The Atlantic Recovery Council abbreviated as the ARC, is an intergovernmental organization that reactivated status and managed resources for refugees displaced by the Great Divide.

ARC was established in 2023 in the wake of the Great Divide. This event triggered widespread panic and disorientation among people who had adapted to the new normal. The return of the displaced individuals from the Great Divide resulted in the forced removal of economically disadvantaged migrants, who lost their jobs and were evicted from their homes—either by local authorities or the original occupants from before the Great Divide. Many lost everything, leading to the formation of overcrowded refugee communities across North America, South America, Africa, and Europe. These communities were managed by ARC staff, but the poor conditions of their living environments caused growing dissatisfaction and resentment towards the ARC.
