Hugh Zerafa, 1st Baron Rabat, HC CCSL (Hughes Sébastien Guilhem Zerafa; 1 September 1960) is a Sydalene politician who has served as a Senator within the Chamber of Peers since 1998. He was re-elected to the Chamber of Peers in legislative chamber's first election in August 2018. From 2013 until 2017, he served as Minister for the Yarden Valley.

Rabat is the only child of Princess Elissa of Sydalon and commoner Konstantinu Zerafa. His parents were unmarried at the time of his birth, causing his mother to be ostracized, and later expelled from court by his grandmother Queen Elissa IV, from which he was also banned. Rabat was raised by his father until the age of 10, and was eventually brought into the household of his maternal uncle, Jordan, Prince of Petra. He was educated at Lyceu ta'Aradia, in Ostracine before he joined the Sydalene army at the age of 17. In 1983, he married Liena Ghio, they have two children. Before leaving the army, he achieved the rank of Sergeant.

In 1998, Rabat was appointed Lord Constable of Sydalon by King Jordan IX, where he oversaw the King's anointing. Later that year, he was ennobled as Baron Rabat. From 2007 until 2013, he served as Captain-General of Ascalzar.
