorenzo Occhetto maintained this number, but replaced the Secretariats of Development and Privatisation and Business relations, Industrial Strategy and the Environment with Environmental Protection and Indigenous Affairs and Reconciliation.

Several officials - the Chief of Staff to the Presidency, President of the Federal Bank of Marirana, Chief of the Joint Chiefs of Staff of the Federal Armed Forces of Marirana and the General Commissioner of the Federal Police Force - are not official members of the government but are permitted to sit in government meetings of both the wider cabinet and the council of ministers. These officials are all directly appointed by the president rather than the prime minister.

To be appointed a minister one must retain Mariranan citizenship, have had permanent residency in Marirana in the past five years and be over the age of 18. Ministers cannot also sit in the parliamentary assembly - often during elections ministers are placed on proportional electoral lists but do not take their seats if their coalition enters government. Serving members of the military and priests are banned from holding public office, which means neither can serve as ministers.

The prime minister can appoint any number of deputy prime ministers as long as they head a ministry. Usually due to the coalition governmental system of Marirana deputy prime ministers are chosen from coalition parties and ministers picked accordingly. If the prime minister is incapacitated the president may appoint one of the deputy prime ministers to serve as acting prime minister.

Functions

The cabinet collectively acts as the executive government of Marirana. Ministers and secretaries collectively draft policy which are sent for approval by the Council of Ministers and then tabled as parliamentary bills to the parliamentary assembly to be voted on. The Council of Ministers is responsible alongside the presidency for setting the direction of government with secretaries only being delegated responsibility over their assigned portfolio.

The government meets twice a week; one meeting of the council of ministers chaired by the president and one meeting of the government as a whole chaired by the prime minister. The majority of governmental work takes place within ministries and secretariats with presidential oversight. The prime minister officially determines the hierarchy and structure of ministries and secretariats although de facto this responsibility is handled by the ministers and secretaries themselves. Ministers must twice a year (once in the spring and once in the autumn) must submit to the Ministry of Finance and Public Credit a budget for the year. The president, prime minister and finance minister can subsequently adjust the budgetary suggestions as they please. Ministers are subject to individual ministerial responsibility but this does not apply to secretaries.

If a president is impeached by the parliamentary assembly but the impeachment has not been approved by the constitutional court the cabinet collectively exercises the powers of the presidency.

Current Members

The Alfano cabinet consists of six ministries and nine secretariats. There are three deputy prime ministers (the foreign affairs, finance and public credit and interior ministers).
