Virtually all decisions that affected Prybourne are required the approval of the Grand Nagus, whose power are supported by the Prybourne Bill of Opportunities and backed by the First Clerk and Prybourne Commerce Authority. The Grand Nagus possesses the ability to appoint a Grand Proxy to act in her name in matters which she was unable or unwilling to deal with personally. A Nagus can also overrule the decisions of the National Board of Executives.
