The cabinet consists of the High Lords and State Secretaries. The High Lords are appointed by the Sovereign and are heads of specific government ministries although several high lords exist that do not run a specific ministry and are instead in charge of tasks set out by the sovereign upon their appointment. Most appointments to the high lords table is at the confidence of the sovereign and remains so until the person is removed by their own choice or the monarchs or the monarch dies, at which point the entire cabinet is refreshed. The State Secretaries are selected sitting members of the senate and with few exceptions are members of the ruling party in the senate, the head of which serves as the Consul. The Consuls duties as head of the senate are to preside over sessions and to act as its voice in meetings of cabinet, along with directing his senators in their positions as the state secretaries. While the High Lords are the heads of ministries, the state secretaries who are responsible for parts of the portfolio for their ministry.

Each State Secretary will be a sitting senator and on appointment to their positions take over a set portfolio of responsibilities from their assigned ministry, such as the State Secretary of Defence being responsible for personnel and equipment policy. The seats are not term limited but rely on the party maintaining the confidence of both the sovereign and the people, as the party losing its position as the largest will automatically void it's roles in government. The lead elected official in the country is the Consul, who serves as the presiding officer of the senate and attends meetings of the cabinet to help make key decisions and form legislation.
