All members of the college are appointed by the [[Monarchy of Latium|Latin Emperor]]. The hierarchy within the college is determined by [[Nobility of Latium#Comes system|comital rank]], which can chiefly be divided first into the Counts First Class and Counts Fourth Class. While the emperor is not formally a member of the college, he is considered the leader of the college. However, the Master of Offices, and at times the Praeses Senatus, leads the college in the emperor's absence or absence of the emperor's designee.
