The '''jarldoms and territories''' are the second level of government in [[Tevitheim]]. The jarldoms are administrative divisions that are self-governing polities that are sovereign to the extent where their sovereignty is not limited by federal law, having ceded some sovereign rights to the federal government. Due to this shared sovereignty, Tevitheimers are citizens both of the federal republic and of the jarldom in which they reside. Jarldom citizenship and residency are flexible, and no government approval is required to move between jarldoms, except for persons restricted by certain types of court orders (such as paroled convicts and children of divorced spouses who share child custody), but a person must register their new citizenship.   • Alna- Alna is given its own vote for Oberjarl and guaranteed representation in the Jarlaråd. While proposals to make Alna an independent city-jarldom have been passed by Alna and the federal government, Hellighjerte has often vetoed such proposals.
  • New Trondheim- A proposed union of the current jarldoms of New Tremblant, Elveanna, and southern Søndaga, uniting the New Trondheim cultural region. New Trondheim existed as an independent state from 1919 to 1937 but was split up upon annexation into Tevitheim.
  • Storøy- A union which would combine the current jarldoms of Ilbahar, Rookeryet, Prospekt, and all four territories into a single jarldom. Despite being the largest by area, the jarldom would have 17.8 million people, slightly larger than Eldegard but smaller than Brendanland. Other related proposals include the territories being admitted as a jarldom, either alone or in combination with Prospekt as "South Storøy", or Rookeryet, Ilbahar, and Prospekt being admitted as a singular "North Storøy".
  • Østkyst- A proposal to have Måkeøyene combine with New Hammerfest into a singular jarldom, called Østkyst.
  • Greater Rookeryet- A proposal to have Rookeryet annex Prospekt. Prospekt was once part of Rookeryet but upon annexation Rookeryet was admitted as a full jarldom while Prospekt was left in territorial status until 1991.
