Elected from outside the political establishment, Groeneveld is one of the earliest premiers not to be part of the broad liberal coalition that had had a pretty solid monopoly on power since [[Gerard Hugo]] died. He is the first modern Vaillais premier to hail from the !Dutch ethnic group, which has a sizable minority in the north of Vailleux. Groeneveld served as an economics professor at the [[Université Porte-Calme]] until becoming an MP in 1990. In 1998, he unexpectedly won the premiership.

Groeneveld earned his Ph.D in macroeconomics from the Université Porte-Calme in 1986 at the age of 24 and joined the university faculty after graduation. In 1990, he was elected to the [ASSEMBLY NAME TBD] as a member of the Parti Socialiste Démocrate de Vailleux (PSD). In 1992, he became the party's leader.
