The 2017 Cæryn Captaincy is the current ruling government of the Royal Union of Kouralia following the March 2017 General Election. The Captaincy headed by Sir Barynel Cæryn replaced that of Lord Arthur Travers following electoral reversal of the National Royalist Party, and the decimation of the Popular Unionists' support. The Captaincy is a coalition between the Bonyas aþe’Coralyvienas and the Nationalmen's Party as no single party obtained the 501 seats required to hold a majority in the Senate.
Election
The fifteenth of February marked the beginning of the purdah period for the 2017 General Election, as with most years. The election campaign was marked by a number of differences compared to those previous. Foremost amongst them was the fact that the National Royalist Party seemed likely to lose its status as the largest party represented in the Senate. This was an honour it had held for over fifteen years, being the party that 'won Kouralia' and 'returned the monarchy.' However, dissatisfaction with its governance and a number of damning scandals in the lead-up to the election saw their handy defeat. Similarly the Popular Unionists who had seen an increase in popularity as a reaction to the more right-wing policies of the Red Nationals were forecast disaster in the elections. They had failed in most election promises and had left their voter base heavily disillusioned with their ability to govern.
The most notable event of the election campaign was that front-bench senator and Principal Justiciar of State, Tsachyra Ceþu abandoned the Red Nationals. She had spent her whole political career in that party, but cited ideological differences between her and party leader Lord Arthur Travers as a reason for leaving the party. However many theorised that it had been a political move when, a few days later, she announced she would run for her seat again,
not as an independent, but as a Senator for the Bonyas aþe’Coralyvienas who now looked like a solid bet for leadership.
Despite their successes however, the Bonyas aþe’Coralyvienas were forced into a coalition government with the Nationalmen's Party to make up the minor shortcomings in their results.
Electoral Results
- The Bonyas aþe’Coralyvienas (translated: the Good Men of the Kouralian Folk) received four hundred and eighty-seven seats, an increase on last year's two hundred and twenty-two.
- The Nationalmen's Party (also known as the 'Blue Nationals') received one hundred and ten, an increase on last year's eighty-nine.
- The National Royalist Party (also known as the 'Red Nationals') received one hundred and eighty-nine, a reduction from last election's three hundred and fifty-three.
- The Popular Levellers received ninety-seven seats, an increase on last election's sixty-five.
- The Popular Unionists received eighty-two seats, a reduction from last election's two hundred and thirty-seven.
- The Libertarian Party of Kouralia received sixteen seats, a reduction from last election's twenty.
- Altonia Afore received ten seats, an increase on last election's six.
- The Chietan Independence Party received two seats, a reduction from last election's three.
- Independent candidates received seven seats, an increase on last election's four.
- One Nation (also known as the 'Black Nationals') received no seats, a reduction from last election's one.
Assumption of Office
On the morning of the 16th of March at 02:30 the election results were announced, and having pre-arranged with the Nationalmen to enter into a coalition government that was also formally announced. At 09:30 the Senate passed a vote for Sir Barynel Cæryn to present himself to the Crown as a candidate for the Captain of Justiciars, and at 10:00 three cars left the Senate building to travel to the Reipalæ carrying the Captain-elect. At 10:05 they entered the inner walls of the palace and Sir Barynel presented himself to Her Majesty Queen Alyxandra Campbell. At 13:00 Sir Barynel left the palace, wearing his military uniform adorned with the accouterments of the office of Captain and rode on horseback through the streets to the Suaspalæ aþe’Capoðaine accompanied by a squadron of the Royal and Imperial Life Guard and the Royal Champion, where upon arriving he addressed the nation at 14:00hrs. By the end of the day half of the cabinet positions had been announced, with the remaining seven announced in order of precedence by the end of the 17th.
The Senate spent the next two days in recess before recommencing business on the following Monday the 20th.
