Lanestria, officially the Lanestrian Commonwealth is a sovereign country located off the north­western coast of the XXXX mainland. Lanestria includes the islands of Greater Prydane, Boreray and Monacair, and many smaller islands. Lanestria is surrounded by the XX Ocean, with the XXX to the west, XX to the north and the XX to the south and east. The Aire Sea separates Prydane, Boreray and Monacair. Lanestria's XXXX square kilometres (XXXXX sq mi) were home to an estimated 71.02 million inhabitants in 2018.

Government and politics

Lanestria is a unitary theocratic parliamentary republic. Lanestria has been a parliamentary republic since the Lanestrian Civil War, which ended with the overthrow of the monarchy in 1641. The Constitution of Lanestria is uncodified and consists mostly of a collection of disparate written sources, including statutes, judge-made case law and international treaties, together with constitutional conventions. As there is no technical difference between ordinary statutes and "constitutional law", the Lanestrian Parliament can perform "constitutional reform" simply by passing Acts of Parliament, and thus has the political power to change or abolish almost any written or unwritten element of the constitution. No Parliament can pass laws that future Parliaments cannot change. The only formal document that can be described as a "constitution" is the Governance and Commonwealth Act of 1641, which formally dissolved the monarchy - the document is only two pages long and details that "monarch shall no herewith return to any territory or dominion of Lanestria."

Government

Lanestria has a parliamentary government based on the Proctorian system. The Parliament of Lanestria meets in the House of Governance and has two houses: an elected House of the Venerable and an appointed House of the Esteemed. All bills passed require the assent of the Lord President before becoming law.

The position of Lord President, Lanestria's head of state, is held by the person elected by simple majority in the House of the Esteemed. This position is held for life and afforded mostly ceremonial powers. However, since the 20th century the office has been empowered to include the power of appointments for cabinet ministers, regional governors, military officers and the power to dissolve parliament at will. The Lord President is also commander-in-chief of the armed forces.

The position of minister-general, Lanestria's head of government, belongs to the person most likely to command the confidence of the House of the Venerable; this individual is typically the leader of the political party or coalition of parties that holds the largest number of seats in that chamber. The prime minister chooses a cabinet (with the approval of the House of the Venerable) and its members are formally appointed by the Lord President. The Lord President by convention is able to reject candidates before they are presented before the upper-house, and may also reject them if still approved by the upper-house.

The cabinet is traditionally drawn from members of the minister-general's party or coalition and mostly from the House of the Venerable but always from both legislative houses, the cabinet being responsible to both. Executive power is exercised by the minister-general and cabinet, all of whom are sworn into the Council of the Star Chamber, to become Commonwealth Ministers. The current Minister-General is James Caldwell who has been in office since 21 August 2014. Caldwell is also the leader of the Party of Tradition and Faith. For elections to the House of the Venerable, Lanestria is divided into 660 constituencies, each electing a single member of parliament (MP) by simple plurality. General elections are called by the lord president when either, the minister-general so advises or of his own choosing. The House of the Esteemed members are appointed by the Lord President and has 500 members. These seats are held for life and for 25% of members, the seats are inherited. The remaining 75% are replaced by appointments in wake of an incumbents death or resignation. Due to convention, members must be either ordained ministers or laypreachers of high renown and experience, this has led to the upper-house being nicknamed the "House of Saints."

Administrative divisions

In 1977, the administrative system was dramatically reformed with the abolition of the historic counties and local authorities for a streamlined and tier-based structure. The 1977 reforms introduced Provinces, Municipal Provinces and Parishes.

Lanestria's current provinces are largely based on the country's historic and cultural regions. Administrative authority at the provincial level is shared between a parliament-appointed governor-general and an elected assembly, which is democratically elected by the province. The Municipal Provinces are headed by a democratically elected-mayor, who shares power with an elected city assembly.

The provinces are subdivided into parishes (which replaced the former counties), and these are further divided into districts. Lanestria has ten provinces, six municipal provinces and 3,491 parishes.
