The Kirigakure Network (Japanese: 霧隠れ 通信網, Kirigakure Tsūshinmō, hidden mist communication network), or simply the Network, is publicly a subsidiary of the Ramadhan Family responsible for media and communications, as well as espionage. Secretly, this Amenrian Noble Family an independent, apolitical organization which carries out surveillance and less savoury actions the Ramadhan Family couldn't or wouldn't dabble into, with their motivation being "the general interest of the country and it's people".
Overview
The Kirigakure's symbol, the spider, is a good analogy the group. The spider has many eyes, providing it with great vision of the things around it. It has many, long legs that could reach far and grab prey closer, or help it scutter away into any cracks or crevices. It weaves a web that can sense the slightest movement in the air or catch unsuspecting enemies. It's fangs, sharp and venomous, are ready to cripple any enemy in a moment's notice.
History
Early history
The Kirigakure Network started as a band of ninjas led by Kirigakure Saizo in his service as one of the Sanada Ten Braves, for an unknown span of time. Even then their loyalties shifted from clan to clan, swearing loyalty to the Toyotomi Clan after a failed assassination attempt of Toyotomi Hideyoshi, only to switch to the Tokugawa Clan by 1582, under the leadership of Hattori Hanzo. He served as Grandmaster until his death and was succeeded by his son, Hattori Masanari. Masanari was deemed both corrupt and inept, and in 1606, the Kirigakure rebelled against him and began to delve deeper into secrecy. The Kirigakure publicly sent men to serve under the Tokugawa Shogunate, with the rest of the Network returning to it's roots as an independent agency until the Shogunate's collapse.
Second World War
By the Second World War, the Kirigakure was split between four cells. One infiltrated the Yakuza, posing as an organization known as the "Nikkyo Consortium", the top-secret, covert operations subsidiary of the Tojo Clan, one of the two rivaling Yakuza Clans at the time. The other three branches infiltrated the Japanese government, the Zaibatsu, and the general populace. The split was done out of pragmatic reasons instead of philosophical reasons, and the four cells continued to work together.
