Early Life, Education, and Family

Jean Mercenet was born on November 1, 1965 in Verdun. From a Axon mother (from Aisne, Voisey) and a Meusian father (from Meuse, Voisey), Jean had a difficult childhood because of the war. Before the war, his father, Albert-Jacques Mercenet, was deputy of the 2nd constituency of the Meuse and his mother was a banker in Verdun. But in July 1974, the troops of Matamoros captured the city of Verdun. The family decided not to leave despite the terrifying rumors circulating about the Matamoros army. During the occupation, Jean was able to witness the deportation of several of his neighbors to camps in Carélie. He also witnessed a massacre in Verdun. He recounts in an interview that Matamoros soldiers lined up five people against a wall and shot them. According to the soldiers, they were resistant. After the war, Jean resumed his studies. In 1988, he graduated from the University of Law in Metz. He then began a turn towards politics. In 1990, he joined the ENPA in Nancy. He graduated in 1992, third in his class. He then joined the EFN (Ecole de Finance National) from which he graduated in 1994, first by far in his class.

Political Career

He started in politics as mayor of Belleville-sur-Meuse where he was elected with 58% of the votes. In 2000, he became mayor of Verdun. Wanting change, he ran in the 2005 legislative elections for the 2nd district of the Meuse. He was elected with 59.6% of the votes. His work was described as admirable by the people of Meuse, and he was noted for his frankness and honesty. He is also known for often going out into the field and observing problems for himself. Spotted by the government, he became ambassador of Voisey in Brenne, in Strasbourg. After the elections, Daniel Marangé offered him a position as Minister of Finance, Jean having diplomas showing his strength in public finance. Moreover, he had managed to increase the budget of the city of Verdun when he was mayor. To this day, Jean Mercenet is credited with reducing the public debt by 1.9% in 2 years.

This graphic shows the evolution of the popularity rating of Jean Mercenet since 1995. The curve fell in 2012 because he became ambassador so people forget him a bit
