Paenitentium Legionary Prison is the highest security incarceration facility in Tarsas. It is a Supermaximum security facility and holds both military and civilian prisoners. It is equipped with a civilian wing and a military wing and each wing is ran by a separate state authority. Overall security of the prison falls to the Imperial Legion and no civilian guards are currently on staff at the prison. Construction began on the facility on 2007 and completed in 2013. Eventually, all of the supermaximum security prisoners will be transferred here when the facility is complete in December of 2014.

Location

The location of the Paenitentium Legionary Prison is Endar Island, located in southern Tarsas. It is a couple hundred kilometers from the mainland and the only way to get there is by air or sea. A twelve kilometer exclusion zone was declared around the island around the time the prison opened there. A measure was approved in 2006 one year before construction started on the prison to purchase the island and its one community, Endar Village, from the inhabitants for eighty million harkans, which would be distributed evenly between the one hundred inhabitants. It is 7 kilometers long and 4 kilometers wide.

Facilities

The Paenitentium Legionary Prison consists of two wings, each capable of holding 2,500 inmates. Each wing has six underground cellblock sectors that consist of 208 single cells and 209 two person cells. The prison complex features the Black Wing, the Civilian Wing, the Military Wing, the execution wing, and a communal guard building. A dual electrical razor wire fence followed by a twelve feet concrete wall blocks off what is called the inner sector. Outside of the wall sits the medical facility and the barracks as well as the command center for the prison. This is further fenced off by another fifteen foot fence that surrounds the entire complex.

Civilian and Military Wings

The basic wings of the prison are where the majority of the prion population resides. They contains six cell blocks of 417 cells each with a control tower. The blocks were designed in a large cylinder shape with multiple levels of cells. A single tower in the center serves to overlook each block. All cell doors are electronically controlled and must be opened from the control tower. Blocks contain a communal dining area and yard for prisoners to go into each day. Cells are only opened for a three hour period each day and prisoners must spend most of their time in cells. The cell blocks only have one exit, which can be sealed off in an emergency by a large steel partition that lowers itself over the door. The door to the control tower can also be sealed with a regular sliding cage that lowers over the door.

For containing riots, the ventilation can be pumped full of sleeping agents designed to slow rioters down, if not put them out completely. Individual cells can also be sealed and gassed to permit better control of those inside. For containing fights and riots, the prison is designed where the guards never have to leave the sealed tower. The bullet proof glass windows can be opened in several places with enough room for weapons to be aimed out at people below. Usually, this simply consists of a weapon with rubber bullets or a tranquilizer gun being fired at a particularly rowdy prisoner to break up an altercation. If necessary, deadly weapons can be fired down on those below. The system is designed where guards never have to expose themselves to the prisoners except for when all cells are secured and a prisoner needs to be transferred or released.

The Civilian Wing of the prison contains civilian prisoners and organizes them in cells based on crimes. Inside the two person cells, crimes are generally grouped together also. This wing is generally the most populated since Paenitentium is scheduled to hold all of Tarsas' supermax prisoners by 2015. The military wing is generally less populated and often allows its cell blocks to be used for civilians when necessary. Military offenders convicted by a tribunal in a court marshal are held here. There are normally not enough supermax military prisoners to fill even one cell block.

Execution Wing

Located in the left hand corner of the inner sector is the Execution Wing. This wing has an underground block of one hundred and fifty basic cells and twenty solitary confinement cells. The solitary confinement cells are another floor below the regular cells. Prisoners who have been sentenced to the death penalty are housed here until their appointed execution times. Those who are not deemed dangerous enough for solitary confinement can receive visits from family and friends to say final goodbyes before they are executed. The Execution Wing has a high security guard control room inside of the cellblock instead of outside of it. This is so that prisoners can be watched in case they attempt suicide. A religious exemption from a priest must be given in order for a prisoner to be allowed to commit suicide.

The execution building is located above ground and is utilized to execute prisoners in whatever way their sentence deems fit. The only allowed forms of execution are lethal injection, sniper execution, or to be put to death with carbon monoxide gas. Gassing prisoners is the most common practice due to the only legal gasses being ones where prisoners die due to painless asphyxiation. The execution building has sixteen sealed gas chambers, four lethal injection rooms, and a firing range. Prisoners may generally choose their form of execution.

