Mr. Falcone emmitrated to the Federation in 1910, at the age of 23.  He participated in a number of small-scale criminal rackets throughout the late 1910s, and when the Federation entered the Great War, he capitalized on the nation's wartime economy-- scamming and stealing his way to riches.  WIP.
