Leoncio Fabián Villalobos (March 21, 1899 - September 20, 1956) was a Gonzalez Isle politician and farmer who served as the 20th President of Torisakia. Before his presidency, Villalobos was a senator in the Congreso and was instrumental in the ratification of the 16th Amendment to the Torisakia Constitution that granted Gonzalez Islanders, who were under Torisakian rule, natural-born status and the same rights as Torisakian citizens. Due to his influence, Villalobos was elected the 2nd Governor of Gonzalez Isle in 1950, a position he held until he was elected as President of Torisakia in 1954.
