He and his wife Joan moved to Starkhaven in 1942 to work for the federal government. Whitmore was elected to the [[Legislative Assembly of Tarrington|Tarrington Legislative Assembly]] in 1950 for [[Provincial Division of Gwaren|Gwaren]]. His pursuit of the [[Valanjou Case]] established his reputation as a leading anti-separatist and elevated him to national prominence.
