The origins of the of the Yunkhra come from the Imperial Northern Velikoslavian Arctic Forestry Service (INVAFS) which was founded in 1923 as a regional branch of the Imperial Velikoslavian Forestry Service (IVFS), primarily to serve the northern and eastern regions of the country. INVAFS role differntiated from the IVFS in its scope, role and activity with the INVAFS Covering the massive Eastern Tundra tracking criminals, working with local tribes and performing policing and investigative duties to isolated comunities. By the 1960s the INVAFS had become essentially a para-millitary organsiation to combat the increasing Northern Insurgency, the rapid increase of the size of the INVAFS created the need for a streamlined system for recruiment and training, so in 1967 the INVAFS Cadet Program (ICP) was began.
 
The ICP primarily recruited from rural and nomad teenagers around 15 to 16 years old which had tradintionally been the recruiting grounds of the INVAFS since its begining. The new two year course was highl