Black Wing

The Black Wing is the name for the solitary confinement wing. It is tucked in the right hand corner of the inner sector and contains its own smaller eight foot electric fence that has a 5 foot regular fence in front of it designed to warn inmates and guards alike of the electric fence. Only one cellblock of fifty solitary solitary cells are situated here. The Black Wing is for prisoners tht repeatedly cause trouble and misbehave in the other wings. It takes four offenses of conduct to land yourself in the Black Wing as punishment. Another, more sinister purpose is the permanent confinement of inmates that have been evaluated as too dangerous to be around other human beings. Completely uncontrollable mentally unstable prisoners are also locked here permanently unless a proper treatment that works can be devised. Several known clinically insane serial killers that have been deemed completely uncontrollable and non treatable have been locked here since 2013.

The entire wing is controlled from a single tower next to the entrance to the cellblock. Cell doors are all opened, closed, and locked electronically. Confinement cells can only be opened with express permission from one of the facility's two directors. Both the military and civilian wing directors have permission to open confinement cells. Permission can be transmitted from one of the two director's offices over the network remotely, allowing the control tower to open the corresponding cell door. Individual prisoners can also be monitored here through the tracking collars that each confinement wing prisoner receives upon entering the wing.

Twenty five cells consist of a door that is reinforced over regular cells. One metal bed rack, a shower head, and a toilet are the only thing in each cell. Food is delivered through a small opening in the door at meal times. The first twenty five cells, though sealed from the outside world, do have lighting. Prisoners inside are still not allowed human contact for the duration of their stay within the cells, however. These cells are self cleaning and contain a built in system designed like a fire sprinkler. Once a day, the cell is sprayed down high pressure water from several nozzles above and on the wall. The pressure is enough to cause some discomfort but not enough to cause injury. The occupant is warned by a small alert buzzer ten minutes before the event. The self cleaning system is effective but each cell is deep cleaned by a cleaning crew when its occupant leaves.

The last twenty five cells are high security confinement cells. A heavily reinforced, sealed steel door blocks out all light from the outside. These cells are for permanent residents and do not have any sort of lighting inside, though they do have the same facilities as the other cells. Those inside remain in total darkness twenty four hours a day. The same self cleaning system is applied here as well but the occupant is not warned. Due to the danger of the occupant, these cells are never opened except for when multiple heavily armed guards are present. Food is delivered through a small door inside the wall. Occupants in these cells get only two meals a day and cannot leave their cells. The solitary confinement wing rarely fills up and is only allowed to be used in extreme circumstances.

In the event of a prison riot, the Black Wing can be completely sealed off remotely. Only one entrance to the underground cells exists. The door is a standard industrial steel door with a keypad to disengage the lock. In the event that the Black Wing needs to be sealed, a two foot thick steel plate can be lowered over the entrance door. The plate can survive all forms of small weaponry. A large amount of explosives directly planted on the plate would be required to remove it forcefully. Once sealed, the cellblock can also be filled with methyl propyl ether distributed through the ventilation system. The occupants inside can be put to sleep without causing them harm until guards can return them to their cells.

Medical Facility

Outside of the Inner Sector, the prison has its own fully functioning medical facility and hospital. The hospital's main purpose is to treat sick prisoners. It is also where all of the psychiatric evaluations take place. The hospital contains rooms with the same doors as the cell blocks that all patients who stay in the hospital can be secured in. Twenty maximum security rooms for dangerous patients are located in the basement. The hospital is staffed by doctors and nurses who rotate out once every three months and employs a full revolving staff list. The facility, though fully equipped is small and can only hold a few hundred patients at once. It is one of the two buildings that prisoners cannot get access to without being escorted out of the Inner Sector.

Barracks

Also outside of the Inner Sector, the facility has a full regiment of Legionaries on station at all times. The barracks facility is host to full living facilities for the military forces that work at the prison. The job is attractive to most soldiers due to the extra pay bonus for serving at the prison every three months. It has full facilities to host its occupants including a recreation room, four man bunk rooms, a fully staffed dining hall, and even access to amenities like hot tubs and a swimming pool. Making servicemen as comfortable as possible was considered a top priority since the island is difficult to get to. Due to the ease of the job and the optional nature, it was decided to make serving at the prison a very attractive post within the military.
