Junior AleziRadio Festival of Songs 1999 is the second edition of the annual Junior AleziRadio Festival of Songs, which was held in the Mall of Alezia's Auditorium of Metropolitan Zafizamarrah in the region of Zafizamarrah. The competition was born from a petition from schools throughout North Alezia asking for a "child" version of the annual AleziRadio Festival of Songs, in order to "raise competitive friendship inbetween regions, and to promote each other's regional culture in the midst of the economic boom".
More so, months after the first edition was held last year, The Premier of North Alezia at the time which was Mukhlis Krasnaya Novogrody gave AleziRadio national funding and support to continue the Junior festival as one of his last edicts in order to "Increase creativity and the spirit of it in children by encouraging them to create their own music."
Around this time, the system was also updated in order to prevent any song from reaching zero points, where the voting would be initiated by 45-member jury and then followed by a public vote using SMS and Internet where 450 points would be allocated based on percentages of the vote count.
